【摘要】：人類在生存和發(fā)展時(shí)必須與自然和諧共生。在現(xiàn)代文明中,生態(tài)文明是不可或缺的一個(gè)重要構(gòu)成部分,而自從人類進(jìn)入工業(yè)經(jīng)濟(jì)時(shí)代后,陸源污染便如影隨形,其危害性與日俱增。特別是對(duì)于秦皇島這樣的依賴于海洋而發(fā)展起來的城市,陸源污染無疑對(duì)其經(jīng)濟(jì)發(fā)展帶來巨大的制約性。本文通過對(duì)秦皇島海域主要入海河流的污染現(xiàn)狀分析,解析了秦皇島海域陸源污染物的來源,從立法、具體措施以及保障措施等三方面提出了合理的控制措施。通過研究主要取得以下結(jié)論:(1)通過對(duì)秦皇島市近岸海域多個(gè)點(diǎn)位取樣分析,清潔海域面積正逐年減少,富營(yíng)養(yǎng)化現(xiàn)象越來越嚴(yán)重,頻頻出現(xiàn)藍(lán)藻爆發(fā)。(2)秦皇島海水主要污染物是無機(jī)氮、磷酸鹽、油類等。近岸海域的沉積物尚可,但局部海域貝類體內(nèi)的污染物殘留水平偏高,河流攜帶入海的污染物總量依然較高。近岸海域海洋生態(tài)系統(tǒng)處于亞健康狀態(tài)。(3)秦皇島市主要入海河流為飲馬河、洋河、湯河、戴河,通過分析數(shù)據(jù)得出,飲馬河和洋河污染最嚴(yán)重,從污染源行業(yè)分布情況來看,主要集中在黑色金屬礦采業(yè)、農(nóng)副食品加工業(yè)和造紙業(yè)三大行業(yè),因此加強(qiáng)對(duì)這幾大行業(yè)的綜合整治尤為重要。(4)通過對(duì)陸源污染現(xiàn)狀分析,提出具體措施包括完善環(huán)境陸源污染防治法制法規(guī)、建立動(dòng)態(tài)監(jiān)測(cè)與預(yù)報(bào)系統(tǒng)、建立近岸海域的區(qū)域性協(xié)調(diào)管理機(jī)制、提高市民海洋環(huán)保意識(shí)、建立低碳經(jīng)濟(jì)發(fā)展的長(zhǎng)效機(jī)制、強(qiáng)化農(nóng)業(yè)企業(yè)社會(huì)責(zé)任、推進(jìn)重點(diǎn)領(lǐng)域改革、實(shí)現(xiàn)生態(tài)修復(fù),建立生態(tài)系統(tǒng)補(bǔ)償機(jī)制、秦皇島近岸海域環(huán)境綜合整治保障機(jī)制構(gòu)建。通過研究陸源污染對(duì)于秦皇島以及周邊海域的影響,可以幫助我們進(jìn)一步了解現(xiàn)有的陸源污染狀況,讓人們對(duì)于陸源污染有更加充分的認(rèn)知,分析其對(duì)于秦皇島經(jīng)濟(jì)發(fā)展的嚴(yán)重性以及危害性。并基于現(xiàn)有陸源污染現(xiàn)狀,提出合理的對(duì)策與建議,從企業(yè)層面、政府層面提出有序的優(yōu)化建議,從而有助于秦皇島周邊經(jīng)濟(jì)發(fā)展,實(shí)現(xiàn)秦皇島以及周邊區(qū)域發(fā)展的可持續(xù)性。
[Abstract]:Human beings must live and develop in harmony with nature. In modern civilization, ecological civilization is an indispensable and important part, and since human beings entered the era of industrial economy, land-based pollution has been accompanied by the shadow, its harmfulness is increasing day by day. Especially for cities such as Qinhuangdao, which depend on the sea and develop, land-based pollution undoubtedly brings great constraints to its economic development. Based on the analysis of the pollution status of the main rivers entering the sea in Qinhuangdao Sea area, this paper analyzes the sources of land-based pollutants in Qinhuangdao Sea area, and puts forward some reasonable control measures from three aspects: legislation, concrete measures and safeguard measures. The main conclusions are as follows: (1) through the sampling and analysis of several points in the coastal waters of Qinhuangdao City, the area of clean sea area is decreasing year by year, the eutrophication phenomenon is becoming more and more serious, and blue algae erupts frequently. (2) the main pollutants in Qinhuangdao seawater are inorganic nitrogen, phosphate, oil and so on. The sediment in the coastal area is still good, but the residual level of pollutants in shellfish in the local sea area is on the high side, and the total amount of pollutants carried into the sea by the river is still high. The marine ecosystem of coastal waters is in a sub-healthy state. (3) the main rivers in Qinhuangdao City are Yinma River, Yanghe River, Tang River and Dai River. Through the analysis of the data, it is concluded that the pollution of Yinma River and Yanghe River is the most serious. From the distribution of pollution sources industry, it is mainly concentrated in the black metal mining industry, agricultural and non-staple food processing industry and paper industry. Therefore, it is particularly important to strengthen the comprehensive regulation of these industries. (4) through the analysis of the present situation of land-based pollution, this paper puts forward some concrete measures, including perfecting the legal laws and regulations for the prevention and control of environmental land-based pollution, establishing a dynamic monitoring and forecasting system, establishing a regional coordinated management mechanism in coastal waters, raising citizens' awareness of marine environmental protection, establishing a long-term mechanism for the development of low-carbon economy, strengthening the social responsibility of agricultural enterprises, and promoting the reform of key areas. To realize ecological restoration, to establish ecosystem compensation mechanism and to construct comprehensive environmental improvement guarantee mechanism in Qinhuangdao coastal waters. By studying the influence of land-based pollution on Qinhuangdao and its surrounding sea areas, we can help us to further understand the existing land-based pollution, make people have a fuller understanding of land-based pollution, and analyze its seriousness and harmfulness to Qinhuangdao's economic development. Based on the present situation of land-based pollution, this paper puts forward reasonable countermeasures and suggestions, and puts forward orderly optimization suggestions from the enterprise level and the government level, so as to contribute to the development of Qinhuangdao's surrounding economy and realize the sustainability of Qinhuangdao and its surrounding areas.
