【摘要】：海洋是人類(lèi)巨大的資源寶庫(kù),隨著大量陸地資源日益枯竭,人類(lèi)的目光已經(jīng)投向海洋,如何高效利用海洋資源已成為新時(shí)期解決資源枯竭的重要問(wèn)題。我國(guó)確立海洋強(qiáng)國(guó)戰(zhàn)略,大力推進(jìn)供給側(cè)結(jié)構(gòu)性改革,推進(jìn)海洋經(jīng)濟(jì)綜合試驗(yàn)區(qū)建設(shè),努力建成海洋經(jīng)濟(jì)強(qiáng)國(guó)。自2010年以來(lái)福建海洋產(chǎn)業(yè)產(chǎn)值占全省GDP的比重穩(wěn)定在25%左右,因此,福建海洋經(jīng)濟(jì)發(fā)展受到國(guó)務(wù)院的高度重視,2012年11月批準(zhǔn)了《福建海峽藍(lán)色經(jīng)濟(jì)試驗(yàn)區(qū)發(fā)展規(guī)劃》,這是國(guó)務(wù)院批準(zhǔn)的第四個(gè)試點(diǎn)省海洋經(jīng)濟(jì)發(fā)展規(guī)劃,表明福建海峽藍(lán)色經(jīng)濟(jì)試驗(yàn)區(qū)被正式納入國(guó)家戰(zhàn)略部署范圍,此舉將為福建海洋經(jīng)濟(jì)發(fā)展提供千載難逢的歷史機(jī)遇。福建不是海洋強(qiáng)省,其海洋經(jīng)濟(jì)發(fā)展還存在著很多問(wèn)題,研究福建海洋經(jīng)濟(jì)發(fā)展問(wèn)題具有重要的現(xiàn)實(shí)意義。運(yùn)用海洋經(jīng)濟(jì)核算理論、可持續(xù)發(fā)展理論、產(chǎn)業(yè)政策理論等理論,本文分析福建海洋經(jīng)濟(jì)發(fā)展現(xiàn)狀、存在問(wèn)題和制約因素,借鑒國(guó)內(nèi)外經(jīng)驗(yàn),提出福建海洋經(jīng)濟(jì)的優(yōu)化路徑及配套措施。除緒論和結(jié)論外,本文共分6部分,第1部分是相關(guān)概念界定和理論基礎(chǔ);第2部分從福建海洋經(jīng)濟(jì)發(fā)展的優(yōu)勢(shì)進(jìn)行分析并深入討論其海洋三次產(chǎn)業(yè)發(fā)展情況;第3部分從優(yōu)勢(shì)條件與制約因素全面分析福建海洋經(jīng)濟(jì);第4部分具體介紹了國(guó)內(nèi)外發(fā)展海洋經(jīng)濟(jì)的先進(jìn)經(jīng)驗(yàn);第5部分提出了福建海洋經(jīng)濟(jì)優(yōu)化路徑;第6部分是福建海洋產(chǎn)業(yè)發(fā)展的保障措施�，F(xiàn)階段福建海洋經(jīng)濟(jì)規(guī)模較小、產(chǎn)業(yè)結(jié)構(gòu)不合理等問(wèn)題阻礙了福建海洋經(jīng)濟(jì)發(fā)展,而且科技人才短缺、產(chǎn)業(yè)資金缺乏等因素制約著福建海洋產(chǎn)業(yè)升級(jí)。因此,本文提出應(yīng)抓住國(guó)家批準(zhǔn)福建建設(shè)藍(lán)色經(jīng)濟(jì)試驗(yàn)區(qū)的契機(jī)大力發(fā)展海洋主導(dǎo)產(chǎn)業(yè)、改造傳統(tǒng)海洋產(chǎn)業(yè)、壯大海洋新興產(chǎn)業(yè),并且及時(shí)完善海洋綜合管理機(jī)制、海洋產(chǎn)業(yè)扶持政策,重視人才隊(duì)伍建設(shè)和海洋環(huán)境保護(hù)等綜合措施對(duì)福建發(fā)展海洋經(jīng)濟(jì)具有一定的參考價(jià)值。
[Abstract]:The ocean is a great treasure house of human resources. With the increasing depletion of land resources, human eyes have turned to the ocean. How to use marine resources efficiently has become an important problem to solve the problem of resource depletion in the new period. China has established the strategy of ocean power, vigorously promoted supply-side structural reform, advanced the construction of comprehensive experimental area of marine economy, and made great efforts to build a powerful marine economy. Since 2010, Fujian's marine industry output value has accounted for about 25% of the province's GDP, so, The development of Fujian's marine economy has received great attention from the State Council. In November 2012, the State Council approved the "Development Plan for the Blue Economic area of the Fujian Strait", which is the fourth pilot province's marine economic development plan approved by the State Council. It shows that the blue economic experimental area of Fujian Strait has been formally brought into the scope of national strategic deployment, which will provide a rare historical opportunity for Fujian's marine economic development. Fujian is not a strong marine province, and there are still many problems in its marine economic development. It is of great practical significance to study the development of Fujian marine economy. Based on the theories of marine economic accounting, sustainable development and industrial policy, this paper analyzes the present situation, existing problems and restrictive factors of Fujian's marine economy, and draws lessons from domestic and foreign experiences. The optimization path and supporting measures of Fujian marine economy are put forward. In addition to the introduction and conclusion, this paper is divided into six parts, the first part is the definition of relevant concepts and the theoretical basis, the second part analyzes the advantages of Fujian marine economic development and discusses the development of three marine industries in depth. The third part analyzes Fujian marine economy comprehensively from the advantage condition and the restriction factor, the fourth part introduces the advanced experience of developing marine economy at home and abroad, the fifth part puts forward the optimized route of Fujian marine economy; The sixth part is the safeguard measure of Fujian marine industry development. At the present stage Fujian marine economy is small and the industrial structure is unreasonable which hinders the development of Fujian marine economy and the shortage of scientific and technological talents and the lack of industrial funds restrict the upgrading of Fujian marine industry. Therefore, this paper puts forward that we should seize the opportunity of national approval to build the blue economic experimental area in Fujian and vigorously develop the leading marine industry, transform the traditional marine industry, strengthen the new marine industry, and improve the comprehensive management mechanism of the ocean in a timely manner. The comprehensive measures, such as supporting policy of marine industry, paying attention to the construction of qualified personnel and protecting marine environment, are of certain reference value to Fujian's development of marine economy.
