【摘要】：海島眾多，類型多樣，蘊藏著極為豐富的生物、礦物、海洋能、港口、旅游、生態(tài)環(huán)境等資源，具有無可估量的價值。然而，我國海島在開發(fā)利用過程中存在著無序開發(fā)、過度開發(fā)的狀況。海島由于面積狹小，，地域結(jié)構(gòu)簡單，生態(tài)系統(tǒng)脆弱，盲目開發(fā)，不注重保護，極易帶來大量的生態(tài)環(huán)境問題；而且，海島地理位置各不相同，自然資源、環(huán)境、生產(chǎn)力條件、開發(fā)基礎(chǔ)等又各有特色，海島開發(fā)不宜采用統(tǒng)一的模式。因此，開發(fā)建設(shè)海島必須結(jié)合各島區(qū)具體情況，研究科學(xué)、合理、有效的開發(fā)模式，并加強海島資源的開發(fā)管理，以期達到最大限度的經(jīng)濟、社會和生態(tài)效益。 隨著美麗廈門戰(zhàn)略規(guī)劃的發(fā)布，廈門將以“大海灣、大山海、大花園”為三大發(fā)展戰(zhàn)略，實現(xiàn)島內(nèi)外一體化建設(shè)。目前，與廈鼓兩島相比，小嶝島在基礎(chǔ)設(shè)施水平、建港條件、旅游開發(fā)、經(jīng)濟與社會發(fā)展水平諸方面相差懸殊，但卻具有緊鄰金門的優(yōu)越地理位置和豐富獨特的旅游資源。美麗廈門戰(zhàn)略規(guī)劃為小嶝島的開發(fā)建設(shè)提供了良好的發(fā)展契機，小嶝島的開發(fā)亦可帶動周邊產(chǎn)業(yè)的協(xié)調(diào)發(fā)展，提升區(qū)域產(chǎn)業(yè)綜合水平，促進美麗廈門戰(zhàn)略規(guī)劃的實現(xiàn)。 本文以小嶝島為研究對象，基于系統(tǒng)學(xué)分析思想，綜合環(huán)境科學(xué)、海洋生態(tài)學(xué)、旅游學(xué)、區(qū)域經(jīng)濟學(xué)、人文地理學(xué)等學(xué)科的理論和研究方法，探討了小嶝島在美麗廈門戰(zhàn)略規(guī)劃背景下的開發(fā)模式。主要研究內(nèi)容有：研究了海島開發(fā)的相關(guān)基礎(chǔ)理論和基本原則；分析了海島開發(fā)過程中面臨的生態(tài)環(huán)境和管理問題；通過國內(nèi)外典型海島開發(fā)模式研究，找出可供借鑒的國內(nèi)外海島開發(fā)的成功經(jīng)驗及啟示；最后在搜集小嶝島自然環(huán)境、社會經(jīng)濟、生態(tài)環(huán)境、資源概況等基礎(chǔ)資料和分析小嶝島開發(fā)利用現(xiàn)狀及存在的問題的基礎(chǔ)上，通過SWOT分析，提出小嶝島海洋生態(tài)旅游的開發(fā)模式和近遠期的發(fā)展對策，為建設(shè)美麗廈門和小嶝島提供科學(xué)依據(jù)。本文的研究具有重要的應(yīng)用價值。
[Abstract]:The islands are rich in biological, mineral, oceanic energy, port, tourism, ecological environment and so on, which are of inestimable value. However, in the process of development and utilization of islands in China, there is disorder development and overdevelopment. Because of its small area, simple geographical structure, fragile ecosystem, blind exploitation and neglect of protection, islands are prone to bring a large number of ecological and environmental problems. Moreover, the geographical location of islands is different, natural resources, environment, productivity conditions, The development foundation and so on each has the characteristic, the island development should not adopt the unified pattern. Therefore, the development and construction of islands must be based on the specific conditions of each island district, study the scientific, reasonable and effective development mode, and strengthen the development and management of island resources in order to achieve the maximum economic, social and ecological benefits. With the release of the strategic plan of beautiful Xiamen, Xiamen will take "Big Bay, Big Mountain and Sea, Big Garden" as the three development strategies to realize the integration of the island and the outside. At present, compared with the two islands of Xiagu, Xiaodeng Island has great difference in infrastructure level, port construction condition, tourism development, economic and social development level, but it has the superior geographical position and rich unique tourist resources close to Kinmen. The strategic planning of beautiful Xiamen provides a good opportunity for the development and construction of Xiaodeng Island. The development of Xiaodeng Island can also promote the coordinated development of the surrounding industries, promote the comprehensive level of regional industries, and promote the realization of the strategic planning of beautiful Xiamen. This paper takes Xiaodeng Island as the research object, based on the systematics analysis thought, synthesizes the environmental science, the marine ecology, the tourism science, the regional economics, the humanities geography and so on the discipline theory and the research method, This paper discusses the development model of Xiaodeng Island under the background of strategic planning of beautiful Xiamen. The main research contents are as follows: the relevant basic theories and principles of island development are studied; the ecological environment and management problems in the process of island development are analyzed; and the typical island development models at home and abroad are studied. To find out the successful experience and enlightenment of island development at home and abroad for reference; finally, to collect the natural environment, social economy and ecological environment of Xiaodeng Island. On the basis of analyzing the current situation and existing problems of the development and utilization of Xiaodeng Island, through the analysis of SWOT, the paper puts forward the development mode and the short-term and long-term development countermeasures of the marine ecotourism in Xiaodeng Island. Provide scientific basis for building beautiful Xiamen and Xiaodeng Island. The research of this paper has important application value.
