【摘要】：正2016年末,發(fā)展改革委、海洋局印發(fā)關(guān)于《全國(guó)海水利用“十三五”規(guī)劃》(以下簡(jiǎn)稱《規(guī)劃》)的通知�！兑�(guī)劃》內(nèi)容指出,“十三五”時(shí)期是我國(guó)海水利用規(guī)�；瘧�(yīng)用的關(guān)鍵時(shí)期�！兑�(guī)劃》提出的目標(biāo)是:“十三五”末,全國(guó)海水淡化總規(guī)模達(dá)到220萬(wàn)m3/d以上。沿海城市新增海水淡化規(guī)模105萬(wàn)m3/d以上,海水直接利用規(guī)模達(dá)到1 400億m3/年以上,海水循環(huán)冷卻規(guī)模達(dá)到200萬(wàn)m3/h以上�！笆濉币�(guī)劃綱要明確提出,要“以水定產(chǎn)、以水
[Abstract]:At the end of 2016, the Commission for Development and Reform and the Bureau of Oceanography issued a circular on the Thirteenth Five-Year Plan for the use of seawater (hereinafter referred to as "the Plan"). The period of "the 13th Five-Year Plan" is the key period for the large-scale application of seawater utilization in China. The goal put forward in the "Plan" is: at the end of the 13th Five-Year Plan, the total scale of seawater desalination in China is over 2.2 million m3 / d. The scale of desalination in coastal cities is more than 1.05 million m3 / d, the direct utilization scale of seawater is more than 1 40 billion m3 / year, and the cooling scale of seawater cycle is more than 2 million m3 / h. The outline of the 13th Five-Year Plan clearly states that "production should be determined by water and water by water".
