【摘要】：圍海造地對海洋經(jīng)濟影響力分析,是濱海某市海洋經(jīng)濟運行監(jiān)測評估系統(tǒng)的重要課題。各國學者主要研究成果多是針對圍海造地施工、管理、技術等方面。針對圍海造地項目的決策,往往也是針對單因素的分析如何綜合衡量造地對經(jīng)濟社會的綜合效益,是本文探討的主要問題。同時,構建對造地和海洋經(jīng)濟影響的綜合評價評估模型,并深入探討其影響是一項十分重要的工作。項目基于建設現(xiàn)代化海洋經(jīng)濟強國和實現(xiàn)海洋經(jīng)濟科學發(fā)展的需要,旨在理清圍海造地對海洋經(jīng)濟發(fā)展影響基礎上,從社會、經(jīng)濟、生態(tài)、資源利用和其他層次五個方面,選取合理的評價指標、建立評估體系,運用現(xiàn)代經(jīng)濟學的理論、方法,提出某市圍海造地對海洋經(jīng)濟影響的評價指標、構建評估模型,并對圍海造地對海洋經(jīng)濟發(fā)展影響進行案例分析,得出某市圍海造地項目可行性判定。為海洋經(jīng)濟運行監(jiān)測與評估系統(tǒng)建設及其業(yè)務化運作提供必要的研究基礎。
[Abstract]:The analysis of the influence of reclaimed land on marine economy is an important subject in the marine economic operation monitoring and evaluation system of a coastal city. The main research results of scholars from all over the world are aimed at the construction and management of reclaimed land. In view of the decision of land reclamation projects, it is often the analysis of single factors how to comprehensively measure the comprehensive economic and social benefits of land reclamation, which is the main problem discussed in this paper. It is very important to build a comprehensive assessment model for the impact of land reclamation and marine economy, and to explore its impact in depth. The project is based on the need to build a modern marine economic power and to realize the scientific development of marine economy. On the basis of clarifying the influence of reclaimed land reclamation on the development of marine economy, this paper selects reasonable evaluation indexes from five aspects of society, economy, ecology, resource utilization and other levels, sets up an evaluation system, and applies the theory and method of modern economics. This paper puts forward the evaluation index of the impact of reclaimed land on marine economy, constructs an evaluation model, and analyzes the impact of reclaiming land on marine economic development by a case study. The feasibility of the land reclamation project in a certain city is determined, which provides the necessary research basis for the construction of the marine economic operation monitoring and evaluation system and its operational operation.
