【摘要】：土地信息的存儲與管理是土地資源規(guī)劃利用中的重要問題。詳盡可靠的土地調(diào)查數(shù)據(jù)是國家經(jīng)濟和社會持續(xù)穩(wěn)定發(fā)展的重要基礎(chǔ),是國家管理部門進行土地資源規(guī)劃的重要依據(jù)。我國從1984年開始,對國家各類土地的面積、歸屬權(quán)、空間分布和具體利用情況進行了調(diào)查(第一次全國土地調(diào)查),但時間已經(jīng)過去近30年,隨著國家的發(fā)展,部分數(shù)據(jù)已經(jīng)嚴重失準,且信息化程度低,已經(jīng)不能滿足當(dāng)前形勢下國家管理部門對土地資源進行管理利用的需要。本文在分析了土地信息系統(tǒng)國內(nèi)外研究現(xiàn)狀的基礎(chǔ)上,以二調(diào)后撫順農(nóng)村土地確權(quán)登記項目為支撐,以遼寧省撫順市新?lián)釁^(qū)為例,利用最新的3S (RS、GIS、GPS)集成技術(shù),以及已有的土地資料和數(shù)據(jù),針對傳統(tǒng)土地信息保存方法的缺陷問題,首先對建立縣級土地資源管理數(shù)據(jù)庫的必要性和可行性進行了分析；其次,本文對縣級土地利用數(shù)據(jù)庫的軟件、硬件需求進行了分析,并詳細設(shè)計了該數(shù)據(jù)庫的結(jié)構(gòu)及數(shù)據(jù)組織和分層；然后,以遼寧省撫順市新?lián)釁^(qū)農(nóng)村土地利用調(diào)查等數(shù)據(jù)為例,開發(fā)了遼寧省撫順市新?lián)釁^(qū)土地利用數(shù)據(jù)庫。對數(shù)據(jù)庫建設(shè)過程中遇到的難題,如土地利用基期數(shù)據(jù)獲取、符號庫建立等問題進行了論述,并給出了相應(yīng)的解決方案,取得了較好的工程應(yīng)用效果。建庫成果實現(xiàn)了對庫中數(shù)據(jù)的存儲、查詢、分析等土地利用數(shù)據(jù)庫功能,并通過在數(shù)據(jù)庫中加入了土地利用變更圖層,存儲了土地利用變更情況,方便了對土地利用變更的查詢。成果能夠為土地管理部門提供分析、決策支持服務(wù),對同類型農(nóng)村土地信息數(shù)據(jù)庫建設(shè)具有一定的參考意義。
[Abstract]:The storage and management of land information is an important problem in land resource planning and utilization. Detailed and reliable land survey data is an important basis for the sustainable and stable development of national economy and society, and it is also an important basis for national management departments to carry out land resource planning. Since 1984, China has investigated the area, belonging rights, spatial distribution and specific utilization of all kinds of land in the country (the first National Land Survey), but nearly 30 years have passed, with the development of the country. Some of the data have been seriously inaccurate, and the degree of information is low, which can no longer meet the needs of the national management departments for the management and utilization of land resources under the current situation. Based on the analysis of the research status of land information system at home and abroad, this paper takes Fushun Rural Land confirmation Registration Project as the support, takes the Xinfu District of Fushun City, Liaoning Province as an example, and makes use of the latest 3s (RS,GIS,GPS) integration technology. As well as the existing land data and data, in view of the defects of the traditional land information preservation methods, first of all, the necessity and feasibility of establishing the county-level land resources management database are analyzed. Secondly, this paper analyzes the software and hardware requirements of the county-level land use database, and designs the structure, data organization and stratification of the database in detail. Then, taking the data of rural land use survey in Xinfu District of Fushun City, Liaoning Province as an example, the land use database of Xinfu District of Fushun City, Liaoning Province was developed. This paper discusses the problems encountered in the process of database construction, such as the acquisition of land use base period data, the establishment of symbol database and so on, and gives the corresponding solutions, and obtains better engineering application results. The results of database construction realize the functions of land use database, such as storing, querying and analyzing the data in the database, and by adding the layer of land use change to the database, the situation of land use change is stored. It is convenient to inquire about the change of land use. The results can provide analysis and decision support services for land management departments, and have certain reference significance for the construction of the same type of rural land information database.
