基于“一張圖”模式下的土地登記系統(tǒng)的設計與實現(xiàn)

【摘要】:土地管理是國土資源部門的核心工作任務、也是我們國家發(fā)展規(guī)劃中的重點工作。土地登記工作是土地管理的基本任務,利用最新技術開發(fā)土地登記信息系統(tǒng)具有重要意義。 當前國土資源信息化建設正處在“十二五”規(guī)劃的關鍵時期,國土資源“金土工程”是本階段的重點任務,建設國土資源“一張圖”綜合信息系統(tǒng)是金土工程的核心工作之一!耙粡垐D”工程是一項龐大的綜合信息系統(tǒng)建設工程,它的目的在于利用最新的技術對國土資源工作中涉及到的各項工作任務進行統(tǒng)一的規(guī)范化管理!耙粡垐D”工程對提高國土資源管理水平,促進經濟和社會發(fā)展有重要作用。論文以設計開發(fā)“一張圖”模式下的土地登記信息系統(tǒng)為切入點,通過研究設計實現(xiàn)了“一張圖”模式下的土地登記信息系統(tǒng),為推動“一張圖”工程的深入開展提供參考。 論文中對土地登記業(yè)務進行了詳細的分析,結合“一張圖”工程的思想,建設了一個“一張圖”模式的地籍數(shù)據(jù)庫,并設計實現(xiàn)了其上的基于ArcGIS Server的B/S土地登記信息系統(tǒng),及其輔助的移動信息服務系統(tǒng)。數(shù)據(jù)庫使用Oracle10g來進行空間數(shù)據(jù)與業(yè)務數(shù)據(jù)的存儲與管理;B/S系統(tǒng)部分采用了主流的.NET開發(fā)平臺,將ASP.NET與ArcGIS ServerWeb ADF開發(fā)框架相結合的技術進行開發(fā);移動信息服務系統(tǒng)采用了.NET環(huán)境中的Windows Phone手機軟件開發(fā)技術。 論文最后按照系統(tǒng)設計實現(xiàn)了基于“一張圖”模式下的土地登記系統(tǒng),大眾可以通過瀏覽器進入系統(tǒng)瀏覽與查詢土地登記的相關信息,工作人員通過登錄辦公模塊可以在線辦理土地登記的申請、權屬調查及審批登記等相關業(yè)務,也可以進行地籍空間數(shù)據(jù)的在線編輯工作,真正滿足了業(yè)務需求,,提高了工作效率。同時手機端的土地登記輔助信息系統(tǒng)也為大眾提供了極大的便利,大眾能夠隨時隨地享用相關信息資訊。系統(tǒng)的最終實現(xiàn)體現(xiàn)了“一張圖”工程的模式思想,達到了系統(tǒng)設計之目標,也證明了系統(tǒng)設計方案的可行性與正確性。
[Abstract]:Land management is not only the core task of land and resources department, but also the key work of our national development plan. Land registration is the basic task of land management. It is of great significance to develop land registration information system with the latest technology. At present, the information construction of land and resources is in the key period of the 12th Five-Year Plan. The "Golden soil Project" is the key task in this stage, and the construction of a comprehensive information system of land and resources "one map" is one of the core tasks of the Golden soil Project. The "one drawing" project is a huge comprehensive information system construction project. Its purpose is to make use of the latest technology to standardize the management of all the tasks involved in the work of land and resources. The "one drawing" project plays an important role in improving the management level of land and resources and promoting economic and social development. Based on the design and development of the land registration information system under the "one map" model, the paper designs and implements the land registration information system under the "one map" model, which provides a reference for the further development of the "one map" project. In this paper, the land registration business is analyzed in detail. Combining with the idea of "one map" project, a cadastral database of "one map" model is built, and the B / S land registration information system based on ArcGIS Server is designed and implemented. And its auxiliary mobile information service system. The database uses Oracle10g to store and manage spatial data and business data. In the part of B / S system, the mainstream. Net development platform is adopted, and the technology of combining ASP.NET and ArcGIS ServerWeb ADF development framework is developed. The mobile information service system adopts the Windows Phone mobile phone software development technology in. Net environment. Finally, according to the design of the system, the land registration system based on the "one map" model is implemented. The public can browse and query the relevant information of land registration through the browser. Through logging into the office module, staff members can handle land registration applications online, property investigation and examination and approval registration and other related businesses, and can also carry out online editing of cadastral spatial data, which truly meets the business needs. Improved working efficiency. At the same time, the land registration assistant information system on the mobile phone also provides great convenience for the public, the public can enjoy the relevant information at any time and anywhere. The final realization of the system embodies the mode thought of "one drawing" project, achieves the goal of system design, and proves the feasibility and correctness of the system design scheme.
