【摘要】:眾所周知,土地利用是一項(xiàng)非常巨大的系統(tǒng)工程,這里面既包含宏觀問(wèn)題,同時(shí)也包含微觀問(wèn)題。既有社會(huì)效益問(wèn)題,同時(shí)也有經(jīng)濟(jì)效益以及環(huán)境效益問(wèn)題,其目標(biāo)十分明確:一是土地資源的優(yōu)化配置;二是土地資源的可持續(xù)利用;三是土地資源利用率以及生產(chǎn)率的提高。要實(shí)現(xiàn)這些目標(biāo),那么就必須正確處理土地利用過(guò)程中的眾多矛盾問(wèn)題,而處理這些復(fù)雜的矛盾既要運(yùn)用經(jīng)濟(jì)的手段,又要運(yùn)用法律的手段和行政的手段,并借助日益完善的市場(chǎng)機(jī)制以及計(jì)劃?rùn)C(jī)制的運(yùn)作和調(diào)控來(lái)完成。 21世紀(jì)以來(lái),雖然我國(guó)人口年平均的增長(zhǎng)率有所降低,但由于我國(guó)的人口基數(shù)大,,而且人口逐漸向城市遷移的趨勢(shì)以及城市占用土地面積的逐漸擴(kuò)大等一系列原因,引起了城市用地和國(guó)民經(jīng)濟(jì)等其他部門(mén)的用地,特別是城市用地和農(nóng)業(yè)用地產(chǎn)生的矛盾變得日益突出。因此,如何保護(hù)有限的耕地資源成了解決土地利用的問(wèn)題中的重中之重?傮w來(lái)說(shuō),這主要是土地供給的有限性和土地需求的無(wú)限性所導(dǎo)致的這一特殊矛盾,而解決這一矛盾最直接的方法就是對(duì)土地利用進(jìn)行有效規(guī)劃,借助規(guī)劃來(lái)約束人類(lèi)社會(huì)土地利用的種種行為。 隨著地理信息系統(tǒng)(GIS)的迅猛發(fā)展,針對(duì)以上一系列的問(wèn)題,本文提出結(jié)合新的組件開(kāi)發(fā)技術(shù)來(lái)對(duì)土地利用規(guī)劃設(shè)計(jì)系統(tǒng)進(jìn)行研究與開(kāi)發(fā),系統(tǒng)選取了ESRI公司的組件產(chǎn)品ArcGIS Engine,采用面向?qū)ο箝_(kāi)發(fā)語(yǔ)言C#進(jìn)行集成二次開(kāi)發(fā),提高了開(kāi)發(fā)效率,并加強(qiáng)了空間分析的功能。在數(shù)據(jù)庫(kù)設(shè)計(jì)方面,本文采用了ArcSDE空間數(shù)據(jù)引擎和Geodatabase空間數(shù)據(jù)模型將空間數(shù)據(jù)以及屬性數(shù)據(jù)統(tǒng)一存儲(chǔ)在關(guān)系數(shù)據(jù)庫(kù)中,從而提高了對(duì)數(shù)據(jù)的管理效率。在功能設(shè)計(jì)上,緊緊圍繞建立“以圖管地”的土地資源管理的這一目標(biāo),實(shí)現(xiàn)對(duì)調(diào)查數(shù)據(jù)的有效管理,提供對(duì)數(shù)據(jù)的查詢(xún)、顯示、更新、統(tǒng)計(jì)和維護(hù)等一系列功能。
[Abstract]:As we all know, land use is a huge system engineering, which contains both macro and micro problems. There are not only social benefits, but also economic benefits and environmental benefits. Its objectives are very clear: first, the optimal allocation of land resources; second, the sustainable use of land resources; third, the utilization rate of land resources and the improvement of productivity. In order to achieve these goals, we must correctly handle the numerous contradictions in the process of land use, and deal with these complex contradictions by using both economic, legal and administrative means. And with the help of the increasingly perfect market mechanism and the operation and regulation of the planning mechanism. Since the 21st century, although the average annual population growth rate of our country has decreased, but because of the large population base of our country, Moreover, a series of reasons, such as the gradual migration of population to the city and the gradual expansion of the urban occupied land area, have caused urban land use and land use in other sectors such as the national economy. In particular, the contradiction between urban land and agricultural land has become increasingly prominent. Therefore, how to protect the limited cultivated land resources has become the most important in solving the problem of land use. Generally speaking, this is mainly caused by the limitation of land supply and the infinity of land demand. The most direct way to solve this contradiction is to plan land use effectively. With the help of planning to constrain human social land use of all kinds of behavior. With the rapid development of Geographic Information system (GIS), in view of the above series of problems, this paper proposes a new component development technology to study and develop the land use planning and design system. The system selects ArcGIS engineer, a component product of ESRI Company, and uses the object-oriented development language C # for integrated secondary development, which improves the development efficiency and strengthens the function of spatial analysis. In the aspect of database design, ArcSDE spatial data engine and Geodatabase spatial data model are used to store spatial data and attribute data in relational database, thus improving the efficiency of data management. In the aspect of function design, a series of functions such as effective management of survey data, query, display, update, statistics and maintenance of data are realized around the goal of establishing land resource management by drawing and managing land.
