縣級農用地分等關鍵技術及信息系統(tǒng)研究

【摘要】:農用地分等是根據農用地自然屬性和經濟屬性對農用地質量優(yōu)劣進行綜合評定并劃分等別的評價工作。作為深化改革土地管理的基礎性工作,農用地分等是法律賦予國土資源管理部門的一項重要職責,是一項具有公益性、基礎性、戰(zhàn)略性的土地資源調查評價工作。通過開展農用地分等研究,可以全面掌握農用地數量分布狀況、科學評價農用地質量分布狀況,為耕地占補平衡、基本農田劃定及保護、土地開發(fā)及整理等工作提供依據。隨著我國在農用地質量研究領域的不斷深入與完善,越來越多的評價方法與研究手段紛紛被引入農用地分等工作中來,這在極大豐富了農用地分等評價內涵、提高了分等成果準確性的同時也導致了在農用地分等研究工作中存在技術路線多樣、研究方法不統(tǒng)一、數據格式多樣、成果計算復雜、數據管理困難等多種問題。與此同時,縣級農用地分等成果作為農用地分等成果匯總及應用的基礎成果,其結果的真實性與可靠性對于整個農用地分等工作至關重要。本文針對農用地分等研究現狀及存在的問題,利用專業(yè)的GIS工具及計算機工具,以實際工作經驗為補充,利用山東省泰安市泰山區(qū)2012年農用地分等數據,展開以下兩方面的探索研究。農用地分等關鍵技術研究。本文對農用地分等研究中存在的多種評價方法的使用條件與限制、分等關鍵參數的篩選與使用及復雜算法的實現進行了深入的研究,從理論與實踐角度理清了農用地分等的一般思路與技術解決方案。同時,由于農用地分等成果多反映為數字形式,部分與農用地實際情況不符的特殊情況可能因為龐大的數據量而被忽略掉,因此本文對成果的自檢方法進行了說明與實現,以期減少成果中的數據問題與非技術問題。農用地分等系統(tǒng)設計及實現。以農用地分等關鍵技術的研究成果作為系統(tǒng)設計的思路,結合GIS技術、數據庫技術與計算機技術,選擇ESRI的二次開發(fā)工具ArcGIS Engine設計并實現了面向農用地分等數據整合與成果統(tǒng)計分析的農用地分等系統(tǒng)。本文整合了農用地分等的方法,對關鍵參數與算法的探討解決了實際工作中的具體問題,滿足了業(yè)務人員的工作要求,同時將龐大的數據管理與復雜的參數計算轉換成程序語言與系統(tǒng)功能,降低了評價研究的技術門檻,實現了農用地分等理論與實踐的統(tǒng)一。
[Abstract]:The classification of agricultural land is a comprehensive evaluation of the quality of agricultural land according to its natural and economic attributes, which is the basic work of deepening the reform of land management. The classification of agricultural land is an important duty entrusted by law to the land and resources management department. It is a public welfare, basic and strategic investigation and evaluation of land resources. We can comprehensively grasp the distribution of agricultural land quantity, scientifically evaluate the distribution of agricultural land quality, balance the occupation and compensation of cultivated land, delimit and protect the basic farmland, With the continuous development and improvement of agricultural land quality research in China, more and more evaluation methods and research methods have been introduced into agricultural land classification work. This not only greatly enriches the connotation of agricultural land grading evaluation, but also improves the accuracy of grading results. At the same time, it also leads to the diversity of technical routes in agricultural land grading research, the disunity of research methods, the diversity of data formats, and the complexity of the calculation of agricultural land grading results. At the same time, the county level agricultural land classification results as the agricultural land grading results summary and application of the basic results, The authenticity and reliability of the results are very important for the whole work of agricultural land grading. In view of the present situation and existing problems of agricultural land grading, this paper uses professional GIS tools and computer tools to supplement the actual work experience. Based on the 2012 agricultural land grading data of Tai'an City, Shandong Province, the following two aspects are explored and studied. The key techniques of agricultural land grading are studied. The conditions and limitations of various evaluation methods in agricultural land grading research are discussed in this paper. The selection and use of grading key parameters and the implementation of complex algorithms are studied in depth, and the general ideas and technical solutions of agricultural land grading are clarified from the angle of theory and practice. At the same time, Because the agricultural land grading results are mostly reflected in the digital form, some special cases which do not conform to the actual situation of agricultural land may be ignored because of the huge amount of data, so this paper explains and realizes the self-checking method of the results. In order to reduce the data problem and non-technical problem in the result, the design and realization of agricultural land grading system, the research results of the key technology of agricultural land grading as the train of thought of system design, the combination of GIS technology, database technology and computer technology, ArcGIS Engine, a secondary development tool of ESRI, is selected to design and implement the agricultural land grading system for the integration of agricultural land grading data and the statistical analysis of the results. The discussion of key parameters and algorithms solves the specific problems in practical work and meets the requirements of business personnel. At the same time, the huge data management and complex parameter calculation are converted into program languages and system functions. The technical threshold of evaluation research is lowered and the unity of agricultural land grading theory and practice is realized.
