【摘要】：伴隨經(jīng)濟(jì)社會(huì)的發(fā)展,資本迅速擴(kuò)張,跨國(guó)大型企業(yè)不斷涌現(xiàn),包括勞工問(wèn)題、環(huán)境問(wèn)題、人權(quán)問(wèn)題等一系列社會(huì)問(wèn)題在內(nèi)的企業(yè)社會(huì)責(zé)任成為了世界性的焦點(diǎn),企業(yè)不僅要實(shí)現(xiàn)其經(jīng)濟(jì)目標(biāo),而且要承擔(dān)相應(yīng)的社會(huì)責(zé)任。內(nèi)蒙古地區(qū)豐富的礦產(chǎn)資源孕育了眾多采礦業(yè)企業(yè),是我國(guó)重要的資源供應(yīng)地,內(nèi)蒙古經(jīng)濟(jì)高速發(fā)展,采礦業(yè)企業(yè)在其中起著至關(guān)重要的作用。采礦業(yè)企業(yè)的生產(chǎn)方式主要為礦產(chǎn)資源的開(kāi)采和初級(jí)加工,生產(chǎn)過(guò)程造成生態(tài)環(huán)境的破壞,企業(yè)對(duì)環(huán)境有保護(hù)和修復(fù)的責(zé)任；企業(yè)一線員工工作環(huán)境具有高危性,企業(yè)對(duì)員工的安全和健康也負(fù)有責(zé)任。但目前我國(guó)礦業(yè)企業(yè)社會(huì)責(zé)任缺失情況嚴(yán)重,礦難事故、環(huán)境污染等問(wèn)題造成了不良的社會(huì)影響。本文對(duì)企業(yè)社會(huì)責(zé)任進(jìn)行了定義,結(jié)合礦業(yè)企業(yè)的行業(yè)特點(diǎn)和內(nèi)蒙古地區(qū)特點(diǎn),引入利益相關(guān)者理論,將內(nèi)蒙古采礦業(yè)企業(yè)社會(huì)責(zé)任的內(nèi)容界定為企業(yè)應(yīng)該對(duì)股東、員工、環(huán)境、公益慈善、政府和消費(fèi)者負(fù)責(zé)。分析我區(qū)采礦業(yè)企業(yè)社會(huì)責(zé)任履行現(xiàn)狀,指出我區(qū)采礦業(yè)企業(yè)存在環(huán)境責(zé)任和員工責(zé)任缺失、企業(yè)之間表現(xiàn)差異大的問(wèn)題,問(wèn)題原因在于責(zé)任履行缺乏外部約束力、內(nèi)部執(zhí)行動(dòng)力不足、監(jiān)管評(píng)價(jià)體系缺失、企業(yè)責(zé)任意識(shí)不夠。為了解決此問(wèn)題,本文指出政府、社會(huì)和企業(yè)三方在社會(huì)責(zé)任履行中的相互作用,借鑒發(fā)達(dá)國(guó)家經(jīng)驗(yàn),從政府層面的完善法律和加強(qiáng)宣傳、社會(huì)層面的加強(qiáng)溝通和構(gòu)建標(biāo)準(zhǔn)、企業(yè)層面的規(guī)范披露和瞄準(zhǔn)重點(diǎn)三個(gè)方面提出內(nèi)蒙古采礦業(yè)企業(yè)社會(huì)責(zé)任的推進(jìn)對(duì)策和建議,使企業(yè)更好的履行社會(huì)責(zé)任。
[Abstract]:With the development of economy and society and the rapid expansion of capital, large transnational enterprises are emerging constantly. Corporate social responsibility (CSR), including a series of social problems, such as labor problems, environmental problems and human rights issues, has become the focus of the world. Enterprises should not only achieve their economic goals, but also bear the corresponding social responsibility. The abundant mineral resources in Inner Mongolia have given birth to many mining enterprises, which is an important resource supply place in China. Mining enterprises play a vital role in the rapid economic development of Inner Mongolia. The mode of production of mining enterprises is mainly the mining and primary processing of mineral resources, the production process results in the destruction of the ecological environment, the enterprises have the responsibility to protect and repair the environment, and the working environment of the front-line employees of the enterprises is high-risk. Enterprises are also responsible for the safety and health of their employees. However, at present, the lack of social responsibility of mining enterprises in China is serious, such as mine accidents, environmental pollution and other problems have caused adverse social impact. This paper defines corporate social responsibility, combines the industry characteristics of mining enterprises and the characteristics of Inner Mongolia, introduces the theory of stakeholders, defines the content of social responsibility of mining enterprises in Inner Mongolia as that enterprises should treat shareholders and employees. Environment, charity, government and consumer responsibility. This paper analyzes the present situation of social responsibility performance of mining enterprises in our region, and points out that environmental responsibility and employee responsibility are absent in mining enterprises in our region, and there are great differences in performance among enterprises. The problem lies in the lack of external binding force in the implementation of responsibilities. Lack of internal executive power, lack of regulatory evaluation system, corporate responsibility awareness is not enough. In order to solve this problem, this paper points out the interaction of government, society and enterprise in the implementation of social responsibility, draws lessons from the experience of developed countries, improves laws and propaganda at the government level, strengthens communication and construction standards at the social level. This paper puts forward the countermeasures and suggestions of promoting the social responsibility of mining enterprises in Inner Mongolia from the three aspects of normative disclosure and aiming at the key points at the enterprise level so as to make the enterprises better fulfill their social responsibility.
