【摘要】：防震減災規(guī)劃是以防震減災為對象編制的專項規(guī)劃。該規(guī)劃的宗旨主要是提高我國防震減災公共服務水平，完善防震減災社會管理技術(shù)和物質(zhì)基礎(chǔ)，重在提高全社會的防震減災能力。它是政府履行社會管理和公共服務職能的重要內(nèi)容；是指導防震減災事業(yè)發(fā)展，審批重大項目，安排政府投資的依據(jù)，對政府開展防震減災工作具有指導作用。城市街區(qū)防震減災能力評價是城市防震減災規(guī)劃工作中的重要環(huán)節(jié)。 本文首先對城市街區(qū)防震減災能力的內(nèi)涵以及相關(guān)概念理論進行了簡單闡述，，然后從城市防震減災規(guī)劃的編制內(nèi)容、工作項目上探討了我國城市防震減災規(guī)劃的現(xiàn)狀及存在的問題，并為“加強城市防災減災研究，建設(shè)和諧安全的城市”提供了三點建議，最后通過我國街區(qū)的特點，詳述城市街區(qū)建立防震減災能力評價方法的原則及其評價的方法，并利用該方法分別對石家莊市和衡水市的城市街區(qū)防震減災能力評價做了詳細的案例分析。 本文主要得出了如下結(jié)論：利用層次分析法確定了六大系統(tǒng)的影響因子，通過賦予各影響因子權(quán)數(shù)，可定性定量分析地震災害對一個城市造成破壞程度；該評價方法指標體系較為完善，利用該方法開展城市街區(qū)防震減災能力分析工作，工作成果可為城市防震減災規(guī)劃提供有力依據(jù)。
[Abstract]:Earthquake disaster mitigation planning in earthquake disaster prevention and mitigation as the object to draw up special planning. The planning purpose is mainly to improve China's earthquake prevention and disaster reduction in the level of public services, improve social management of earthquake prevention and disaster reduction technology and material foundation, focus on improving the ability of earthquake prevention and disaster reduction of the whole society. It is an important part of the government's social management and public service functions; guide development of earthquake prevention and disaster reduction, the examination and approval of major projects, government investment basis, with the guidance of the government to carry out the work of earthquake prevention and disaster reduction. Evaluation of city earthquake prevention and disaster reduction capacity block is an important part of city earthquake disaster mitigation planning work.
Firstly, the connotation of city block ability of earthquake prevention and disaster reduction and related concepts are introduced, then the contents of earthquake prevention and disaster mitigation planning from the city, working on a project to explore the status of earthquake disaster mitigation planning of city of our country and the existing problems, and to strengthen the study of disaster prevention and mitigation of city construction, harmonious and safe city "three suggestions, finally through the characteristics of China's block, detailed principles and evaluation methods of city blocks establish evaluation ability for earthquake disaster reduction method, and using the method of Shijiazhuang city and Hengshui City District earthquake prevention and disaster reduction ability evaluation to do a detailed analysis of the case.
This paper draws the following conclusions: using AHP impact factor six system method to determine the weights, by various factors, can the qualitative and quantitative analysis of earthquake disasters caused damage to a city; the evaluation index system is more perfect, the analysis to carry out the work of city earthquake prevention and disaster reduction ability of block method, work can provide a strong basis for city earthquake disaster mitigation planning.
