【摘要】：在當(dāng)今科技飛速發(fā)展的同時(shí),各種各樣的無(wú)線電技術(shù)悄悄改變了人們的生活習(xí)慣,使得人類(lèi)社會(huì)向信息時(shí)代大步前進(jìn)。無(wú)線電頻譜資源是一種稀缺的有限的自然資源,它的應(yīng)用價(jià)值在信息時(shí)代中被逐步發(fā)掘,逐漸成為影響國(guó)家經(jīng)濟(jì)建設(shè)及國(guó)防建設(shè)的重要因素之一。本文介紹了介紹無(wú)線電頻譜資源的自然屬性、經(jīng)濟(jì)社會(huì)屬性、所有權(quán)屬性和使用權(quán)屬性,從多個(gè)角度說(shuō)明了頻譜資源與其他自然資源相比較下,它們的共同特性描述和頻譜資源所特有的獨(dú)立屬性描述。闡述了國(guó)內(nèi)國(guó)外無(wú)線電管理現(xiàn)狀并做以對(duì)比。對(duì)相關(guān)無(wú)線電管理理論做了系統(tǒng)敘述。同時(shí),本文介紹了模糊數(shù)學(xué)中的模糊綜合評(píng)價(jià)方法,對(duì)模糊集合,多級(jí)關(guān)聯(lián)理論及相關(guān)指標(biāo)因子的設(shè)定及計(jì)算做了詳細(xì)描述。在了解模糊評(píng)價(jià)分析方法后,建立了無(wú)線電頻譜資源利用評(píng)價(jià)體系。介紹了評(píng)價(jià)體系的構(gòu)建原則和相關(guān)指標(biāo)權(quán)重的匹配方法,描述了模糊關(guān)聯(lián)矩陣主要因素提取的過(guò)程,并列舉了無(wú)線電頻譜資源利用評(píng)價(jià)綜合特征模式。在確立了指標(biāo)體系和相關(guān)參數(shù)的標(biāo)準(zhǔn)之后,抽取了甘肅省具有代表性的4個(gè)地州市作為樣本點(diǎn),利用2013-2014年度的通信GSM頻段監(jiān)測(cè)數(shù)據(jù)和相關(guān)運(yùn)營(yíng)商的財(cái)報(bào)數(shù)據(jù)作為基礎(chǔ)數(shù)據(jù)評(píng)價(jià)分析了頻段的利用情況,得出了和現(xiàn)實(shí)相符的分析結(jié)論。無(wú)線電頻譜資源關(guān)系著一個(gè)國(guó)家從國(guó)防建設(shè)到涉及民生的各行各業(yè)的穩(wěn)定持續(xù)發(fā)展,無(wú)線電頻譜資源利用評(píng)價(jià)指標(biāo)體系的建立,不僅為合理開(kāi)發(fā)使用頻譜資源提供了可靠的理論依據(jù),而且對(duì)國(guó)家的經(jīng)濟(jì)建設(shè)和國(guó)防建設(shè)加入了推進(jìn)劑,從加強(qiáng)資源管理,提高資源利用率的角度達(dá)到科學(xué)合理利用無(wú)線電頻譜資源,建設(shè)社會(huì)主義和諧社會(huì),推進(jìn)社會(huì)經(jīng)濟(jì)可持續(xù)發(fā)展的最終目的。
[Abstract]:With the rapid development of science and technology, various radio technologies have quietly changed people's living habits. The radio spectrum is a kind of scarce and limited natural resources, and its application value is gradually excavated in the information age. It has gradually become one of the important factors that affect the national economic construction and national defense construction. This paper introduces the natural attribute, economic and social attribute, ownership attribute and the right to use attribute of radio spectrum resources. The spectrum resources are compared with other natural resources from several angles. Their common characteristics and the unique independent attributes of spectrum resources are described. The present situation of radio management at home and abroad is described and compared. The relevant radio management theory is systematically described. At the same time. In this paper, the fuzzy comprehensive evaluation method in fuzzy mathematics is introduced, and the setting and calculation of fuzzy set, multilevel correlation theory and related index factors are described in detail. The evaluation system of radio spectrum resource utilization is established, the principles of evaluation system and the matching method of relevant index weights are introduced, and the process of extracting the main factors of fuzzy correlation matrix is described. The comprehensive characteristic model of radio spectrum resource utilization evaluation is listed. After establishing the standard of index system and related parameters, four representative prefectures and cities in Gansu province are selected as sample points. The paper analyzes the utilization of the frequency band by using the monitoring data of the communication GSM band and the financial report data of the related operators as the basic data in 2013-2014. The radio spectrum resource is related to a country's steady and sustainable development from national defense construction to people's livelihood, and the establishment of evaluation index system of radio spectrum resource utilization. It not only provides a reliable theoretical basis for the rational development and use of spectrum resources, but also adds propellant to the national economic construction and national defense construction, so as to strengthen the management of resources. From the point of view of improving the utilization ratio of resources, we can make scientific and rational use of radio spectrum resources, build a harmonious socialist society, and promote the sustainable development of social economy.
