【摘要】：目前,道路工程建設項目施工階段過程存在著許多具有不確定性的影響因素,承包商在施工階段同樣面臨著眾多風險因素,風險的存在有可能導致道路工程建設項目的事故,并且能夠帶來巨大的經(jīng)濟損失,因此,應該對道路工程建設項目進行有效的風險管理,從而可以較好地進行風險規(guī)避,確保道路工程項目能夠順利地完成施工任務,進而可以滿足合同中規(guī)定的施工進度要求。本文基于項目風險管理的相關理論知識,結(jié)合作者多年的項目管理經(jīng)驗,以青島藍色硅谷核心區(qū)道路建設項目為例,系統(tǒng)地分析了道路工程建設項目的風險管理理論。本文歸納總結(jié)了有關風險管理的國內(nèi)外研究進展,同時設計了本研究選擇的研究手段與技術路線,然后對項目風險管理的相關理論進行介紹,其次介紹了藍色硅谷核心區(qū)道路工程建設項目的基本概況,剖析了該項目風險管理的實際狀況以及存在的問題。再次對青島藍色硅谷核心區(qū)道路建設項目的風險識別與分析進行系統(tǒng)地分析,分析道路工程建設項目風險分析的基本原則,討論了道路工程建設項目的風險識別過程,根據(jù)風險識別方法確定了藍色硅谷核心區(qū)道路工程建設項目的風險因素。再次運用模糊綜合評價法與模糊層次分析法的基本原理,構(gòu)建藍色硅谷核心區(qū)道路建設工程項目風險評價的數(shù)學模型,通過理論計算獲得了該項目模糊綜合評價結(jié)果。最后按照項目評價結(jié)果分析了風險應對的基本策略,并依據(jù)藍色硅谷核心區(qū)道路建設工程項目的實際特點提出了相應的風險應對措施。本文通過風險識別、風險分析和風險應對三個步驟,圍繞投資、政策、進度、合同、成本、質(zhì)量等多個維度對道路建設項目風險進行系統(tǒng)的分析,從而在項目實施過程中進行有效的風險控制,降低項目風險對項目帶來的影響,為其他城市道路建設項目的風險管理提供經(jīng)驗和參考。
[Abstract]:At present, there are many uncertain influencing factors in the construction process of road engineering construction project, and the contractor is also faced with many risk factors in the construction stage, which may lead to the accident of road engineering construction project. And can bring huge economic loss, therefore, should carry on the effective risk management to the road engineering construction project, thus can better carry on the risk avoidance, guarantees the road engineering project to be able to complete the construction task smoothly, In turn, it can meet the construction schedule requirements stipulated in the contract. Based on the relevant theoretical knowledge of project risk management and the author's experience in project management for many years, this paper systematically analyzes the risk management theory of road engineering construction project by taking the road construction project in Qingdao Blue Silicon Valley core area as an example. This paper summarizes the research progress of risk management at home and abroad, and designs the research means and technical route of this study, and then introduces the relevant theories of project risk management. Secondly, the paper introduces the basic situation of the road construction project in Blue Silicon Valley core area, and analyzes the actual situation and existing problems of the project risk management. Thirdly, the paper systematically analyzes the risk identification and analysis of the road construction project in Qingdao Blue Silicon Valley core area, analyzes the basic principles of the risk analysis of the road engineering construction project, and discusses the risk identification process of the road construction project. According to the risk identification method, the risk factors of the road construction projects in the Blue Silicon Valley core area are determined. Based on the basic principles of fuzzy comprehensive evaluation method and fuzzy analytic hierarchy process, the mathematical model of road construction project risk assessment in the core area of Blue Silicon Valley is constructed, and the fuzzy comprehensive evaluation results of the project are obtained by theoretical calculation. Finally, according to the project evaluation results, the paper analyzes the basic strategy of risk response, and puts forward the corresponding risk countermeasures according to the actual characteristics of the road construction project in the Blue Silicon Valley core area. Based on the three steps of risk identification, risk analysis and risk response, this paper systematically analyzes the risk of road construction projects in terms of investment, policy, schedule, contract, cost, quality, etc. In order to carry out effective risk control in the process of project implementation, reduce the impact of project risk on the project, and provide experience and reference for the risk management of other urban road construction projects.
