【摘要】：隨著中國城鎮(zhèn)化和機動化進程加速,已有多個城市實施了私人小汽車擁有權(quán)管制政策。為了給政策完善提供有價值的參考,有必要對該政策產(chǎn)生的宏、微觀效應(yīng)進行分析和評估。以上海市為例,基于公共管制理論,綜合運用多種經(jīng)濟計量方法,從宏觀層面測算額度管制對私人小汽車增長的限制效果,發(fā)現(xiàn)政策成熟期之后私人小汽車年增幅約減少26%~35%。同時,由年度數(shù)據(jù)分析拍賣市場中額度投放量、競拍人數(shù)和年平均中標(biāo)價的外部影響因素和內(nèi)部關(guān)聯(lián)機制。進一步,從微觀層面驗證月度數(shù)據(jù)對應(yīng)的拍賣市場關(guān)鍵變量之間的互動關(guān)系,并強調(diào)宏微觀結(jié)論的相互應(yīng)驗和一致性。
[Abstract]:With the acceleration of urbanization and motorization in China, many cities have implemented private car ownership control policies. In order to provide valuable reference for policy improvement, it is necessary to analyze and evaluate the macro and micro effects of the policy. Taking Shanghai as an example, based on the theory of public regulation, the effect of quota control on the growth of private cars is measured from the macro level by using a variety of econometric methods. It was found that the annual growth rate of private cars decreased by about 26% after the policy maturing period. At the same time, the annual data are used to analyze the amount of quota in the auction market, the number of bidders and the external factors affecting the average bid price and the internal correlation mechanism. Furthermore, the interaction between the key variables of the auction market corresponding to the monthly data is verified at the micro level, and the mutual validity and consistency of the macro and micro conclusions are emphasized.
