西安市公交專(zhuān)用道規(guī)劃設(shè)計(jì)研究

【摘要】:隨著國(guó)民經(jīng)濟(jì)的飛速發(fā)展,城市規(guī)模的不斷擴(kuò)大,我國(guó)城市交通需求越來(lái)越大。有限的交通資源已經(jīng)不能滿足人們?nèi)找嬖鲩L(zhǎng)的交通需求,從而出現(xiàn)了嚴(yán)重的供需失衡。綜合分析國(guó)外城市交通發(fā)展的經(jīng)驗(yàn),發(fā)展公共交通是實(shí)現(xiàn)城市交通可持續(xù)發(fā)展的唯一途徑。公交專(zhuān)用道效果優(yōu)良、簡(jiǎn)單易行,保障公交車(chē)的專(zhuān)用路權(quán),提高公交車(chē)的可靠度與獨(dú)立性,成為改善公共交通的重要措施。結(jié)合我國(guó)現(xiàn)階段國(guó)情,公交專(zhuān)用道可以作為城市普通公交向軌道交通過(guò)渡的重要形式。本文通過(guò)對(duì)城市道路和交通條件分析,明確了公交專(zhuān)用道設(shè)置條件;研究路段以及交叉口上公交專(zhuān)用道形式,設(shè)置寬度,采用的隔離方式,停靠站的形式、站點(diǎn)、站距等,從而確定了公交專(zhuān)用道基本設(shè)計(jì)方法。通過(guò)調(diào)查西安市公共交通現(xiàn)狀,逐一分析運(yùn)行中公交專(zhuān)用道的特點(diǎn),指出并總結(jié)了其運(yùn)行中存在的問(wèn)題。在大力發(fā)展公共交通的政策引導(dǎo)下,從規(guī)劃、設(shè)計(jì)、管理三個(gè)角度上,針對(duì)公交專(zhuān)用道存在問(wèn)題提出相應(yīng)的改善措施。在政策引導(dǎo)大環(huán)境下,提出通過(guò)經(jīng)濟(jì)手段鼓勵(lì)公共交通,抑制城市車(chē)輛增長(zhǎng),設(shè)定城市公共交通區(qū)域的新方法;在規(guī)劃方面提出建立科學(xué)的公交專(zhuān)用道網(wǎng)絡(luò)、完善配套設(shè)施、便利的換乘服務(wù)和建立快速公交系統(tǒng)(BRT);在設(shè)計(jì)方面提出了設(shè)置臨時(shí)性公交專(zhuān)用道,分析道路、交通、路段交通流量等設(shè)置條件,運(yùn)用射頻識(shí)別技術(shù)(RFID)進(jìn)行臨時(shí)性公交專(zhuān)用道的具體設(shè)置,通過(guò)建立時(shí)間效率模型進(jìn)行了效益分析,并以長(zhǎng)安中路(小寨東路-雁塔西路段)為例進(jìn)行模擬驗(yàn)證分析;在管理方面提出強(qiáng)化政府執(zhí)法管理、公眾參與新理念、提高公交服務(wù)水平等措施。研究成果對(duì)西安市公交專(zhuān)用道的規(guī)劃設(shè)計(jì)提供了重要參考。
[Abstract]:With the rapid development of national economy and the expansion of urban scale, the demand for urban transportation in China is increasing. The limited transportation resources can not meet the increasing traffic demand, which leads to a serious imbalance between supply and demand. Comprehensive analysis of the experience of foreign urban traffic development, the development of public transport is the only way to achieve sustainable development of urban transportation. The bus lane has a good effect and is simple and easy to carry out. It is an important measure to improve the public transportation by ensuring the special right of the bus and improving the reliability and independence of the bus. According to the current situation of our country, bus lanes can be used as an important form of transit from ordinary public transport to rail transit. Based on the analysis of urban roads and traffic conditions, this paper clarifies the conditions of setting public transport lanes; This paper studies the form, width, isolation mode, the form of stop, the station and the distance of bus lanes on road sections and intersections, so as to determine the basic design method of bus lanes. By investigating the present situation of public transportation in Xi'an, the characteristics of bus lanes in operation are analyzed one by one, and the problems in operation are pointed out and summarized. Under the guidance of the policy of developing public transportation vigorously, this paper puts forward the corresponding improvement measures from the three angles of planning, designing and managing, aiming at the existing problems of bus lanes. Under the environment of policy guidance, this paper puts forward a new method of encouraging public transport through economic means, restraining the growth of urban vehicles and setting up urban public transport areas. In the aspect of planning, it is proposed to establish a scientific network of bus lanes, perfect supporting facilities, facilitate transfer services and establish a bus rapid transit system (BRT);). In the aspect of design, this paper puts forward setting up temporary bus lanes, analyzes the setting conditions of roads, traffic and traffic flow, and makes use of radio frequency identification technology (RFID) to set up temporary public transport lanes. Through the establishment of time efficiency model to analyze the benefits, and Changan Middle Road (Xiaozhai East Road-West Yanta Road) as an example to verify the analysis; In the aspect of management, some measures are put forward, such as strengthening the administration of law enforcement, public participation and improving the level of public transport service. The research results provide an important reference for the planning and design of bus lanes in Xi'an.
