地方干線公路BT項(xiàng)目建設(shè)風(fēng)險(xiǎn)分析及規(guī)避研究

【摘要】:伴隨著我國(guó)經(jīng)濟(jì)增速進(jìn)入低谷期后,國(guó)內(nèi)經(jīng)濟(jì)增速開(kāi)始回落,在這種經(jīng)濟(jì)增速明顯走下坡路的大背景之下,各級(jí)政府部門為穩(wěn)定當(dāng)前經(jīng)濟(jì)局面,使出渾身解數(shù)來(lái)保經(jīng)濟(jì)增長(zhǎng),其中一個(gè)極為重要而又非常有效的手段即是通過(guò)擴(kuò)大投資來(lái)帶動(dòng)經(jīng)濟(jì)增長(zhǎng)。而我們各級(jí)政府部門最喜好的擴(kuò)大投資方式為基礎(chǔ)設(shè)施建設(shè)投資,這從全國(guó)各地的基建上馬項(xiàng)目的火熱程度中可窺見(jiàn)一斑。但同時(shí),由于各級(jí)政府掌控的資金捉襟見(jiàn)肘,使得從大層面上來(lái)看,耗資巨大的基建項(xiàng)目一旦上馬,往往又會(huì)使得各級(jí)政府倍感資金壓力。在這種背景下,使得BT(Build-Transfer,即建設(shè)—移交)模式,越來(lái)越多的成為各級(jí)政府建設(shè)基礎(chǔ)設(shè)施項(xiàng)目的首選方案。但是BT模式作為一種全新的融資模式,其在運(yùn)用過(guò)程中會(huì)出現(xiàn)一些風(fēng)險(xiǎn)問(wèn)題,如何規(guī)避處理好BT模式中的風(fēng)險(xiǎn)問(wèn)題成為BT模式能否被廣泛運(yùn)用的關(guān)鍵。本文以伊春市鐵金干線公路建設(shè)為依托工程,進(jìn)行地方干線公路BT項(xiàng)目建設(shè)風(fēng)險(xiǎn)分析及規(guī)避研究。通過(guò)檢索國(guó)內(nèi)外的文獻(xiàn)資料,對(duì)BT模式的風(fēng)險(xiǎn)規(guī)避理論、委托代理框架下的風(fēng)險(xiǎn)分析理論進(jìn)行歸納總結(jié)。形成全文理論研究的依據(jù)。進(jìn)行了地方干線公路BT項(xiàng)目建設(shè)風(fēng)險(xiǎn)分析,確定了BT項(xiàng)目建設(shè)定義,BT項(xiàng)目建設(shè)的運(yùn)作模式,BT模式建設(shè)存在的問(wèn)題;對(duì)地方干線公路BT項(xiàng)目建設(shè)風(fēng)險(xiǎn)來(lái)源進(jìn)行分析,分別分析了項(xiàng)目招標(biāo)風(fēng)險(xiǎn)、項(xiàng)目管理風(fēng)險(xiǎn)、融資環(huán)境風(fēng)險(xiǎn)、政府信用風(fēng)險(xiǎn)、不可抗力風(fēng)險(xiǎn);對(duì)地方干線公路BT項(xiàng)目建設(shè)風(fēng)險(xiǎn)特征進(jìn)行分析,總結(jié)了風(fēng)險(xiǎn)的階段性、風(fēng)險(xiǎn)的復(fù)雜性、風(fēng)險(xiǎn)的主體性;最后對(duì)地方干線公路BT項(xiàng)目建設(shè)風(fēng)險(xiǎn)評(píng)估方法進(jìn)行簡(jiǎn)要介紹。進(jìn)行了地方干線公路項(xiàng)目建設(shè)風(fēng)險(xiǎn)規(guī)避機(jī)制分析,進(jìn)行了地方干線公路BT項(xiàng)目建設(shè)風(fēng)險(xiǎn)規(guī)避策略研究,進(jìn)行了制定地方干線公路BT項(xiàng)目建設(shè)風(fēng)險(xiǎn)規(guī)避機(jī)制,并分別給出了業(yè)主機(jī)制、監(jiān)理機(jī)制、激勵(lì)機(jī)制、風(fēng)險(xiǎn)預(yù)警機(jī)制。最后,本文針對(duì)伊春市鐵金干線公路BT項(xiàng)目建設(shè)過(guò)程進(jìn)行分析總結(jié),對(duì)該項(xiàng)目的運(yùn)作模式進(jìn)行分析,總結(jié)出該項(xiàng)目的風(fēng)險(xiǎn)類型并進(jìn)行相應(yīng)的評(píng)估,并給出相應(yīng)的風(fēng)險(xiǎn)規(guī)避機(jī)制,本論文的研究成果可以為BT模式在地方干線公路項(xiàng)目建設(shè)中運(yùn)用提供借鑒和指導(dǎo)意義。
[Abstract]:With China's economic growth rate entering a trough period, the domestic economic growth rate has begun to decline. Against the background of this obvious downward trend of economic growth, government departments at all levels are doing everything possible to maintain economic growth in order to stabilize the current economic situation. One of the most important and effective means is to boost economic growth by expanding investment. Our preferred way of expanding investment at all levels of government is infrastructure investment, which can be seen in the intensity of infrastructure projects across the country. But at the same time, because of the shortage of funds at all levels of government, the large scale of the cost of infrastructure projects once launched, often make governments at all levels of financial pressure. In this context, BT (Build-Transfer,) model is becoming the first choice of infrastructure construction projects at all levels of government. However, as a new financing mode, the BT model will have some risk problems in the process of its application. How to avoid the risk in the BT model has become the key to widely use the BT model. Based on the project of Yichun iron and gold trunk highway, this paper analyzes the risk of local trunk road BT project and studies on avoiding it. This paper summarizes the risk aversion theory of BT model and the risk analysis theory under the framework of principal-agent by searching the literature data at home and abroad. To form the theoretical basis of the full text. This paper analyzes the risk of BT project construction of local trunk road, and determines the definition of BT project construction, the operation mode of BT project construction, and the problems existing in BT mode construction. This paper analyzes the risk sources of local trunk road BT project construction, analyzes the project bidding risk, project management risk, financing environment risk, government credit risk, force majeure risk; This paper analyzes the risk characteristics of the local trunk highway BT project, summarizes the stages of the risk, the complexity of the risk, the subjectivity of the risk, and finally briefly introduces the risk assessment method of the local trunk highway BT project construction. This paper analyzes the risk aversion mechanism of the local trunk highway project construction, studies the risk aversion strategy of the local trunk highway BT project construction, and formulates the risk aversion mechanism of the local trunk highway BT project construction. The owner mechanism, supervision mechanism, incentive mechanism and risk warning mechanism are given respectively. Finally, this paper analyzes and summarizes the construction process of Yichun iron and gold trunk highway BT project, analyzes the operation mode of the project, summarizes the risk types of the project and carries on the corresponding evaluation, and gives the corresponding risk aversion mechanism. The research results of this paper can provide reference and guidance for the application of BT model in the construction of local trunk highway projects.
