【摘要】：農(nóng)村公路是我國(guó)公路網(wǎng)的重要組成部分,規(guī)模大、覆蓋面廣,其里程占全國(guó)公路通車(chē)總里程的四分之三以上,連接廣大的縣、鄉(xiāng)、村,直接服務(wù)于農(nóng)業(yè)、農(nóng)村經(jīng)濟(jì)發(fā)展和農(nóng)民出行,是促進(jìn)農(nóng)村乃至全社會(huì)經(jīng)濟(jì)發(fā)展和保障社會(huì)穩(wěn)定都具有十分重要的經(jīng)濟(jì)意義和社會(huì)意義。本題研究目的在于完善承德市域農(nóng)村公路網(wǎng)布局,優(yōu)化路網(wǎng)等級(jí)結(jié)構(gòu),使農(nóng)村公路建設(shè)和養(yǎng)護(hù)工作更加科學(xué)、和諧、有序地發(fā)展,在現(xiàn)有承德市域國(guó)省干線公路網(wǎng)布局的基礎(chǔ)上,本著“認(rèn)真研究,科學(xué)規(guī)劃、合理布局”的思想,遵循全面規(guī)劃、合理布局、保障暢通、保護(hù)環(huán)境、建設(shè)與養(yǎng)護(hù)改造并重的原則,對(duì)全市的農(nóng)村公路網(wǎng)布局進(jìn)行規(guī)劃和優(yōu)化。通過(guò)對(duì)承德市農(nóng)村公路網(wǎng)的規(guī)劃、優(yōu)化和調(diào)整,有效地避免建設(shè)決策和布局的隨意性、重復(fù)性及盲目性。本文主要內(nèi)容是在深入進(jìn)行承德市社會(huì)經(jīng)濟(jì)和交通運(yùn)輸現(xiàn)狀調(diào)查的基礎(chǔ)上,建立評(píng)價(jià)指標(biāo)體系,對(duì)承德市現(xiàn)有農(nóng)村公路網(wǎng)進(jìn)行定量分析評(píng)價(jià),揭示其存在的主要矛盾,尋求解決矛盾的總體思路和途徑,同時(shí)制定建設(shè)發(fā)展戰(zhàn)略,提出路網(wǎng)布局優(yōu)化及公路分期建設(shè)的可行方案。
[Abstract]:Rural highway is an important part of highway network in our country. It has a large scale and wide coverage. Its mileage accounts for more than 3/4 of the total mileage of highway opening in China. It connects counties, townships and villages and serves agriculture directly. The development of rural economy and the travel of farmers are of great economic and social significance to promote the development of rural and even the whole social economy and to ensure social stability. The purpose of this study is to improve the layout of the rural highway network in Chengde City, optimize the grade structure of the road network, and make the rural highway construction and maintenance work more scientific, harmonious and orderly. On the basis of the existing layout of the trunk highway network of Chengde City, and in line with the idea of "seriously studying, scientifically planning, reasonably distributing", following the overall planning, rational layout, ensuring smooth flow and protecting the environment, According to the principle of equal emphasis on construction and maintenance, the layout of rural highway network in the whole city is planned and optimized. Through the planning, optimization and adjustment of the rural highway network in Chengde City, the randomness, repeatability and blindness of the construction decision and layout are effectively avoided. The main content of this paper is to establish the evaluation index system on the basis of the investigation of the social economy and transportation status in Chengde City, and to quantitatively evaluate the existing rural highway network in Chengde City, and to reveal the main contradiction in its existence. This paper tries to find out the general ideas and ways to solve the contradiction, and at the same time, formulates the strategy of construction and development, and puts forward the feasible plan of optimizing the layout of road network and constructing highway by stages.
