重慶城區(qū)公交區(qū)域化經(jīng)營(yíng)管理方案研究

【摘要】:近年來(lái),隨著我國(guó)社會(huì)經(jīng)濟(jì)的快速發(fā)展,城市交通擁堵問(wèn)題日益凸顯,“公交優(yōu)先”已成為我國(guó)各大城市緩解交通擁堵的有效途徑。自2004年我國(guó)實(shí)施“公交優(yōu)先”發(fā)展戰(zhàn)略以來(lái),城市公共交通取得了長(zhǎng)足發(fā)展,但仍存在運(yùn)營(yíng)管理機(jī)制不暢、出行分擔(dān)率不足、基礎(chǔ)設(shè)施欠缺等諸多問(wèn)題。其中,運(yùn)營(yíng)管理機(jī)制不暢問(wèn)題尤為突出,已成為制約我國(guó)城市公交進(jìn)一步發(fā)展的瓶頸問(wèn)題之一?梢(jiàn),如何建立科學(xué)、合理的城市公交經(jīng)營(yíng)管理長(zhǎng)效機(jī)制,對(duì)于進(jìn)一步推動(dòng)我國(guó)城市公交發(fā)展、提升公交服務(wù)水平、提高出行分擔(dān)率十分必要。因此,本文以重慶市為例,開(kāi)展城區(qū)公交區(qū)域化經(jīng)營(yíng)管理機(jī)制研究具有重要的現(xiàn)實(shí)意義。本文首先在剖析重慶主城區(qū)空間布局發(fā)展趨勢(shì)的基礎(chǔ)上,分析了重慶主城區(qū)常規(guī)公交發(fā)展現(xiàn)狀特點(diǎn),歸納了常規(guī)公交發(fā)展存在的深層問(wèn)題,闡述了重慶城區(qū)建立公交區(qū)域化經(jīng)營(yíng)管理機(jī)制的必要性;其次,從區(qū)域化經(jīng)營(yíng)的概念出發(fā),剖析了公交區(qū)域化經(jīng)營(yíng)管理體制的內(nèi)涵,詮釋了公交區(qū)域化經(jīng)營(yíng)的策略與方法,分析了公交區(qū)域化經(jīng)營(yíng)的弊端及解決對(duì)策;然后,結(jié)合重慶主城區(qū)公交發(fā)展實(shí)情,根據(jù)公交經(jīng)營(yíng)區(qū)域劃分,提出了重慶主城區(qū)公交區(qū)域化經(jīng)營(yíng)管理方案,包括公交區(qū)域化經(jīng)營(yíng)主體整合方案、公交線網(wǎng)及資源優(yōu)化配置組織方案,提出了公交區(qū)域化經(jīng)營(yíng)需解決的問(wèn)題;最后,根據(jù)重慶主城區(qū)公交區(qū)域化經(jīng)營(yíng)方案的實(shí)施時(shí)序,采用基于“四階段法”的客流預(yù)測(cè)模型,評(píng)價(jià)了區(qū)域化經(jīng)營(yíng)為公交企業(yè)以及市民出行帶來(lái)的直接效益,包含社會(huì)經(jīng)濟(jì)效益和企業(yè)管理效益。本文以公交區(qū)域化經(jīng)營(yíng)管理機(jī)制為研究對(duì)象,基于重慶主城區(qū)常規(guī)公交發(fā)展現(xiàn)狀存在的問(wèn)題,通過(guò)公交區(qū)域化經(jīng)營(yíng)管理機(jī)制實(shí)施策略研究,提出了重慶主城區(qū)公交區(qū)域化經(jīng)營(yíng)管理機(jī)制方案。研究成果能為重慶市主城區(qū)公交經(jīng)營(yíng)管理機(jī)制改革奠定良好基礎(chǔ),為進(jìn)一步完善我國(guó)公交優(yōu)先發(fā)展戰(zhàn)略提供一定理論依據(jù)。
[Abstract]:In recent years, with the rapid development of social economy in China, the problem of urban traffic congestion has become increasingly prominent. "bus priority" has become an effective way to alleviate traffic congestion in major cities of China. Since the implementation of the "bus priority" development strategy in China in 2004, urban public transport has made great progress, but there are still many problems such as poor operation management mechanism, insufficient travel sharing rate, lack of infrastructure and so on. Among them, the problem of poor operation management mechanism is particularly prominent, which has become one of the bottleneck problems restricting the further development of urban public transport in China. It can be seen that how to establish a scientific and reasonable long-term mechanism of urban public transport management is necessary to further promote the development of urban public transport in China, improve the level of public transport services, and improve the travel sharing rate. Therefore, taking Chongqing as an example, it is of great practical significance to study the management mechanism of urban transit regionalization. On the basis of analyzing the development trend of the spatial layout of Chongqing's main urban area, this paper analyzes the characteristics of the development of Chongqing's main urban area's conventional public transport, and summarizes the deep problems existing in the development of Chongqing's main urban area. This paper expounds the necessity of establishing the management mechanism of public transport regionalization in Chongqing urban area, secondly, starting from the concept of regionalization management, analyzes the connotation of the regionalization management system of public transport, and explains the strategies and methods of the regionalization management of public transport. This paper analyzes the disadvantages of public transportation regionalization management and its countermeasures, and then, according to the actual situation of public transport development in Chongqing main urban area and the division of public transport management area, puts forward the management plan of public transport regionalization in Chongqing main urban area. Including the bus regionalization management main integration plan, bus network and resources optimization allocation organization plan, put forward the bus regionalization management needs to solve the problems; finally, according to Chongqing main urban area bus regionalization operation plan implementation timing, In this paper, the passenger flow forecasting model based on "four-stage method" is used to evaluate the direct benefits of regionalization for public transportation enterprises and citizens, including social economic benefits and enterprise management benefits. This paper takes the regional management mechanism of public transport as the research object, based on the problems existing in the development of the regular public transport in Chongqing main urban area, and carries out the strategy research through the regional management mechanism of public transport. This paper puts forward the scheme of regional management and management of public transportation in Chongqing main urban area. The research results can lay a good foundation for the reform of the management mechanism of public transportation in Chongqing's main urban area and provide a theoretical basis for further improving the development strategy of public transport priority in China.
