【摘要】：基于對(duì)能源結(jié)構(gòu)調(diào)整與環(huán)境保護(hù)的要求,中國(guó)對(duì)天然氣能源的需求量日益增加。目前,中國(guó)天然氣的進(jìn)口方式主要為L(zhǎng)NG的海上運(yùn)輸與氣態(tài)天然氣的管道運(yùn)輸。作為中國(guó)進(jìn)口天然氣的主要方式,進(jìn)口LNG的海上運(yùn)輸越來越受到重視,為了解決國(guó)內(nèi)LNG能源供應(yīng)不足的問題,近年來中國(guó)正不斷加大LNG的進(jìn)口量。然而目前中國(guó)進(jìn)口LNG運(yùn)輸船隊(duì)的運(yùn)力不足,且對(duì)中國(guó)進(jìn)口LNG運(yùn)輸船隊(duì)尚未有統(tǒng)一的規(guī)劃。本文對(duì)中國(guó)進(jìn)口LNG船隊(duì)進(jìn)行統(tǒng)一的規(guī)劃,希望對(duì)科學(xué)合理地發(fā)展中國(guó)LNG船隊(duì)、提高中國(guó)LNG船隊(duì)的運(yùn)力水平、充分利用船隊(duì)運(yùn)力以及確保中國(guó)能源進(jìn)口的安全起到一定的參考作用。本文首先對(duì)中國(guó)進(jìn)口LNG運(yùn)輸市場(chǎng)進(jìn)行了分析,其中包括中國(guó)進(jìn)口LNG運(yùn)輸?shù)默F(xiàn)狀、未來LNG進(jìn)口量預(yù)測(cè)以及對(duì)世界和中國(guó)LNG船隊(duì)的介紹；從LNG接收站、LNG運(yùn)輸航線、LNG運(yùn)輸船舶等方面對(duì)中國(guó)進(jìn)口LNG運(yùn)輸?shù)幕A(chǔ)設(shè)施進(jìn)行了分析。然后運(yùn)用整數(shù)線性規(guī)劃的方法,以總營(yíng)運(yùn)成本最小為目標(biāo)函數(shù),建立了中國(guó)進(jìn)口LNG運(yùn)輸船隊(duì)規(guī)劃模型。根據(jù)LNG進(jìn)口量的預(yù)測(cè),并且結(jié)合中國(guó)LNG接收站、LNG運(yùn)輸航線的實(shí)際情況確定了中國(guó)LNG船隊(duì)的發(fā)展規(guī)模和結(jié)構(gòu),提出了中國(guó)進(jìn)口LNG運(yùn)輸船隊(duì)規(guī)劃的方案。最后通過規(guī)劃方案中船隊(duì)的前9年的單位運(yùn)輸成本與實(shí)際中國(guó)進(jìn)口LNG運(yùn)輸船隊(duì)的單位運(yùn)輸成本的對(duì)比、兩種情況下的船隊(duì)結(jié)構(gòu)的對(duì)比進(jìn)行了方案分析,并得出了中國(guó)進(jìn)口LNG運(yùn)輸船隊(duì)的發(fā)展方向?yàn)榇笮突慕Y(jié)論,希望對(duì)我國(guó)進(jìn)口LNG船隊(duì)的規(guī)劃與發(fā)展提供一定的參考。
[Abstract]:Based on the requirements of energy structure adjustment and environmental protection, China's demand for natural gas energy is increasing. At present, the main import mode of natural gas in China is LNG marine transportation and gas pipeline transportation. As the main way of importing natural gas in China, the maritime transportation of imported LNG is getting more and more attention. In order to resolve the shortage of LNG energy supply in China, China is increasing the import of LNG in recent years. However, the capacity of China's imported LNG transport fleet is insufficient and there is no unified plan for the import of LNG transport fleet in China. The unified planning of China's imported LNG fleet is carried out in this paper, hoping to develop the Chinese LNG fleet scientifically and rationally. To improve the capacity of the Chinese LNG fleet, make full use of the fleet capacity and ensure the safety of China's energy import, this paper first analyzes the import of China's LNG transport market, including the status of the import of LNG in China, the prediction of the import of LNG and the introduction of the world and China's LNG fleet in the future. From LNG receiving station, LNG transportation route, and LNG transport ship, this paper analyzes the infrastructure of China's import LNG transport, and then uses the integer linear programming method to set up a planning model for China imported LNG transport fleet with the minimum total operating cost as the objective function. According to the prediction of the import quantity of LNG, and combining the Chinese LNG receiving station, The actual situation of LNG transportation route determines the development scale and structure of China's LNG fleet, and puts forward the plan for the planning of China's imported LNG transport fleet. Finally, through the comparison of the unit transport cost of the first 9 years of the fleet in the planning scheme and the unit transport cost of the actual Chinese imported LNG transport fleet, the structure of the fleet in the two cases is the same. Compared with the analysis of the scheme, the conclusion is drawn that the development direction of China's imported LNG transport fleet is large, and it is hoped to provide some reference for the planning and development of China's imported LNG fleet.
