某漁港工程管理關(guān)鍵問題及對策研究

【摘要】:當前,港口建設發(fā)展是實現(xiàn)21世紀海洋強國戰(zhàn)略的重要舉措,由于近幾年出現(xiàn)嚴重影響港口建設發(fā)展的因素,導致了港口建設工程管理方式落后與港口迅速發(fā)展不協(xié)調(diào)的局面。因此,本文通過對舟山某漁港工程管理關(guān)鍵問題的探索研究,將提出我國港口工程建設和發(fā)展更多的借鑒措施和意義;谥凵侥碀O港工程管理調(diào)研基礎上,為了能夠在已經(jīng)成熟的經(jīng)驗基礎上得到進一步的發(fā)展和應用,課題組通過實地考證和走訪,對港口工程管理存在的問題進行專門分類與分析探索。并通過與港口項目有關(guān)的設計方、承包方等進行有針對性的交流溝通,取得港口工程管理中關(guān)鍵問題的解決方案。主要結(jié)論有以下幾個方面:(1)優(yōu)化工程結(jié)構(gòu)模式:對工程管理結(jié)構(gòu)、管理體制、成本管理模式、質(zhì)量管理模式等進行優(yōu)化管理,通過優(yōu)化加強港口成本預估算管理、計劃指導、節(jié)儉意識和港口質(zhì)量的設計管理、監(jiān)理管理、工期管理,提高了工程建設時效及質(zhì)量。(2)加強柔性管理:通過對道德現(xiàn)狀的研究提出了在項目工程管理過程中道德設計的三大原則和一大目標,加強柔性管理讓建設員工們更好的完成建設工作,使得員工與工程之間和諧相處。(3)加強溝通管理:運用實地調(diào)查及專家的分析,得出了溝通管理在項目工程建設中重要作用,通過構(gòu)建樹狀選擇博弈模型圖來選擇溝通能力較好的建設隊伍。(4)加強安全管理:提高工程員工安全管理理念,建立并完善相應安全技術(shù)決策,定期對員工進行安全理論知識考核,成立專業(yè)培訓機構(gòu),加強員工職業(yè)責任感。總之,通過上述研究方法和手段,本文提出了在體制管理上形成一種具有示范性的管理規(guī)范,在質(zhì)量管理上形成一種具有示范性的質(zhì)量管理模式,在溝通管理上形成一種具有示范引領作用的管理體制,在員工管理上摸索出一套公開的柔性管理體制。
[Abstract]:At present, the development of port construction is an important measure to realize the strategy of ocean power in the 21st century. Due to the factors seriously affecting the development of port construction in recent years, the backward management mode of port construction project and the rapid development of port are out of coordination.Therefore, through the exploration and study of the key problems in the project management of a fishing port in Zhoushan, this paper will put forward more reference measures and significance for the construction and development of port engineering in China.Based on the project management investigation of a fishing port in Zhoushan, and in order to be further developed and applied on the basis of mature experience, the research group conducted field research and visits.The problems existing in port engineering management are specially classified and analyzed.And through the port project related designers, contractors and so on to carry on the targeted communication, obtains the port engineering management key question solution.The main conclusions are as follows: optimizing engineering structure mode: optimizing engineering management structure, management system, cost management mode, quality management mode, etc.Economical consciousness and port quality design management, supervision management, time limit management,Through the study of the present moral situation, three principles and one goal of moral design in the process of project management are put forward.Strengthen the flexible management to make the construction staff finish the construction work better, make the staff and the project get along with each other harmoniously, strengthen the communication management: by using the field investigation and the analysis of the experts, we draw the conclusion that the communication management plays an important role in the project construction.By constructing the tree selection game model diagram to select the construction team with good communication ability, strengthen the safety management, improve the safety management concept of the engineering staff, establish and perfect the corresponding safety technical decision.Regularly check the safety knowledge of employees, set up professional training institutions, strengthen the professional sense of responsibility of employees.In a word, through the above research methods and means, this paper puts forward a kind of exemplary management standard in the system management and a model quality management mode in the quality management.In the communication management, a kind of management system with demonstration and leading function is formed, and a set of open flexible management system is found out in the staff management.
