【摘要】：公路工程試驗(yàn)檢測(cè)是量化分析公路工程質(zhì)量的有效方法,是指導(dǎo)、控制和評(píng)定工程質(zhì)量的重要依據(jù)。為規(guī)范公路工程試驗(yàn)檢測(cè)市場(chǎng)行為,各省主管部門(mén)陸續(xù)頒布了公路工程試驗(yàn)檢測(cè)計(jì)費(fèi)標(biāo)準(zhǔn)。這些標(biāo)準(zhǔn)在發(fā)揮重要作用的同時(shí),不適用、不完善及不合理等問(wèn)題也逐步凸顯。為此,本論文開(kāi)展公路工程試驗(yàn)檢測(cè)計(jì)費(fèi)標(biāo)準(zhǔn)水平測(cè)算方法研究,旨在分析計(jì)費(fèi)標(biāo)準(zhǔn)的差異和合理性,為實(shí)踐工作提供理論參考與方法指導(dǎo)。首先,從試驗(yàn)檢測(cè)、公路行業(yè)計(jì)費(fèi)的特征以及水平評(píng)價(jià)三方面入手,仔細(xì)研讀國(guó)內(nèi)外相關(guān)文獻(xiàn)資料,總結(jié)先進(jìn)經(jīng)驗(yàn),提煉出“以技術(shù)標(biāo)準(zhǔn)為導(dǎo)向制定指導(dǎo)價(jià),以水平測(cè)算為量尺確定計(jì)費(fèi)標(biāo)準(zhǔn)”的思路,闡述水平測(cè)算的重要性,分析水平測(cè)算的特點(diǎn)、內(nèi)涵,提出水平測(cè)算需要遵循的原則和應(yīng)解決的主要問(wèn)題。在此基礎(chǔ)上,將以方案設(shè)計(jì)、方案實(shí)施、方案評(píng)價(jià)為主線開(kāi)展水平測(cè)算方法研究。其次,在水平測(cè)算方案設(shè)計(jì)中分析了水平測(cè)算的維度、控制變量和對(duì)應(yīng)關(guān)系的成因和組合方式;從縱向、橫向、類(lèi)向三個(gè)維度設(shè)計(jì)了基于時(shí)間、地域、實(shí)際合同價(jià)與理論指導(dǎo)價(jià)對(duì)比的五個(gè)水平測(cè)算方案;詳細(xì)闡述了水平測(cè)算方案設(shè)計(jì)條件和方案有效實(shí)施的保障措施。水平測(cè)算方案實(shí)施中主要解決了可比數(shù)據(jù)一致性處理、可比條件的控制和比較基準(zhǔn)的選擇等問(wèn)題;提出了測(cè)算模型與方法,以及可比數(shù)據(jù)第二次加工的計(jì)算方法。在評(píng)價(jià)方案設(shè)計(jì)中,建立了水平測(cè)算方案評(píng)價(jià)的模型和方法,提出水平測(cè)算結(jié)論分析方法以及補(bǔ)救措施。最后,進(jìn)行新疆公路工程試驗(yàn)檢測(cè)計(jì)費(fèi)標(biāo)準(zhǔn)水平測(cè)算實(shí)證研究。運(yùn)用本文所提出的五個(gè)方案進(jìn)行了水平測(cè)算實(shí)施與評(píng)價(jià)。結(jié)論表明調(diào)整后的新疆計(jì)費(fèi)標(biāo)準(zhǔn)符合經(jīng)濟(jì)規(guī)律、市場(chǎng)規(guī)律、地域差異、新疆試驗(yàn)檢測(cè)的特征,被判定為水平合適可推薦使用。綜上所述,本文所提出的水平測(cè)算方案合理、可行,實(shí)證運(yùn)用效果良好,研究結(jié)果具有一定工程參考和推廣價(jià)值。
[Abstract]:Highway engineering test and inspection is an effective method for quantitative analysis of highway engineering quality and an important basis for guiding, controlling and evaluating engineering quality.In order to standardize the market behavior of highway engineering testing and testing, provincial competent departments have successively promulgated standards for highway engineering testing and accounting.These standards play an important role at the same time, not applicable, imperfect and unreasonable problems are also gradually highlighted.Therefore, this paper carries out the research on the measurement method of highway engineering testing and charging standard level, aiming to analyze the difference and rationality of the charging standard, and to provide theoretical reference and method guidance for the practical work.First of all, from the three aspects of test and inspection, the characteristics of highway industry billing and the evaluation of the level, we carefully study the relevant literature and materials at home and abroad, sum up the advanced experience, and extract the "guide price based on technical standard".This paper expounds the importance of horizontal measurement, analyzes the characteristics and connotation of horizontal measurement, and puts forward the principles to be followed and the main problems to be solved.On the basis of this, the level measurement method will be studied on the main line of project design, scheme implementation and project evaluation.Secondly, the dimension of horizontal measurement, the cause of formation and combination of control variables and corresponding relations are analyzed in the design of horizontal measurement scheme, which is based on time, region, and three dimensions: vertical, horizontal, class, and so on.The design conditions of the horizontal measurement scheme and the guarantee measures for the effective implementation of the plan are described in detail.In the implementation of the horizontal measurement scheme, the problems of consistency processing of comparable data, the control of comparable conditions and the selection of comparison datum are mainly solved, and the calculation model and method are put forward, as well as the calculation method of the second processing of comparable data.In the design of evaluation scheme, the model and method of evaluation of horizontal measurement scheme are established, and the analytical methods and remedial measures of horizontal calculation conclusion are put forward.Finally, an empirical study on the standard level of highway engineering testing and accounting in Xinjiang is carried out.Using the five schemes proposed in this paper, the implementation and evaluation of horizontal measurement and evaluation are carried out.The conclusion shows that the adjusted accounting standard in Xinjiang accords with the economic law, market law, regional difference, and the characteristics of Xinjiang test, and is judged to be of suitable level and can be recommended for use.To sum up, the level measurement scheme proposed in this paper is reasonable, feasible, and the empirical application effect is good. The research results have certain engineering reference and popularization value.
