【摘要】:市政項目作為城市化進程重要的載體,而市政道路工程是市政項目主要方面,隨著現(xiàn)代經(jīng)濟社會與科學技術發(fā)展,現(xiàn)代的市政道路項目工程呈現(xiàn)出規(guī)模大、技術要求高、資金投入大的特點,與之相伴的工程項目管理風險也日益增大,特別是大型市政道路工程項目具有規(guī)模大、建設周期長、資金需求大等特點,正是由于這些特點,使得在大型市政道路工程建設項目的各個階段環(huán)節(jié),包括項目前期工作等,都不可避免地和不同程度的伴隨有各式各樣的潛在風險,因此必須要對這些風險進行合理有效的管理,避免導致項目遭受重大經(jīng)濟損失。由此看來,加強和重視市政道路項目風險管理工作研究,發(fā)展項目風險管理理論,對推動市政道路工程建設發(fā)展,具有非常重要現(xiàn)實意義。本文以欽州市揚帆大道南延長線道路工程項目工程為實例,以風險管理理論為依據(jù),運用風險管理理論中風險識別、風險評估、風險響應和風險控制等理論,采用頭腦風暴法、德爾菲法、目標管理法、過程管理法等多種風險管理技術方法,結合市政工程施工的具體特點,系統(tǒng)地分析了欽州市揚帆大道南延長線道路工程項目建設中存在的各種風險,建立項目的風險評估報告,并進行了風險識別,最后提出了風險控制,全面闡述了欽州市揚帆大道南延長線道路工程項目在風險管理方面的內(nèi)涵,為今后在小型城市開展大型市政道路項目建設起到重要的參考作用。
[Abstract]:As an important carrier of the urbanization process, the municipal road project is the main aspect of the municipal project. With the development of modern economic society and science and technology, the modern municipal road project project presents a large scale and high technical requirements.Because of the characteristics of large capital investment, the risk of engineering project management is increasing, especially the large municipal road project has the characteristics of large scale, long construction period and large capital demand, which is due to these characteristics.It makes all kinds of potential risks inevitably and to varying degrees in all stages of large-scale municipal road engineering construction projects, including the preliminary work of the project.Therefore, it is necessary to manage these risks reasonably and effectively, so as to avoid the heavy economic loss caused by the project.From this point of view, it is of great practical significance to strengthen and attach importance to the research on the risk management of municipal road projects and to develop the theory of project risk management to promote the development of municipal road construction.Taking the road project of south extension line of Yangfan Avenue in Qinzhou City as an example, based on the theory of risk management, the paper applies the theory of risk identification, risk assessment, risk response and risk control, and adopts brainstorming method, which is based on the theory of risk management, such as risk identification, risk assessment, risk response and risk control, etc.Delphi method, objective management method, process management method and other risk management techniques, combined with the specific characteristics of municipal engineering construction, systematically analyzed the various risks in the construction of the road project along the south extension line of Yangfan Avenue in Qinzhou City.The risk assessment report of the project is established, and the risk identification is carried out. Finally, the risk control is put forward, and the connotation of risk management in the road project of south extension line of Yangfan Avenue in Qinzhou City is expounded comprehensively.It will play an important reference role in the construction of large-scale municipal road projects in small cities in the future.
