基于泊位共享的山地城市停車收費(fèi)模型研究

【摘要】:我國山地城市的經(jīng)濟(jì)發(fā)展迅速,人們的生活水平有了很大的提高,汽車保有量也保持逐年增加的趨勢,自然而然造成了停車的需求越來越大,但是由于山地城市地形的限制,停車場的建設(shè)和分布存在很大問題,導(dǎo)致車位供給嚴(yán)重不足。本文針對當(dāng)前車位供需矛盾的現(xiàn)狀,建立了基于泊位共享的山地城市停車收費(fèi)模型,希望通過調(diào)整收費(fèi)來引導(dǎo)山地城市停車資源的合理使用,在一定程度上緩解車位不足的問題。文章首先對比了山地城市和平原城市在道路交通系統(tǒng)方面的幾點(diǎn)不同,突出了山地城市獨(dú)有的特點(diǎn),在分析山地城市停車現(xiàn)狀的基礎(chǔ)上對當(dāng)前停車存在的問題進(jìn)行了總結(jié),對停車行為的幾個影響因素進(jìn)行了具體的分析,并根據(jù)影響程度的不同對它們進(jìn)行了排序,探討了費(fèi)用對停車行為的影響機(jī)理,證明了停車收費(fèi)手段的重要性。其次,對泊位共享的概念及相關(guān)內(nèi)容進(jìn)行了系統(tǒng)介紹,明確共享實(shí)現(xiàn)的條件及實(shí)施的兩種模式,在對現(xiàn)有停車需求預(yù)測模型進(jìn)行分析比較的基礎(chǔ)上,定義了泊位共享因子,考慮了策略實(shí)施對停車者選擇行為的影響,對共享因子進(jìn)行了折減,最后從節(jié)省土地資源、提高利用效率的角度建立了基于泊位共享的停車需求模型。然后,在比較分析了幾種常用的定價方法基礎(chǔ)之上,決定從利潤最大化的角度建立停車收費(fèi)模型,在此之前,確定了停車收費(fèi)的目的、性質(zhì)及制定所遵循的原則。在對成本組成進(jìn)行分析之后,考慮到資金的時間價值,將建設(shè)成本分?jǐn)偟矫磕昵蟪瞿杲?在假設(shè)利率不變、需求總體保持平衡等條件下建立了基于泊位共享的山地城市停車收費(fèi)模型,根據(jù)模型可以求解出實(shí)施泊位共享策略后停車場為獲取最大利潤應(yīng)制定的停車費(fèi)率,利用遺傳算法對模型進(jìn)行求解,隨后給出了停車場經(jīng)營主體對收費(fèi)費(fèi)率進(jìn)行調(diào)整的一般程序。最后,通過調(diào)查獲取目標(biāo)停車場在不同時間段內(nèi)的停車需求,將數(shù)據(jù)進(jìn)行統(tǒng)計分析,可以看出二者的需求在時間上具有一定的互補(bǔ)性,滿足共享的實(shí)施條件,把相關(guān)數(shù)據(jù)代入第四章建立的模型中可以計算出共享后的停車收費(fèi)費(fèi)率,實(shí)例計算證明了該模型可以實(shí)現(xiàn)提高泊位利用率,增加停車場經(jīng)營者收入,優(yōu)化停車資源配置等目的。根據(jù)現(xiàn)狀分析再結(jié)合世界上部分城市停車收費(fèi)策略實(shí)施的情況,對重慶市實(shí)施泊位共享停車收費(fèi)提出幾點(diǎn)建議。
[Abstract]:The mountain city of China's rapid economic development, people's living standard has been greatly improved, car ownership is also kept increasing year by year, naturally caused parking demand more and more, but because of the limitations of the terrain of mountain city, there is a big problem of the construction of parking lot and distribution, resulting in a serious shortage of supply of parking spaces. Aiming at the contradiction between supply and demand of the parking spaces, a mountainous city parking berth model based on sharing, hope to guide the rational use of parking resources in mountainous city by adjusting the charge, alleviate the parking shortage problem to a certain extent. This paper compared some mountainous City and plain city road traffic system in different areas, outstanding the unique characteristics of mountain city, based on analyzing the present situation of city parking on the mountain on the current parking problems are summarized, for parking Analyzed several factors that influence behavior, and according to the different influence degree of sort, discussed the mechanism of impact of cost on parking behavior, demonstrate the importance of parking fees means. Secondly, the concept of space sharing and related content are introduced in this paper, clearly sharing conditions and two the implementation of the model, the existing parking demand forecasting model based on the analysis and comparison, the definition of sharing factor, consider the implementation of the strategy effect on the parking choice behavior, the sharing of a discount factor, finally save land resources, improve the utilization efficiency of the parking demand model based on shared parking then, on the basis of a comparative analysis of several commonly used methods of pricing, decided to build a parking fee model, from the angle of profit maximization before determining the parking The purpose of the charges, and follow the principles of nature. After the cost analysis, considering the time value of money, the construction cost to calculate the annual pension, on the assumption that the interest rate unchanged, demand overall balance under the condition of the mountainous region city parking berth sharing model based on the model, according to the can solve the parking lot after the implementation of sharing strategies to maximize profits should formulate parking rates, the model was solved by genetic algorithm, then gives the general procedure of parking lot management body to adjust the toll rate. Finally, get the parking demand field at different period of time through the investigation target parking data statistical analysis can be seen, two needs are complementary in time, to meet the conditions for implementation of sharing, the relevant data into the fourth chapter to establish the model You can type in the parking fees calculated after sharing, the calculation results prove that this model can improve the berth utilization rate, increase the income of the managers to optimize parking parking lot, allocation of resources. According to the status quo analysis combined with the world on the part of the city parking strategy implementation, the implementation of berth sharing in Chongqing and puts forward some suggestions parking fees.
