西藏農(nóng)村公路建設(shè)管理與養(yǎng)護(hù)發(fā)展模式的研究

【摘要】:隨著西部大開發(fā)政策的扶持力度逐年加大和國家“一帶一路”宏偉戰(zhàn)略的推動(dòng),“十三五”西藏農(nóng)村公路又迎來了發(fā)展的大好機(jī)遇,但由于西藏自治區(qū)農(nóng)村公路建設(shè)管理養(yǎng)護(hù)工作起步較晚,規(guī)模較小,經(jīng)驗(yàn)缺乏,在發(fā)展過程中存在各種問題。本研究借鑒國內(nèi)外農(nóng)村公路發(fā)展模式,以西藏日喀則市農(nóng)村公路建設(shè)、養(yǎng)護(hù)情況為背景,對(duì)西藏農(nóng)村公路融資模式、建設(shè)管理模式及養(yǎng)護(hù)管理模式進(jìn)行了系統(tǒng)的研究,并提出了適合西藏農(nóng)村公路的管養(yǎng)模式發(fā)展建議及對(duì)策。首先從農(nóng)村公路的定義、等級(jí)劃分及功能展開,詳細(xì)介紹了國內(nèi)外農(nóng)村公路融資、建設(shè)管理、養(yǎng)護(hù)發(fā)展概況;接著引入西藏農(nóng)村公路的發(fā)展歷程、發(fā)展現(xiàn)狀、存在問題,并由此對(duì)西藏農(nóng)村公路融資模式、建設(shè)管理模式、養(yǎng)護(hù)管理模式分別做了論述、探究,對(duì)各自存在的問題提出了改進(jìn)措施;最后一部分也是本文的落腳點(diǎn),對(duì)日喀則市農(nóng)村公路項(xiàng)目代建管理模式進(jìn)行了工程實(shí)際應(yīng)用,深入探究了代建制在日喀則市的推行、發(fā)展、存在問題及改進(jìn)措施。本文主要研究西藏農(nóng)村公路管養(yǎng)發(fā)展模式;探索更有效的適合本地的農(nóng)村公路融資結(jié)構(gòu)、建設(shè)管理、養(yǎng)護(hù)管理運(yùn)行機(jī)制;對(duì)西藏農(nóng)村公路相關(guān)問題提出了建議與改進(jìn)措施。針對(duì)農(nóng)村公路融資模式,在西藏推行PPP、BT、ST三種融資模式,提出強(qiáng)化交通投融資平臺(tái)建設(shè),成立各地市交通投資公司;針對(duì)農(nóng)村公路建設(shè)管理模式,在西藏推行代建制、EPC、DB、PMC四種項(xiàng)目管理模式,并對(duì)代建制展開日喀則市農(nóng)村公路項(xiàng)目管理應(yīng)用實(shí)例研究,充分肯定和實(shí)證了代建制模式的制度優(yōu)越性和實(shí)施可行性,宜做進(jìn)一步改進(jìn)和推廣;針對(duì)養(yǎng)護(hù)管理模式,分析推出了養(yǎng)護(hù)市場(chǎng)化管理模式,設(shè)置縣級(jí)養(yǎng)護(hù)管理機(jī)構(gòu),推行農(nóng)村公路預(yù)防性養(yǎng)護(hù),建立西藏農(nóng)村公路養(yǎng)護(hù)管理信息系統(tǒng)。交通主管部門對(duì)所選取的不同類型的項(xiàng)目管理模式,迫切需要一個(gè)建設(shè)后應(yīng)用效果檢驗(yàn)評(píng)價(jià)系統(tǒng),而不是像目前只是簡單的、人為的、定性的評(píng)價(jià),通過構(gòu)建合適的評(píng)價(jià)系統(tǒng),用數(shù)據(jù)說話。本文也適時(shí)提出了建立一套完整的適合西藏地區(qū)的農(nóng)村公路建設(shè)管理模式檢驗(yàn)評(píng)價(jià)體系,并對(duì)農(nóng)村公路養(yǎng)護(hù)管理的信息化建設(shè),進(jìn)行了大膽構(gòu)想,對(duì)后續(xù)研究進(jìn)行了展望,希望能在后續(xù)研究中,構(gòu)建農(nóng)村公路建設(shè)管理評(píng)價(jià)系統(tǒng)和農(nóng)村公路養(yǎng)護(hù)管理信息系統(tǒng)。本研究對(duì)增進(jìn)西藏農(nóng)村公路的持續(xù)高效長久發(fā)展,推進(jìn)西藏農(nóng)村公路交通發(fā)展,對(duì)促進(jìn)西藏經(jīng)濟(jì)社會(huì)發(fā)展、保障國家安全和長治久安、實(shí)現(xiàn)全面建成小康社會(huì)目標(biāo)具有重要意義。
[Abstract]:With the increasing support of the western development policy and the promotion of the country's grand strategy of "Belt and Road", the "13th Five-Year Plan" Tibet Rural Highway has ushered in a good opportunity for development. However, due to the late start, small scale and lack of experience in the management and maintenance of rural highway construction in Tibet Autonomous region, there are various problems in the process of development. Based on the situation of rural highway construction and maintenance in Xigaze City, Tibet, the financing mode, construction management model and maintenance management mode of Tibet rural highway are systematically studied. Suggestions and countermeasures for the development of management and maintenance mode suitable for Tibet rural highway are put forward. Firstly, the general situation of rural highway financing, construction management, maintenance and development at home and abroad is introduced in detail from the definition, classification and function of rural highway. Then it introduces the development course, the present situation and the existing problems of Tibet rural highway, and discusses the financing mode, construction management mode and maintenance management mode of Tibet rural highway, respectively. The last part is also the foothold of this paper, and carries on the engineering practical application to the rural highway project agent construction management mode of Xigaze City, and probes into the implementation and development of the agency construction system in Xigaze City. This paper mainly studies the development mode of rural highway management and maintenance in Tibet, and explores more effective financing structure, construction management and maintenance management mechanism for local rural roads. This paper puts forward some suggestions and improvement measures for the problems related to the rural highway in Tibet. In view of the financing mode of rural highway, three financing modes of PPPPBTST are put forward in Tibet, and the construction of transportation investment and financing platform is strengthened, and the transportation investment companies of various prefectures and cities are set up. In view of the rural highway construction management model, four project management models of EPC-DB-PMC are implemented in Tibet, and a case study on the rural highway project management in Xigaze City is carried out. It fully affirms and demonstrates the system superiority and feasibility of the agent system, and it is suitable to further improve and popularize it. In view of the maintenance management model, the maintenance market-oriented management model is analyzed and promoted, and the county level maintenance management organization is set up. The preventive maintenance of rural roads and the establishment of a rural highway maintenance and management information system in Tibet. For the different types of project management models selected by the transportation authorities, there is an urgent need for a post-construction application effect test and evaluation system. Instead of simply, artificially, qualitatively evaluating, by building an appropriate evaluation system, This paper also puts forward a set of complete examination and evaluation system of rural highway construction management model suitable for Tibet area, and carries on the bold idea to the rural highway maintenance management information construction. This paper looks forward to the follow-up study, hoping to construct the rural highway construction management evaluation system and the rural highway maintenance management information system in the follow-up study. This study will promote the sustainable, efficient and long-term development of rural highway in Tibet. It is of great significance to promote the economic and social development of Tibet, to ensure national security and long-term stability, and to realize the goal of building a well-off society in an all-round way.
