【摘要】：隨著高新科學技術的快速發(fā)展,智能交通系統(tǒng)對政府交通管理產(chǎn)生巨大的影響。在公共管理領域,信息及其資源管理已成為一個非常重要的領域,利用先進的信息技術來提高交通運輸體系的運行效率,成為交通公共管理者的一項重要職責。由于信息資源管理的加強,交通服務的內(nèi)容和方式發(fā)生了顯著變化,與傳統(tǒng)的交通服務注重加強交通基礎設施建設不同,新型的交通公共管理更加關注交通設施的使用效率的提升。智能交通系統(tǒng)能轉(zhuǎn)變政府現(xiàn)有的管理方式,提供更為有效的交通運輸管理手段,為民眾出行提供更優(yōu)質(zhì)、快捷、安全的服務,促使交通環(huán)境朝著更加安全、高效和綠色的方向發(fā)展,促進交通運輸行業(yè)的可持續(xù)發(fā)展。。隨著重慶市沙坪壩區(qū)“一城三園”的建設,沙坪壩區(qū)對外輻射能力進一步加強,對政府交通管理工作也提出了更高的要求。如何將城市道路、地方道路有機結合,擴展業(yè)務管理范疇,提高交通管理水平,成為當前首要任務。因此,基于公共管理服務的出發(fā)點,進行沙坪壩區(qū)智能交通體系研究,探索基于公共服務的沙坪壩區(qū)智能交通體系目標的基本思路及總體框架,研究智能交通系統(tǒng)的發(fā)展趨勢,指明沙坪壩區(qū)智能交通系統(tǒng)將設下一階段發(fā)展的方向和目標,為沙坪壩區(qū)智能交通的建設提供了參考依據(jù)。本論文,依托“沙坪壩區(qū)智通交通信息系統(tǒng)”項目。首先,通過查閱國內(nèi)外相關文獻資料,梳理智能交通以及城市公共管理相關理論知識,尋找論文理論研究的依據(jù)。從總體上闡述城市智能交通系統(tǒng)的發(fā)展進程,相關技術方法,以及其與城市公共管理之間的關系等等;然后,從眾多理論中找出與研究課題相關理論,作為后文研究的理論支撐。然后通過實際數(shù)據(jù)調(diào)研,對重慶市沙坪壩區(qū)交通發(fā)展現(xiàn)狀以及智能交通管理水平現(xiàn)狀進行詳細評價,重點在于現(xiàn)狀問題的研究;同時根據(jù)城市交通發(fā)展需求,對重慶市沙坪壩區(qū)智能交通系統(tǒng)構建需求進行分析;在借鑒國內(nèi)外其他城市及地區(qū)的智能交通系統(tǒng)發(fā)展先進經(jīng)驗的基礎上,提出重慶市沙坪壩區(qū)智能交通系統(tǒng)構建原則,再此基礎上重點研究重慶市沙坪壩區(qū)智能交通系統(tǒng)構建的總體原則;最后,從數(shù)據(jù)的采集平臺、數(shù)據(jù)分析處理系統(tǒng)、信息發(fā)布途徑、數(shù)據(jù)傳輸與處理的硬件設施要求、指揮中心構建等幾個方面,詳細的分析重慶市沙坪壩區(qū)智能交通系統(tǒng)構建的關鍵技術問題。
[Abstract]:With the rapid development of high and new science and technology, intelligent transportation system has a great impact on government traffic management. In the field of public management, information and its resources management has become a very important field. The use of advanced information technology to improve the operational efficiency of the transportation system has become an important responsibility of the public transport administrators. As a result of the strengthening of the management of information resources, the content and mode of transportation services have changed significantly. Unlike traditional transport services, which focus on strengthening transport infrastructure, new forms of public traffic management are more concerned with improving the efficiency of transport facilities. To provide more effective means of transportation management, to provide better, faster and safer services for people to travel, and to promote the development of the traffic environment towards a safer, more efficient and green direction. With the construction of "one city and three gardens" in Shapingba District of Chongqing Municipality, the external radiation capacity of Shapingba District has been further strengthened, and higher requirements have been put forward for government traffic management. Local roads combine organically, expand the scope of business management, improve the level of traffic management, become the first task. Therefore, based on the starting point of public management services, research on the intelligent transportation system of Shapingba district, This paper explores the basic ideas and overall framework of the intelligent transportation system in Shapingba district based on public service, studies the development trend of the intelligent transportation system, and points out the direction and objectives of the development of the intelligent transportation system in Shapingba district in the next stage. This paper relies on the project of "Zitong Traffic Information system in Shapingba District". First of all, by referring to the relevant literature at home and abroad, the paper provides a reference for the construction of intelligent transportation in Shapingba District. Combing the relevant theoretical knowledge of intelligent transportation and urban public management, looking for the basis of theoretical research in this paper, the development process of urban intelligent transportation system, relevant technical methods, And the relationship between it and urban public management, and so on; then, from many theories to find out the relevant theory of the research topic, as the theoretical support of the later research. Then through the actual data research, The current situation of traffic development and the level of intelligent traffic management in Shapingba District of Chongqing City are evaluated in detail. The emphasis is on the study of the current situation, and at the same time, according to the needs of urban traffic development, Based on the analysis of the demand for the construction of intelligent transportation system in Shapingba district of Chongqing, based on the advanced experience of the development of intelligent transportation system in other cities and regions at home and abroad, the paper puts forward the construction principles of intelligent transportation system in Shapingba district of Chongqing. Finally, from the data acquisition platform, data analysis and processing system, information release way, data transmission and processing hardware facilities requirements, This paper analyzes the key technical problems in the construction of intelligent transportation system in Shapingba district of Chongqing.
