【摘要】：在各城市開(kāi)展城市交通擁堵治理的大背景下,推進(jìn)公共停車場(chǎng)建設(shè)成為緩解大城市停車難的重要手段。首先,指出在公共停車場(chǎng)建設(shè)過(guò)程中存在項(xiàng)目落實(shí)難、實(shí)施亂、建設(shè)主體單一、審批復(fù)雜、產(chǎn)業(yè)化發(fā)展滯后等問(wèn)題。結(jié)合杭州市實(shí)踐經(jīng)驗(yàn),提出通過(guò)設(shè)立專職機(jī)構(gòu)、加強(qiáng)規(guī)劃管理、確保用地供給、研究鼓勵(lì)政策、簡(jiǎn)化審批手續(xù)等手段對(duì)公共停車場(chǎng)的建設(shè)進(jìn)行保障。最后,從停車發(fā)展策略、行政審批、停車產(chǎn)業(yè)化、市場(chǎng)管理、停車位共享及停車誘導(dǎo)等方面提出未來(lái)發(fā)展對(duì)策。
[Abstract]:In the context of urban traffic congestion management in various cities, promoting the construction of public parking lots has become an important means to alleviate the parking difficulties in large cities. First, it is pointed out that there are difficulties in implementing projects in the process of construction of public parking lots, and the implementation is chaotic. The construction subject is single, the examination and approval is complicated, the industrialization development lags behind and so on. In combination with the practical experience of Hangzhou, it is proposed to strengthen the planning management, to ensure the supply of land, and to study and encourage policies through the establishment of a full-time organization. Finally, some countermeasures are put forward from the following aspects: parking development strategy, administrative examination and approval, parking industrialization, market management, parking space sharing and parking guidance.
