海上失控船舶拖帶方案優(yōu)化平臺(tái)的開(kāi)發(fā)

【摘要】:隨著全球經(jīng)濟(jì)發(fā)展,我國(guó)與他國(guó)之間的海上貿(mào)易往來(lái)日益頻繁。據(jù)天津海事局統(tǒng)計(jì)數(shù)據(jù)顯示,僅2013年前三季度進(jìn)出天津轄區(qū)的船舶就達(dá)266142艘次。中國(guó)是一個(gè)沿海大國(guó),海岸線長(zhǎng)度達(dá)18000公里,位居世界第四位,每天航行于我國(guó)海域的商船、客船、從事漁業(yè)打撈的漁船、工程作業(yè)船舶多達(dá)數(shù)萬(wàn)艘。與此同時(shí),由于海上航行環(huán)境與陸地不同,一旦發(fā)生海難事故損失將不可估量,因此為了減少海難事故帶來(lái)的經(jīng)濟(jì)損失和保護(hù)從業(yè)人員的生命安全,需要建立強(qiáng)大的海上救助系統(tǒng)。 為此,我國(guó)交通運(yùn)輸部于2003年6月在我國(guó)沿岸建立了交通運(yùn)輸部北海救助局、交通運(yùn)輸部東海救助局和交通運(yùn)輸部南海救助局。但是,復(fù)雜多變的海上環(huán)境給救助拖帶工作帶來(lái)巨大阻礙,如外界風(fēng)、流、浪均會(huì)影響救助工作順利進(jìn)行,F(xiàn)有救助應(yīng)急指揮機(jī)構(gòu),接收到遇險(xiǎn)信息后,首先會(huì)調(diào)動(dòng)事發(fā)附近水域船舶前往實(shí)施救助。但是,距離事發(fā)水域最近的船舶并非能滿足拖帶要求,由于對(duì)環(huán)境的估計(jì)不足,會(huì)出現(xiàn)所派遣船舶功率、拖力不足現(xiàn)象,延誤救助時(shí)間。 本文針對(duì)我國(guó)現(xiàn)有救助力量,采取實(shí)地調(diào)研和多方了解等方法,對(duì)目前救助過(guò)程中存在的問(wèn)題進(jìn)行分析,利用可視化編程軟件開(kāi)發(fā)本平臺(tái),對(duì)現(xiàn)有問(wèn)題進(jìn)行解決。 本平臺(tái)開(kāi)發(fā)以交通運(yùn)輸部北海救助局為背景,以SQL Server2008為后臺(tái)數(shù)據(jù)庫(kù),利用Visual C++軟件開(kāi)發(fā)“海上失控船舶拖帶方案優(yōu)化平臺(tái)”。當(dāng)收到遇險(xiǎn)船舶發(fā)送的救助信息后,平臺(tái)會(huì)匹配所有救助力量,并結(jié)合當(dāng)時(shí)風(fēng)、流、浪等環(huán)境,給出救助遇險(xiǎn)船舶的最優(yōu)方案。相比于以往的救助方案,平臺(tái)給出的方案更加準(zhǔn)確、快速,為海上救助工作提供輔助作用。通過(guò)實(shí)地調(diào)研,本平臺(tái)得到了救助基地的認(rèn)可,可以有效地解決救助中存在的問(wèn)題。
[Abstract]:With the development of global economy, maritime trade between China and other countries is becoming more and more frequent. In the first three quarters of 2013 alone, there were 266142 ships in and out of Tianjin, according to statistics from the Tianjin Maritime Administration. China is a large coastal country with a coastline of 18000 kilometers, ranking the fourth in the world. Every day, there are merchant ships, passenger ships, fishing boats engaged in fishing and fishing, and tens of thousands of engineering vessels. At the same time, because the maritime navigation environment is different from the land, the loss of the maritime accident will be incalculable once it occurs. Therefore, in order to reduce the economic loss caused by the maritime accident and to protect the life safety of the practitioners, A strong maritime rescue system is needed. Therefore, in June 2003, the Ministry of Communications and Transport established the Beihai Rescue Bureau, the East China Sea Rescue Bureau and the South China Sea Rescue Bureau of the Ministry of Communications and Transport along the coast of China. However, the complex and changeable marine environment brings great obstacles to the rescue work, such as the outside wind, current, wave will affect the smooth progress of the rescue work. After receiving the distress information, the existing emergency rescue organization will first mobilize the ships in the vicinity of the accident to carry out the rescue. However, the ship closest to the accident area can not meet the requirements of towing. Due to the insufficient estimation of the environment, the phenomenon of insufficient power and towing force of the dispatched ship will occur, and the rescue time will be delayed. Aiming at the existing rescue forces in our country, this paper analyzes the existing problems in the process of rescue by means of field investigation and multi-party understanding, and develops the platform with visual programming software to solve the existing problems. This platform is developed on the background of Beihai Rescue Bureau of Ministry of Communications and Transport, with SQL Server2008 as backstage database and with Visual C software to develop the "optimized platform of ship towing Scheme out of Control at Sea". After receiving the rescue information sent by the ship in distress, the platform will match all the rescue forces, and combined with the prevailing wind, current, wave and other environments, the optimal solution to rescue the ship in distress will be given. Compared with the previous rescue schemes, the platform provides a more accurate and rapid scheme, which provides a supplementary role for the salvage work at sea. Through field research, the platform has been recognized by the rescue base, can effectively solve the problems in the rescue.
