青藏鐵路突發(fā)情況下運輸組織研究

【摘要】:青藏鐵路自從建設通車起,就成為我國西部鐵路運輸大動脈,擔負著重要的人員、物資運輸任務,具有極為重要的經(jīng)濟、政治和軍事意義。是我國支援西部大開發(fā)的生命線,也有著保持民族團結、造福沿線各族人民的特殊意義。青藏線所處的特殊環(huán)境條件決定了全線,尤其是格拉段由于多種自然災害和突發(fā)情況引起的各種行車事故不可避免。如何在現(xiàn)有應急救援能力的條件下進行有效的應急處置和應急運輸組織就是必須考慮的問題,同時應急預案的建立在具體實踐應用中的評價方法,評價的結果也需要進一步轉化為對應方案和決策建議。 本文在借鑒國內(nèi)外突發(fā)情況下高原列車運輸組織問題的相關研究基礎上,結合青藏鐵路運輸組織及突發(fā)情況的特點,通過實地調(diào)研,以鐵路應急預案、系統(tǒng)分析理論及鐵路行車組織的基本原理作為理論基礎,綜合論述、數(shù)學模型等技術方法相結合。首先,結合對青藏鐵路及沿線的實地調(diào)研和對國內(nèi)高原鐵路突發(fā)情況下列車運輸組織相關研究成果進行分析總結并提出青藏鐵路突發(fā)情況的基本類型和特點,通過分析各突發(fā)情況特點和對行車安全構成威脅等情況,按照突發(fā)情況的類型及對運輸組織的影響對其進行科學合理的分類對下一步針對該突發(fā)情況制定應急處置辦法和應急預案提出了方向。 其次,在對現(xiàn)場調(diào)研、參加實地應急演練的基礎上對青藏鐵路突發(fā)設備故障,突發(fā)行車事故,外部突發(fā)自然災害,突發(fā)公共衛(wèi)生及社會安全事件四類突發(fā)情況的應急處置和運輸組織方法進行綜合論述。 再次,結合應急能力評價的基本理論,通過查閱文獻,現(xiàn)場調(diào)研以及咨詢專家等方法,嘗試建立了青藏鐵路應急能力綜合評價指標體系。并通過層次構權法確定了指標體系中各層指標的權重,通過指標隸屬函數(shù)分析將指標體系中定性指標定量化,發(fā)放問卷獲得指標數(shù)據(jù)最后建立針對青藏鐵路應急能力的模糊綜合評價模型。 最后,從的評價結果中有針對性的提出青藏鐵路應急能力在三層評價指標體系的不足,并提出決策建議從而使青藏鐵路的應急救援體系建設更加完善。
[Abstract]:Since the construction of Qinghai-Tibet Railway has been opened to traffic, it has become the main artery of railway transportation in the west of China. It bears the important tasks of transportation of personnel and materials, and has extremely important economic, political and military significance. It is the lifeline of China's support for the development of the western region, and also has the special significance of maintaining national unity and benefiting the people of all nationalities along the route. The special environmental conditions of Qinghai-Xizang Line determine the inevitability of various traffic accidents caused by many kinds of natural disasters and sudden events in the Gela section. How to carry on the effective emergency disposal and the emergency transportation organization under the existing emergency rescue ability condition is the question which must consider, simultaneously the emergency plan establishment in the concrete practice application appraisal method, The evaluation results also need to be further translated into corresponding programs and decision-making recommendations. On the basis of the relevant research on the train transport organization in the plateau under the sudden situation at home and abroad, combined with the characteristics of the Qinghai-Tibet railway transportation organization and the unexpected situation, through field investigation and investigation, this paper makes a railway emergency plan. The theory of systematic analysis and the basic principles of railway running organization are used as the theoretical basis, comprehensive discussion, mathematical model and other technical methods. First of all, combining the field investigation of the Qinghai-Tibet Railway and its route and the related research results of train transport organization under the sudden situation of the plateau railway in China, this paper analyzes and summarizes the basic types and characteristics of the sudden situation of the Qinghai-Tibet Railway. By analyzing the characteristics of each emergency situation and the situation that poses a threat to the traffic safety, According to the type of emergency and its influence on transportation organization, the paper makes a scientific and reasonable classification of the emergency and puts forward the direction for the next step to formulate the emergency treatment method and emergency plan for the sudden situation. Secondly, on the basis of on-the-spot investigation and participation in field emergency drills, on the basis of sudden equipment failures, sudden traffic accidents, and sudden natural disasters on the Qinghai-Tibet Railway, The methods of emergency disposal and transportation organization of public health and social security emergencies are discussed. Thirdly, combined with the basic theory of emergency capacity evaluation, the comprehensive evaluation index system of Qinghai-Tibet railway emergency capacity is established by consulting literature, field investigation and consulting experts. The weight of each index in the index system is determined by the hierarchical weight method, and the qualitative index in the index system is quantified by the analysis of the index membership function. Finally, a fuzzy comprehensive evaluation model for Qinghai-Tibet railway emergency response capacity is established. Finally, from the evaluation results pointed out the Qinghai-Tibet railway emergency response capacity in the three-level evaluation index system deficiencies, and put forward decision-making suggestions so as to make the Qinghai-Tibet railway emergency rescue system construction more perfect.
