長江鎮(zhèn)江段水上搜救問題與對策研究

【摘要】:隨著地區(qū)經濟和內河運輸的發(fā)展,長江這一黃金水道在水上運輸方面得到了充分的利用。長江鎮(zhèn)江段作為長江下游最為復雜的航段之一,航段彎曲狹窄,船流密集,加之鎮(zhèn)江港口貿易量不斷增長,靠港船舶多樣,航道情況頗為復雜,水上安全形勢不容樂觀。國務院辦公廳發(fā)布的《安全生產“十三五”規(guī)劃》中提到要加強水上安全監(jiān)管、應急處置、人員搜救和航海保障能力建設,隨著長江南京以下12. 5米深水航道的初通,面對環(huán)境更復雜、難度更高的水上安全監(jiān)管要求,針對如何及時高效地應對水上突發(fā)事件,保護人命財產安全,減少環(huán)境污染,為鎮(zhèn)江及周邊城市經濟社會發(fā)展營造和諧的氛圍,對長江鎮(zhèn)江段水上搜救開展科學、系統的研究是非常有必要的。當前許多發(fā)達國家為應對海上突發(fā)事件,建立了較為成熟完善的海上搜救應急管理體系,同時,新公共管理理論的興起讓眾多學者重新研究和定義政府職能,利用公共服務理論分析海上搜救應急管理中存在的問題,也有比較成熟的理論結果,值得學習和借鑒。因此,本文從長江鎮(zhèn)江段水上搜救的現狀入手,運用新公共管理理論、公共危機管理、服務型政府等理論,認真分析影響長江鎮(zhèn)江段水上搜救的原因,借鑒發(fā)達國家的先進經驗,在改進水上搜救體制、完善水上搜救體系、拓寬水上搜救資金來源等方面提出針對性意見,提高長江鎮(zhèn)江段水上搜救能力以滿足公共服務的需要。
[Abstract]:With the development of regional economy and inland river transportation, the Yangtze River, a golden waterway, has been fully utilized in water transportation. As one of the most complex sections in the lower reaches of the Yangtze River, Zhenjiang section is curved and narrow, and the ship flow is dense. In addition, the volume of trade in the port of Zhenjiang is increasing constantly, the vessels rely on the port are various, the waterway situation is quite complex, and the safety situation on the water is not optimistic. The 13th Five-Year Plan for safe production issued by the General Office of the State Council mentioned the need to strengthen water safety supervision, emergency handling, search and rescue of personnel and maritime support capacity building, along with the Yangtze River and Nanjing below 12. In the face of the more complicated and more difficult water safety supervision requirements of the 5m deep-water waterway, aiming at how to deal with water emergencies in a timely and efficient manner, to protect the safety of human life and property, and to reduce environmental pollution, It is necessary to build a harmonious atmosphere for the economic and social development of Zhenjiang and its surrounding cities, and to carry out scientific and systematic research on the water search and rescue in Zhenjiang section of the Yangtze River. In order to deal with maritime emergencies, many developed countries have established a more mature maritime search and rescue emergency management system. At the same time, the rise of new public management theory has led many scholars to re-study and define government functions. Using the public service theory to analyze the problems existing in maritime search and rescue emergency management, there are more mature theoretical results, which is worth learning and reference. Therefore, this paper starts with the current situation of water search and rescue in Zhenjiang section of the Yangtze River, applies the theories of new public management, public crisis management and service-oriented government, and analyzes the reasons that affect the search and rescue on the water in Zhenjiang section of the Yangtze River. Based on the advanced experiences of developed countries, this paper puts forward some suggestions on improving the system of water search and rescue, perfecting the system of water search and rescue, and widening the sources of funds for water search and rescue, so as to improve the capability of water search and rescue in Zhenjiang section of the Yangtze River to meet the needs of public service.
