【摘要】：隨著農(nóng)民生活水平的提高，其出行需求日益增加，大量客運(yùn)企業(yè)進(jìn)入農(nóng)村客運(yùn)市場(chǎng)。但是，農(nóng)村公路地域廣闊，客運(yùn)線路布局不合理，道路基礎(chǔ)設(shè)施差以及客運(yùn)經(jīng)營(yíng)條件有限等特點(diǎn)使農(nóng)村客運(yùn)存在著極大的安全隱患，并且我國(guó)農(nóng)村公路重特大交通事故頻繁發(fā)生，嚴(yán)重影響著客運(yùn)市場(chǎng)以及人民生命安全。因此對(duì)農(nóng)村客運(yùn)安全評(píng)價(jià)研究，對(duì)增強(qiáng)農(nóng)村公路客運(yùn)的安全性，農(nóng)村居民的安全出行率有一定的重要作用。 本文首先基于農(nóng)村客運(yùn)安全系統(tǒng)理論，結(jié)合農(nóng)村客運(yùn)發(fā)展與安全現(xiàn)狀，從交通參與者、農(nóng)村客運(yùn)車(chē)輛、農(nóng)村公路、農(nóng)村公路客運(yùn)管理四個(gè)因素，對(duì)農(nóng)村客運(yùn)安全進(jìn)行深入分析，提出農(nóng)村客運(yùn)安全存在的問(wèn)題。 其次，在農(nóng)村客運(yùn)安全評(píng)價(jià)指標(biāo)體系結(jié)構(gòu)基礎(chǔ)上，運(yùn)用指標(biāo)體系的合成方法，確定了評(píng)價(jià)指標(biāo)，構(gòu)建了農(nóng)村客運(yùn)安全評(píng)價(jià)指標(biāo)體系。在分析指標(biāo)體系評(píng)價(jià)方法后，構(gòu)建了農(nóng)村客運(yùn)安全評(píng)價(jià)模型。為了驗(yàn)證該模型的實(shí)用性及準(zhǔn)確性，將層次分析法與模糊評(píng)價(jià)法相結(jié)合的綜合評(píng)價(jià)模型應(yīng)用到甘肅省農(nóng)村公路客運(yùn)安全評(píng)價(jià)中。評(píng)價(jià)結(jié)果表明甘肅省農(nóng)村公路客運(yùn)安全等級(jí)為一般，存在有待改進(jìn)的安全問(wèn)題。 最后，基于甘肅省農(nóng)村公路客運(yùn)安全存在的問(wèn)題，結(jié)合我國(guó)農(nóng)村公路客運(yùn)安全影響因素和對(duì)農(nóng)村客運(yùn)安全系統(tǒng)的研究分析，，從管理角度，對(duì)農(nóng)村客運(yùn)安全提出了相對(duì)應(yīng)的對(duì)策。
[Abstract]:With the improvement of farmers' living standard, their travel demand increases day by day, a large number of passenger transport enterprises enter the rural passenger transport market. However, the vast area of rural roads, unreasonable distribution of passenger lines, poor road infrastructure and limited operating conditions of passenger transport make rural passenger transport have great security risks. And serious traffic accidents occur frequently on rural roads in China, which seriously affect the passenger transport market and the safety of people's lives. Therefore, the study of rural passenger transport safety evaluation plays an important role in enhancing the security of rural road passenger transport and the safety travel rate of rural residents. Based on the theory of rural passenger transport safety system and the present situation of rural passenger transport development and security, this paper analyzes the security of rural passenger transport from four factors: traffic participants, rural passenger transport vehicles and rural road passenger transport management. The problems of rural passenger transport safety are put forward. Secondly, on the basis of the evaluation index system structure of rural passenger transport safety, using the composite method of index system, this paper determines the evaluation index and constructs the evaluation index system of rural passenger transport safety. After analyzing the evaluation method of index system, the evaluation model of rural passenger transport safety is constructed. In order to verify the practicability and accuracy of the model, the comprehensive evaluation model which combines AHP and fuzzy evaluation method is applied to the safety evaluation of rural road passenger transportation in Gansu province. The evaluation results show that the safety grade of rural road passenger transport in Gansu Province is general and there are some safety problems to be improved. Finally, based on the existing problems of rural road passenger transport safety in Gansu province, combined with the influencing factors of rural road passenger transport safety and the research and analysis of rural passenger transport security system, this paper puts forward corresponding countermeasures for rural passenger transport safety from the perspective of management.
