【摘要】:現(xiàn)階段,由于我國(guó)經(jīng)濟(jì)發(fā)展和消費(fèi)需求,;返漠a(chǎn)量和運(yùn)輸量不斷增加。在各種運(yùn)輸方式中,水路運(yùn)輸依靠國(guó)家政策和自身的優(yōu)勢(shì)成為;愤\(yùn)輸?shù)闹饕\(yùn)輸方式,另外;纷陨淼亩鄻有浴⒏呶kU(xiǎn)性、高危害性、以及處置的高難度性,使得危化品集散地、運(yùn)輸樞紐港口碼頭等突發(fā)事故風(fēng)險(xiǎn)越來(lái)越高,這也引起相關(guān)部門和企業(yè)的高度重視。內(nèi)河危化品碼頭是一個(gè)復(fù)雜的多因素、多層次的人-機(jī)-環(huán)境系統(tǒng),外加船載;穼儆趧(dòng)態(tài)危險(xiǎn)源,一旦發(fā)生事故涉及面廣,危害嚴(yán)重。與國(guó)外相比,我國(guó)的危化品港口管理中存在著職責(zé)不明確、運(yùn)輸企業(yè)安全意識(shí)淡薄、涉及法律法規(guī)標(biāo)準(zhǔn)體系不健全、行業(yè)管理人員隊(duì)伍素質(zhì)較低、設(shè)備較落后等諸多問(wèn)題。因此對(duì)內(nèi)河危化品碼頭的安全風(fēng)險(xiǎn)評(píng)估,,用以提高和改善內(nèi)河沿線企業(yè)的全面安全管理具有一定意義。 本文通過(guò)對(duì)長(zhǎng)江重慶段沿線危化品碼頭運(yùn)作和管理進(jìn)行調(diào)研,了解內(nèi)河危化品碼頭運(yùn)作,分析各環(huán)節(jié)作業(yè),并建立指標(biāo)評(píng)價(jià)體系評(píng)估碼頭的安全風(fēng)險(xiǎn),并根據(jù)評(píng)估結(jié)果提出建議以及應(yīng)急處理方法。主要內(nèi)容有: 第一:概述了國(guó)內(nèi)外;愤\(yùn)輸管理、風(fēng)險(xiǎn)分析管理以及應(yīng)急管理的研究現(xiàn)狀,通過(guò)內(nèi)河危化品運(yùn)輸和碼頭事故案例分析探討了事故發(fā)生的特點(diǎn)和主要問(wèn)題,總結(jié)了安全風(fēng)險(xiǎn)的影響因素。 第二:在分析結(jié)果基礎(chǔ)上,提取風(fēng)險(xiǎn)因素的主要指標(biāo)來(lái)建立內(nèi)河危化品碼頭安全風(fēng)險(xiǎn)評(píng)估指標(biāo)體系。根據(jù)評(píng)估體系以及內(nèi)河危化品碼頭特性選取層次分析與灰色聚類相結(jié)合的評(píng)估方法。 第三:以重慶蓬威石化碼頭為案例進(jìn)行安全風(fēng)險(xiǎn)評(píng)估,評(píng)估后針對(duì)內(nèi)河;反a頭應(yīng)急管理現(xiàn)狀和不足,提出碼頭一線應(yīng)急管理的幾點(diǎn)建議和措施。 評(píng)估結(jié)果表明,該指標(biāo)體系評(píng)價(jià)結(jié)果能比較準(zhǔn)確和較實(shí)際的反映;反a頭的安全風(fēng)險(xiǎn)現(xiàn)狀,也是具有良好科學(xué)合理性以及可操作性,為相關(guān)碼頭、企業(yè)和部門提供參考和支持。 最后,本文對(duì)所做的工作進(jìn)行總結(jié),指出一些仍存在的問(wèn)題,并對(duì)未來(lái)可深入研究的方向做了展望。
[Abstract]:At present, due to the economic development and consumption demand, the production and transportation of dangerous chemicals are increasing. Among the various modes of transport, waterway transportation depends on national policies and its own advantages to become the main mode of transport of hazardous chemicals. In addition, the diversity, high risk, high harmfulness, and high difficulty of disposal of dangerous chemicals are also the main means of transportation. It makes dangerous chemicals distribution center, transportation hub port and wharf become more and more dangerous, which also attracts the attention of relevant departments and enterprises. Inland dangerous chemicals wharf is a complex multi-factor, multi-level man-machine-environment system, plus shipborne dangerous chemicals belong to the dynamic hazard source, once the accident involves a wide range of serious harm. Compared with foreign countries, there are many problems in the management of dangerous chemicals in our country, such as unclear responsibility, weak safety consciousness of transportation enterprises, imperfect standard system of laws and regulations, low quality of industry management personnel, backward equipment and so on. Therefore, it is of certain significance to evaluate the safety risk of dangerous chemicals terminal of inland river in order to improve and improve the overall safety management of enterprises along the inland river. Through investigating the operation and management of dangerous chemicals wharves along the Chongqing section of the Yangtze River, this paper understands the operation of dangerous chemicals wharves in inland rivers, analyzes the operation of various links, and establishes an index evaluation system to evaluate the safety risks of the terminals. According to the evaluation results, the paper puts forward some suggestions and emergency treatment methods. The main contents are as follows: first, the research status of dangerous chemicals transportation management, risk analysis management and emergency management at home and abroad is summarized. The characteristics and main problems of the accidents are discussed through the case analysis of inland river dangerous chemicals transportation and wharf accidents, and the influencing factors of safety risk are summarized. Secondly, on the basis of the analysis results, the main indexes of risk factors are extracted to establish the safety risk assessment index system of inland river dangerous chemicals wharf. According to the evaluation system and the characteristics of inland river dangerous chemicals wharf, the method of combining AHP and grey clustering is selected. Thirdly, taking Pengwei Petrochemical Wharf in Chongqing as a case to carry out safety risk assessment, aiming at the present situation and deficiency of emergency management of inland river dangerous chemicals wharf, several suggestions and measures for first-line emergency management of wharf are put forward. The evaluation results show that the evaluation results of this index system can accurately and practically reflect the present situation of the safety risk of dangerous chemicals wharf, and also have good scientific rationality and maneuverability, which is related to the wharf. Enterprises and departments provide reference and support. Finally, this paper summarizes the work done, points out some problems that still exist, and looks forward to the direction of further research in the future.
