【摘要】：近年來隨著我國城市化進程的加快,城市軌道交通的需求逐步擴大,人們對城市軌道交通發(fā)展的關(guān)注度也在持續(xù)升溫。其中,地鐵發(fā)展尤為迅速。在我國北京、上海、廣州、深圳等城市,地鐵運營規(guī)模經(jīng)歷了從多線運營向網(wǎng)絡(luò)化運營的發(fā)展歷程,當(dāng)前的地鐵運營更是處于網(wǎng)絡(luò)由小擴大的關(guān)鍵時期,如何對地鐵運營安全問題進行科學(xué)化標(biāo)準(zhǔn)化的管理成為了重要課題。地鐵系統(tǒng)龐大且復(fù)雜,地鐵運營過程中涉及的風(fēng)險源更是復(fù)雜繁多,同時隨著運營規(guī)模的擴大,風(fēng)險的成因也日漸繁復(fù),地鐵運營安全管理工作面臨了更高的要求。因此,本論文旨在通過對地鐵運營安全標(biāo)準(zhǔn)體系的研究,以促進地鐵運營的規(guī)范化和標(biāo)準(zhǔn)化發(fā)展,為地鐵運營安全水平的提高作更全面的指導(dǎo)和支持。本文對我國地鐵建設(shè)和運營的安全現(xiàn)狀進行了分析,對地鐵安全管理的重要性進行了闡述,同時引進了標(biāo)準(zhǔn)化的管理方法,并在此基礎(chǔ)上對國內(nèi)外地鐵安全管理和標(biāo)準(zhǔn)化現(xiàn)狀進行了總結(jié)與分析,以此論證目前我國地鐵運營安全貫徹標(biāo)準(zhǔn)體系的必要性。根據(jù)以上的研究背景,本文基于事故統(tǒng)計學(xué)表象的研究,運用了系統(tǒng)安全分析方法,總結(jié)了地鐵運營安全的主要影響因素,對地鐵運營安全影響因素體系進行構(gòu)建。主要是從人為因素、設(shè)備設(shè)施因素、環(huán)境因素、管理因素四個方面對其進行整體剖析。從而進一步對地鐵運營安全標(biāo)準(zhǔn)體系架構(gòu)進行了構(gòu)建;分別建立了地鐵運營安全標(biāo)準(zhǔn)體系三維架構(gòu)和二維架構(gòu),并編制了標(biāo)準(zhǔn)體系表。地鐵運營安全評價工作是地鐵運營安全管理工作的一大核心,其評價指標(biāo)的建立離不開標(biāo)準(zhǔn)體系的指導(dǎo)。在此基礎(chǔ)下,本文進一步對地鐵運營安全評價指標(biāo)體系進行提出。為了全方位的把控地鐵運營安全,筆者分別從車站、線路、路網(wǎng)三個不同層次進行評價指標(biāo)體系的建立。同時,由于車站、線路、路網(wǎng)本身的內(nèi)在聯(lián)系,其可對地鐵運營安全總體進行評價。最后,本文提出基于可拓學(xué)理論的地鐵運營安全綜合評價模型,該模型可分別對地鐵車站、線路、路網(wǎng)的運營安全進行評價,并以某城市地鐵為例,進行測算評價,論證了模型的準(zhǔn)確性、有效性以及可靠性。
[Abstract]:In recent years, with the acceleration of urbanization in China, the demand for urban rail transit has gradually expanded, and people's attention to the development of urban rail transit is also increasing. Among them, subway develops very fast. In Beijing, Shanghai, Guangzhou, Shenzhen and other cities in China, the scale of subway operation has experienced the development process from multi-line operation to network operation, and the current subway operation is even more in the critical period of small expansion of the network. How to carry on the scientific standardization management to the subway operation safety question has become the important topic. The subway system is huge and complex, and the risk sources involved in the subway operation are more and more complicated. At the same time, with the expansion of the operation scale, the causes of the risks are becoming more and more complicated, and the safety management of the subway operation is facing higher requirements. Therefore, the purpose of this paper is to promote the standardization and standardization of subway operation through the study of subway operation safety standard system, and to provide more comprehensive guidance and support for the improvement of subway operation safety level. This paper analyzes the present safety situation of subway construction and operation in China, expounds the importance of subway safety management, and introduces standardized management methods. On this basis, the paper summarizes and analyzes the present situation of subway safety management and standardization at home and abroad, and proves the necessity of carrying out the standard system of subway operation safety in our country at present. According to the above research background, based on the research of accident statistical representation, this paper uses the system safety analysis method, summarizes the main influencing factors of subway operation safety, and constructs the system of influencing factors of subway operation safety. It is analyzed from four aspects: human factor, equipment factor, environment factor and management factor. Thus, the subway operation safety standard architecture is further constructed, and the three-dimensional and two-dimensional structure of subway operation safety standard system are established respectively, and the standard system table is worked out. The evaluation of subway operation safety is the core of the subway operation safety management, and the establishment of its evaluation index can not be separated from the guidance of the standard system. On this basis, this paper further put forward the evaluation index system of subway operation safety. In order to control the subway operation safety in all directions, the author establishes the evaluation index system from three different levels of station, line and road network. At the same time, because of the internal relation of station, line and network itself, it can evaluate the safety of subway operation as a whole. Finally, this paper puts forward a comprehensive evaluation model of subway operation safety based on extension theory. The model can evaluate the operation safety of subway station, line and network respectively, and take a city subway as an example to calculate and evaluate. The veracity, validity and reliability of the model are demonstrated.
