【摘要】:交通基礎(chǔ)設(shè)施的建設(shè)是推進(jìn)我國(guó)國(guó)民經(jīng)濟(jì)高速發(fā)展的關(guān)鍵方式之一,其他各個(gè)行業(yè)的繁榮發(fā)展又與交通行業(yè)休戚與共,因此公路行業(yè)的建設(shè)就變得尤為重要?墒悄壳,我國(guó)現(xiàn)存有關(guān)公路的相關(guān)標(biāo)準(zhǔn)規(guī)范眾多,而關(guān)于涉路工程的有些部分條文規(guī)定存在著不統(tǒng)一的沖突,并且十分龐雜,缺乏具有針對(duì)性的專項(xiàng)涉路工程規(guī)范。這給地區(qū)省市的行政管理部門對(duì)涉路工程項(xiàng)目的監(jiān)管工作帶來(lái)困難,也給評(píng)價(jià)機(jī)構(gòu)對(duì)涉路工程項(xiàng)目的安全評(píng)價(jià)工作帶來(lái)不便,同時(shí)也可能會(huì)余留涉路項(xiàng)目的安全隱患,從而導(dǎo)致安全事故的發(fā)生。為保證涉路工程項(xiàng)目的安全,有必要對(duì)涉路工程進(jìn)行更深層次的研究分析,以此來(lái)滿足涉路工程安全評(píng)價(jià)及管理的需求。本文首先梳理了公路安全評(píng)價(jià)以及各類涉路工程的應(yīng)用與安全評(píng)價(jià)的國(guó)內(nèi)外研究現(xiàn)狀;然后對(duì)涉路工程的定義與分類進(jìn)行了詳細(xì)的論述,并分析了涉路工程的跨越式涉路、穿越式涉路、平交與接入式涉路、并行式涉路的安全特性及安全影響因素;其次,根據(jù)涉路工程安全評(píng)價(jià)指標(biāo)的選取原則與依據(jù),確定了設(shè)置要求、技術(shù)要求、防護(hù)要求為三個(gè)子系統(tǒng),對(duì)每個(gè)子系統(tǒng)選取若干相關(guān)評(píng)價(jià)指標(biāo),建立了涉路工程安全評(píng)價(jià)指標(biāo)體系,接著對(duì)每一個(gè)評(píng)價(jià)指標(biāo)做出規(guī)定并進(jìn)行了打分量化處理;再次,在比較分析國(guó)內(nèi)外現(xiàn)有公路安全評(píng)價(jià)方法的基礎(chǔ)之上,選取可拓學(xué)物元法作為涉路工程安全評(píng)價(jià)模型方法,并構(gòu)造了涉路工程安全評(píng)價(jià)分析模型;另外,將模型方法運(yùn)用于涉路工程安全評(píng)價(jià)實(shí)例分析,并驗(yàn)證了可拓物元分析模型的可靠性;最后對(duì)涉路工程安全評(píng)價(jià)的流程做出了詳細(xì)分析,提出涉路工程動(dòng)態(tài)規(guī)劃決策模型,并基于本質(zhì)安全化理論,提出了涉路工程安全的防控措施。本文在可拓學(xué)物元模型理論的基礎(chǔ)上,以涉路工程的實(shí)際項(xiàng)目情況與指標(biāo)規(guī)定的內(nèi)容的符合等級(jí)作為評(píng)分依據(jù),通過(guò)專家對(duì)各評(píng)價(jià)指標(biāo)進(jìn)行評(píng)判所得分值作為模型基礎(chǔ)數(shù)據(jù)。運(yùn)用上述方法對(duì)云南某處涉路工程進(jìn)行安全分析表明:通過(guò)基于可拓學(xué)物元分析法的涉路工程安全評(píng)價(jià)法和AHP-模糊綜合評(píng)價(jià)法對(duì)比分析,驗(yàn)證其具有有效性,并對(duì)評(píng)價(jià)結(jié)果提出了針對(duì)性的改善措施及建議,可為相關(guān)行政部門提供參考性依據(jù),對(duì)涉路工程安全評(píng)價(jià)工作具有可觀的指導(dǎo)意義與實(shí)際參考價(jià)值。
[Abstract]:The construction of transportation infrastructure is one of the key ways to promote the rapid development of our national economy, and the prosperity and development of other industries are closely related to the transportation industry, so the construction of highway industry becomes particularly important. But at present, there are a lot of relevant standards and norms about highway in our country, and some provisions about road construction have different conflicts, and they are very complicated and lack of specific specifications for road construction. This makes it difficult for the administrative departments of the provinces and cities of the region to supervise the road-related projects, and it also brings inconvenience to the safety evaluation work of the road-related projects by the evaluation agencies, and it may also cause hidden dangers to the safety of the road-related projects. This leads to the occurrence of safety accidents. In order to ensure the safety of road construction projects, it is necessary to carry out deeper research and analysis to meet the needs of safety evaluation and management. This paper firstly combs the research status of highway safety evaluation and the application and safety evaluation of all kinds of road engineering at home and abroad, then discusses the definition and classification of road engineering in detail, and analyzes the leapfrog road of road engineering. The safety characteristics and safety influencing factors of traversing road, parallel crossing and access road, parallel route are discussed. Secondly, according to the selection principle and basis of safety evaluation index, the setting requirements and technical requirements are determined. Protection requirements for three subsystems, each subsystem selected a number of relevant evaluation indicators, established a road engineering safety evaluation index system, and then each evaluation index was specified and quantified; third, On the basis of comparing and analyzing the existing highway safety evaluation methods at home and abroad, the extension matter-element method is selected as the safety evaluation model of road-related engineering, and the safety evaluation model of road-related engineering is constructed. The model method is applied to the example analysis of road safety evaluation, and the reliability of extension matter element analysis model is verified. Finally, the process of road safety evaluation is analyzed in detail, and the decision model of dynamic programming is put forward. Based on the theory of essential safety, the prevention and control measures of road engineering safety are put forward. On the basis of matter-element model theory of extenics, this paper takes the actual project situation of road-related engineering and the content of the index as the basis of scoring, and takes the score obtained by expert evaluation of each evaluation index as the basic data of the model. The safety analysis of a road wading project in Yunnan province shows that the safety evaluation method based on extension matter-element analysis and the AHP- fuzzy comprehensive evaluation method are proved to be effective. The corresponding improvement measures and suggestions are put forward, which can provide reference basis for relevant administrative departments, and have considerable guiding significance and practical reference value for the safety evaluation of road-related engineering.
