鐵路調(diào)度集中區(qū)段行車指揮安全風險管控對策研究

【摘要】:隨著鐵路調(diào)度集中區(qū)段里程的不斷增加,調(diào)度集中區(qū)段行車指揮安全和風險管控的重要性日益突出。在闡述分散自律下接發(fā)車進路自動辦理、列車調(diào)度員直接操作信號設(shè)備、調(diào)度命令用途及發(fā)布標準變化等調(diào)度集中區(qū)段行車指揮特點的基礎(chǔ)上,通過分析列車運行計劃信息、信號設(shè)備人工操作、控制模式轉(zhuǎn)換、調(diào)度命令發(fā)布、崗位工作量、新職人員素質(zhì)等行車指揮安全風險因素,提出優(yōu)化設(shè)備功能、強化調(diào)度基礎(chǔ)管理、規(guī)范調(diào)度安全管理等對策,對提高運輸保障能力具有現(xiàn)實意義。
[Abstract]:With the increasing mileage of railway dispatching centralized section, the importance of traffic command safety and risk control in dispatching centralized section is becoming more and more important. On the basis of expounding the characteristics of automatic operation of train starting route under decentralized self-discipline, direct operation of signal equipment by train dispatcher, use of dispatching command and change of standard, the information of train operation plan is analyzed. Signal equipment manual operation, control mode conversion, dispatch order issue, post workload, quality of new personnel and other traffic command security risk factors are put forward, such as optimizing equipment function, strengthening basic management of dispatching, standardizing dispatching safety management and so on. It is of practical significance to improve the capacity of transportation support.
