【摘要】：煤礦陷入安全事故頻發(fā)的困境,不僅使社會(huì)成本提高,也嚴(yán)重影響到社會(huì)經(jīng)濟(jì)的發(fā)展,并給個(gè)人帶來(lái)難以彌補(bǔ)的傷害。為了使企業(yè)投資者、管理者以及員工等相關(guān)利益者保證自身安全,需要建立能夠反映企業(yè)員工整體的安全意識(shí)水平,且能夠反映企業(yè)是否合理有效地制定安全政策等現(xiàn)象的煤礦企業(yè)安全氛圍指標(biāo)體系,有效客觀地評(píng)價(jià)煤礦企業(yè)安全氛圍,以防范煤礦企業(yè)惡性礦難頻發(fā),這對(duì)于整個(gè)行業(yè)安全氛圍的提高,降低事故發(fā)生率都具有十分重要的借鑒價(jià)值和理論意義。通過(guò)文獻(xiàn)檢索發(fā)現(xiàn),國(guó)內(nèi)外學(xué)者雖然做了許多關(guān)于安全氛圍的研究,但以往關(guān)于安全氛圍的研究大都是基于所建立的安全氛圍指標(biāo)體系以調(diào)查問(wèn)卷的形式獲取數(shù)據(jù),這樣進(jìn)行安全氛圍的評(píng)價(jià)就較為主觀。煤礦企業(yè)安全氛圍的狀況受各個(gè)方面的因素影響,有客觀因素、主觀因素,并且主觀因素與客觀因素的數(shù)據(jù)來(lái)源不統(tǒng)一,需要進(jìn)行無(wú)量綱化處理,然后才能評(píng)價(jià)安全氛圍。為了能夠客觀真實(shí)的反應(yīng)企業(yè)安全氛圍狀況,本文從維度及煤礦企業(yè)組織結(jié)構(gòu)圖進(jìn)行分析安全氛圍影響因素,通過(guò)分析構(gòu)建煤礦企業(yè)安全氛圍指標(biāo)體系,并研究能有效處理數(shù)據(jù)來(lái)源不統(tǒng)一困境的方法,彌補(bǔ)了只能通過(guò)問(wèn)卷獲得指標(biāo)數(shù)據(jù)進(jìn)行安全氛圍評(píng)價(jià)的不足,較客觀真實(shí)地反映煤礦企業(yè)的安全氛圍,使安全氛圍評(píng)價(jià)更具有實(shí)際意義。本文首先基于國(guó)內(nèi)外學(xué)者們對(duì)各個(gè)行業(yè)安全氛圍的研究,對(duì)安全氛圍的定義及維度進(jìn)行了歸納總結(jié),給出了煤礦企業(yè)安全氛圍的定義及維度;然后分析研究影響煤礦企業(yè)安全氛圍的因素,先基于煤礦企業(yè)安全氛圍定義將煤礦企業(yè)先分為三層,即組織、個(gè)人、環(huán)境,根據(jù)煤礦企業(yè)的組織結(jié)構(gòu)圖將組織、個(gè)人、環(huán)境繼續(xù)細(xì)分,再根據(jù)煤礦企業(yè)安全氛圍的維度,結(jié)合細(xì)分的層次,研究哪些維度影響每個(gè)細(xì)化的層次,分析每一個(gè)維度的影響因素,建立了煤礦企業(yè)安全氛圍評(píng)價(jià)指標(biāo)體系,說(shuō)明指標(biāo)數(shù)據(jù)來(lái)源,對(duì)原始數(shù)據(jù)進(jìn)行了無(wú)量綱化處理,運(yùn)用層次分析法及加權(quán)幾何平均法確定指標(biāo)權(quán)重,構(gòu)建了基于安全氛圍指標(biāo)體系的煤礦安全氛圍綜合評(píng)價(jià)模型;最后針對(duì)某礦業(yè)集團(tuán)下屬的三個(gè)煤礦進(jìn)行安全氛圍案例研究。
[Abstract]:Coal mine is caught in the dilemma of frequent safety accidents, which not only increases the social cost, but also seriously affects the development of social economy and brings irreparable harm to individuals. In order to ensure the safety of enterprise investors, managers and employees, it is necessary to establish a level of safety awareness that reflects the overall security of the employees. And the index system of safety atmosphere of coal mine enterprises which can reflect whether the enterprises can reasonably and effectively formulate safety policies, and effectively and objectively evaluate the safety atmosphere of coal mining enterprises, so as to prevent the frequent occurrence of malignant mine accidents in coal mining enterprises. It has very important reference value and theoretical significance for the improvement of safety atmosphere and the reduction of accident rate in the whole industry. Through literature retrieval, it is found that although scholars at home and abroad have done a lot of research on safety atmosphere, most of the previous research on safety atmosphere is based on the established index system of safety atmosphere to obtain data in the form of questionnaire. In this way, the evaluation of safety atmosphere is more subjective. The situation of safety atmosphere in coal mine enterprises is influenced by various factors, such as objective factors, subjective factors, and data sources of subjective factors and objective factors. Therefore, dimensionless treatment is needed before the safety atmosphere can be evaluated. In order to objectively and truly reflect the situation of enterprise safety atmosphere, this paper analyzes the influencing factors of safety atmosphere from dimension and organization chart of coal mine enterprise, and constructs the index system of safety atmosphere of coal mine enterprise by analyzing and constructing the safety atmosphere index system of coal mine enterprise. The paper also studies the methods that can effectively deal with the dilemma of inconsistent data sources, which makes up for the deficiency of evaluating the safety atmosphere only through the index data obtained by questionnaire, and reflects the safety atmosphere of coal mining enterprises objectively and realistically. The evaluation of safety atmosphere has practical significance. Firstly, based on the domestic and foreign scholars' research on the safety atmosphere in various industries, the definition and dimensions of the safety atmosphere are summarized, and the definition and dimension of the safety atmosphere in coal mining enterprises are given. Then it analyzes and studies the factors that affect the safety atmosphere of coal mining enterprises. Firstly, based on the definition of safety atmosphere of coal mining enterprises, the coal mine enterprises are divided into three layers, namely, organization, individual, environment, organization and individual according to the organization chart of coal mining enterprise. According to the dimension of safety atmosphere of coal mine enterprise, combined with the level of subdivision, this paper studies which dimensions affect each detailed level, analyzes the influencing factors of each dimension, and establishes the evaluation index system of safety atmosphere of coal mine enterprise. Explain the source of index data, deal with the original data dimensionless, use analytic hierarchy process and weighted geometric average method to determine index weight, build a comprehensive evaluation model of coal mine safety atmosphere based on safety atmosphere index system. Finally, a case study on the safety atmosphere of three coal mines belonging to a mining group is carried out.
