【摘要】：社交媒體近年來已成為人們發(fā)布和獲取信息的重要渠道,其中以新浪微博為典型代表�；谖⒉┢脚_的信息溝通優(yōu)勢,政務(wù)微博平臺建設(shè)日趨成熟,在各類社會事件和日常事務(wù)中成為政府官方機(jī)構(gòu)發(fā)布及時信息的有效工具,其中就包括各類自然災(zāi)害信息。政務(wù)微博平臺在災(zāi)害管理中體現(xiàn)了較高的信息溝通價值,尤其是在災(zāi)害事件的應(yīng)急處理中,作為應(yīng)急響應(yīng)的主體,政務(wù)微博信息的發(fā)布能夠有效滿足公眾信息需求,促進(jìn)災(zāi)害信息流通。而政府部門作為信息供給方,其災(zāi)害信息發(fā)布模式是否與公眾信息需求與反應(yīng)相協(xié)調(diào)會顯著影響災(zāi)害信息溝通效果,了解災(zāi)害情境下政務(wù)微博的釋放規(guī)律、相應(yīng)的公眾關(guān)注行為,以及其影響機(jī)制有助于充分發(fā)揮政務(wù)微博平臺信息溝通潛能,促進(jìn)自然災(zāi)害信息管理。本文首先選取8個近年來典型的自然災(zāi)害事件為研究對象,搜集各災(zāi)害事件應(yīng)對過程中政務(wù)微博平臺的災(zāi)害信息與公眾關(guān)注數(shù)據(jù),通過時間流量變化和信息內(nèi)容差異兩個方面對信息發(fā)布模式與公眾關(guān)注進(jìn)行分析,并且就政務(wù)微博互動性干預(yù)策略對公眾關(guān)注的影響作了進(jìn)一步考察;后搜集了氣象政務(wù)微博平臺的3452條預(yù)警信息與公眾關(guān)注數(shù)據(jù),進(jìn)行公眾關(guān)注度的影響因素分析,探究日常災(zāi)害管理中特定自然災(zāi)害信息的發(fā)布模式與公眾關(guān)注的影響機(jī)制。主要結(jié)論有:1.突發(fā)型與常規(guī)型自然災(zāi)害事件中政務(wù)微博平臺信息發(fā)布趨勢不同,公眾關(guān)注度亦然;2.不同類型自然災(zāi)害事件中政務(wù)微博平臺信息內(nèi)容框架不同,常規(guī)型側(cè)重監(jiān)測信息,突發(fā)型側(cè)重救援行動信息;3.突發(fā)型災(zāi)害事件中公眾對于災(zāi)情匯報信息最為關(guān)注,另外公眾對于政府責(zé)任歸因感知程度亦影響其信息關(guān)注側(cè)重點;4.與公眾的互動干預(yù)能顯著提高關(guān)注度;5.災(zāi)害預(yù)警信息的關(guān)注度受到諸多因素影響,如媒體豐富性與發(fā)布時間。
[Abstract]:Social media has become an important channel for people to publish and obtain information in recent years, with Sina Weibo as the typical representative. Based on the advantages of information communication based on Weibo platform, the construction of government Weibo platform is becoming more and more mature, and it has become an effective tool for government organizations to release timely information in all kinds of social events and daily affairs, including all kinds of natural disaster information. Government Weibo platform embodies high information communication value in disaster management, especially in the emergency management of disaster events, as the main body of emergency response, the release of government Weibo information can effectively meet the information needs of the public. To promote the flow of information on disasters. As the information supplier, whether the disaster information release mode and the public information demand and response significantly influence the communication effect of disaster information, and understand the release law of Weibo in the disaster situation. The corresponding behavior of public concern and its influence mechanism are helpful to give full play to the potential of information communication in Weibo platform of government affairs and to promote the information management of natural disasters. This paper first selects 8 typical natural disasters in recent years as the research object, collects the disaster information and the public concern data of the government affairs Weibo platform in the process of each disaster event response. Through time flow change and information content difference, this paper analyzes the mode of information release and public concern, and makes a further study on the influence of government Weibo interactive intervention strategy on public concern. After that, it collects 3452 items of early warning information and public concern data from meteorological government Weibo platform, analyzes the influencing factors of public concern, and probes into the release mode of specific natural disaster information and the influence mechanism of public concern in daily disaster management. The main conclusion is: 1. The trend of publishing information on Weibo platform is different from that of normal natural disasters, and so is the public attention. In different types of natural disaster events, the information content framework of Weibo platform is different, the routine type is focused on monitoring information, and the sudden type is focused on rescue information. The public pays the most attention to the disaster reporting information in the sudden disaster event, and the degree of the public perception of the attribution of government responsibility also affects the focus of its information attention. Interaction with the public can significantly increase attention. The attention of disaster warning information is affected by many factors, such as media richness and release time.
