【摘要】：北京經(jīng)濟(jì)技術(shù)開(kāi)發(fā)區(qū)（簡(jiǎn)稱開(kāi)發(fā)區(qū)）作為北京市唯一一個(gè)國(guó)家級(jí)經(jīng)濟(jì)技術(shù)開(kāi)發(fā)區(qū)，安全生產(chǎn)指標(biāo)的高低，直接反映出首都的安全生產(chǎn)發(fā)展水平。抓好安全生產(chǎn)監(jiān)督管理，探索一條科學(xué)長(zhǎng)效的安全生產(chǎn)監(jiān)管管理模式具有重要的政治意義和戰(zhàn)略意義。 本文本著實(shí)事求是、標(biāo)本兼治、超前謀劃的原則，以開(kāi)發(fā)區(qū)為研究區(qū)域，在總結(jié)分析國(guó)內(nèi)外安全生產(chǎn)監(jiān)管現(xiàn)狀的基礎(chǔ)上，充分調(diào)研開(kāi)發(fā)區(qū)的安全生產(chǎn)監(jiān)督管理現(xiàn)狀、特點(diǎn)和存在問(wèn)題，結(jié)合綜合監(jiān)管部門(mén)和行業(yè)主管部門(mén)的職能和監(jiān)管模式，通過(guò)演繹分析的方法，，構(gòu)建出符合開(kāi)發(fā)區(qū)實(shí)際的安全生產(chǎn)監(jiān)管模式。 通過(guò)三種體系的分析，分清了政府與企業(yè)在安全生產(chǎn)監(jiān)管中的責(zé)任，找出了政府與企業(yè)、上下級(jí)政府間做好安全生產(chǎn)工作的動(dòng)力根源，理清了政府有關(guān)部門(mén)間的關(guān)系，總結(jié)出了適合開(kāi)發(fā)區(qū)區(qū)域范圍的安全監(jiān)管方法。指出要扭轉(zhuǎn)事后處理型的安全監(jiān)管局面，要從事前、事中、事后建立完善三大體系，從觀念上、行為上做到無(wú)縫銜接，建立一個(gè)高效化、長(zhǎng)效化、信息化、創(chuàng)新化的服務(wù)型政府監(jiān)管模式。
[Abstract]:As the only state-level economic and technological development zone in Beijing, the level of safety production index directly reflects the level of development of safety production in the capital city. It is of great political and strategic significance to do a good job in supervision and management of production safety and to explore a scientific and effective mode of supervision and management of production safety. Based on the principle of seeking truth from facts, treating both symptoms and causes, and planning ahead of time, and taking the development zone as the research area, and on the basis of summing up and analyzing the present situation of safety production supervision at home and abroad, this paper fully investigates the present situation of safety production supervision and management in the development zone. Combining the functions and modes of the comprehensive supervision department and the competent department of the industry, the paper constructs a supervision mode of safety production according with the actual situation of the development zone by deductive analysis. Through the analysis of the three systems, the responsibilities of the government and the enterprises in the supervision of production safety are distinguished, the motive force of the work done well between the government and the enterprises, the governments at the higher and lower levels are found, and the relationship between the relevant government departments is clarified. The safety supervision methods suitable for the development zone are summarized. It is pointed out that in order to reverse the situation of post-treatment safety supervision, to establish and perfect the three major systems before, during and after the event, to connect seamlessly in concept and behavior, and to establish a highly efficient, long-lasting and information-based system.
