【摘要】:高危社會(huì)技術(shù)系統(tǒng)廣泛的分布在國(guó)民生產(chǎn)各個(gè)行業(yè)以及各個(gè)環(huán)節(jié),對(duì)國(guó)民經(jīng)濟(jì)建設(shè)和發(fā)展發(fā)揮著不可取代的重大作用。這些高危社會(huì)技術(shù)系統(tǒng)造成的安全生產(chǎn)事故大多涉及到系統(tǒng)外部環(huán)境,不僅損害系統(tǒng)內(nèi)人員生命安全和財(cái)產(chǎn)利益,而且嚴(yán)重危害系統(tǒng)外部人員生命財(cái)產(chǎn)安全。高危社會(huì)技術(shù)系統(tǒng)風(fēng)險(xiǎn)指數(shù)的研究就是為了提高其風(fēng)險(xiǎn)評(píng)價(jià)的科學(xué)性和準(zhǔn)確性,最大限度的減少事故發(fā)生所造成的人員傷亡、經(jīng)濟(jì)損失、環(huán)境破壞及社會(huì)影響等。 本文根據(jù)高危社會(huì)技術(shù)系統(tǒng)的風(fēng)險(xiǎn)特點(diǎn),提出了一套完整的高危社會(huì)技術(shù)系統(tǒng)風(fēng)險(xiǎn)指數(shù)模型,以及以風(fēng)險(xiǎn)指數(shù)為支撐的風(fēng)險(xiǎn)可接受標(biāo)準(zhǔn)的確定方法,為高危社會(huì)技術(shù)系統(tǒng)的風(fēng)險(xiǎn)評(píng)價(jià)提供了一種更加科學(xué)的方法。本文主要形成了以下的研究成果: (1)分析了高危社會(huì)技術(shù)系統(tǒng)的風(fēng)險(xiǎn)特性,提出了其風(fēng)險(xiǎn)定量評(píng)價(jià)的要求和目的,并將經(jīng)濟(jì)指數(shù)與風(fēng)險(xiǎn)指數(shù)進(jìn)行類比,分析了應(yīng)用指數(shù)理論設(shè)計(jì)風(fēng)險(xiǎn)指數(shù)的優(yōu)勢(shì)及可行性。 (2)提出了高危社會(huì)技術(shù)系統(tǒng)綜合風(fēng)險(xiǎn)指數(shù)數(shù)學(xué)模型以及死亡風(fēng)險(xiǎn)指數(shù)、人身?yè)p害風(fēng)險(xiǎn)指數(shù)、經(jīng)濟(jì)損失風(fēng)險(xiǎn)指數(shù)、環(huán)境與社會(huì)影響風(fēng)險(xiǎn)指數(shù)的數(shù)學(xué)模型。 (3)提出了高危社會(huì)技術(shù)系統(tǒng)各項(xiàng)風(fēng)險(xiǎn)可接受標(biāo)準(zhǔn)的確定方法,即F-I曲線法。 (4)提出了風(fēng)險(xiǎn)指數(shù)的橫比指數(shù)和環(huán)比指數(shù);設(shè)計(jì)了風(fēng)險(xiǎn)指數(shù)的擴(kuò)展指數(shù)模型,提出了風(fēng)險(xiǎn)事故發(fā)生階段、發(fā)生類別和事故級(jí)別等適用高危社會(huì)技術(shù)系統(tǒng)風(fēng)險(xiǎn)評(píng)價(jià)的多維度風(fēng)險(xiǎn)指數(shù)應(yīng)用模型。 (5)進(jìn)行了指數(shù)模型和可接受標(biāo)準(zhǔn)確定方法的應(yīng)用研究,探討了高危社會(huì)技術(shù)系統(tǒng)風(fēng)險(xiǎn)控制的策略。 (6)以鍋爐和電梯兩類系統(tǒng)為例,進(jìn)行了實(shí)證分析,證明風(fēng)險(xiǎn)指數(shù)模型及可接受標(biāo)準(zhǔn)的確定方法符合實(shí)際情況,,具有科學(xué)性和實(shí)用性。
[Abstract]:High-risk social technology system is widely distributed in various industries and links of national production, which plays an irreplaceable role in the construction and development of national economy. Most of the safety accidents caused by these high risk social and technical systems involve the external environment of the system, which not only damages the life safety and property interests of the personnel in the system, but also seriously endangers the safety of the life and property of the external personnel of the system. The study of risk index of high risk social technology system is to improve the scientific and accuracy of risk assessment and to minimize casualties, economic losses, environmental damage and social impact caused by accidents. According to the risk characteristics of high risk social technology system, this paper puts forward a complete risk index model of high risk social technology system and a method to determine the acceptable risk standard supported by risk index. It provides a more scientific method for the risk evaluation of high-risk social technology system. This paper mainly formed the following research results: This paper analyzes the risk characteristics of high risk social technology system, puts forward the requirement and purpose of risk quantitative evaluation, compares economic index with risk index, and analyzes the advantages and feasibility of applying index theory to design risk index. 2) the mathematical model of comprehensive risk index of high risk social technology system and the mathematical model of death risk index, personal injury risk index, economic loss risk index and environment and social impact risk index are put forward. 3) the F-I curve method is proposed to determine the acceptable risk criteria of high risk socio-technical systems. (4) the horizontal ratio index and the ring index of the risk index are put forward, the extended exponential model of the risk index is designed, and the stage of the occurrence of the risk accident is proposed. The risk index application model of high risk socio-technical system such as occurrence category and accident level is applied. In this paper, the index model and the method of determining acceptable standard are studied, and the strategies of risk control in high risk social technology system are discussed. Taking boiler and elevator as an example, the paper makes an empirical analysis, and proves that the risk index model and the method of determining acceptable standard are in line with the actual situation, scientific and practical.
