【摘要】:由于近年來化工產(chǎn)業(yè)技術(shù)在我國的高速發(fā)展,港口危險(xiǎn)品場地的建設(shè)也得到了極大的鼓勵(lì),但是危險(xiǎn)品場地始終存在潛在的泄漏、火災(zāi)和爆炸危險(xiǎn),雖然這些事件發(fā)生的幾率相對(duì)較小,但是一旦發(fā)生將會(huì)造成嚴(yán)重的后果。針對(duì)危險(xiǎn)品場地在我國建設(shè)經(jīng)驗(yàn)還不夠豐富、成熟,對(duì)場地內(nèi)危險(xiǎn)源辨識(shí)和評(píng)價(jià)都有必要進(jìn)行分析研究。 本文以大連市首個(gè)構(gòu)成重大危險(xiǎn)源的港口危險(xiǎn)貨物堆場-DG危險(xiǎn)品場地作為重大危險(xiǎn)源辨識(shí)與評(píng)價(jià)對(duì)象,在回顧國內(nèi)外重大危險(xiǎn)源辨識(shí)評(píng)價(jià)已有研究成果的基礎(chǔ)上,對(duì)其進(jìn)行了重大危險(xiǎn)源的辨識(shí)評(píng)價(jià)。首先對(duì)DG危險(xiǎn)品場地基本情況進(jìn)行了簡要介紹,闡述了重大危險(xiǎn)源辨識(shí)評(píng)價(jià)的重要性。其次,在對(duì)DG危險(xiǎn)品場地的危險(xiǎn)、有害因素進(jìn)行初步辨識(shí)分析后,在現(xiàn)有重大危險(xiǎn)源辨識(shí)評(píng)價(jià)研究的基礎(chǔ)上,結(jié)合化工行業(yè)風(fēng)險(xiǎn)特征,運(yùn)用定性與定量相結(jié)合的方法,以DG危險(xiǎn)品場地主要貨種船運(yùn)LPG罐柜為定量風(fēng)險(xiǎn)評(píng)估對(duì)象確定DG危險(xiǎn)品場地LPG罐柜最大儲(chǔ)存量及其重大危險(xiǎn)源級(jí)別,并通過多種評(píng)價(jià)方法對(duì)DG危險(xiǎn)品場地是否達(dá)到受控標(biāo)準(zhǔn)進(jìn)行風(fēng)險(xiǎn)評(píng)價(jià)。最后,通過實(shí)證研究對(duì)DG危險(xiǎn)品場地重大危險(xiǎn)源安全管理提出相關(guān)安全對(duì)策措施。 本文所做出的DG危險(xiǎn)品場地重大危險(xiǎn)源辨識(shí)和危險(xiǎn)性評(píng)價(jià)能夠多方面的辨識(shí)危險(xiǎn)源、客觀的對(duì)危險(xiǎn)源進(jìn)行危險(xiǎn)性評(píng)價(jià),確定了DG危險(xiǎn)品場地LPG罐柜最大儲(chǔ)存量,提出了相應(yīng)的安全對(duì)策措施,為DG危險(xiǎn)品場地日后的安全運(yùn)營提供了參考依據(jù),也為更多的危險(xiǎn)品場地進(jìn)行危險(xiǎn)源的控制和事故的預(yù)防、控制提供了參考意見。
[Abstract]:Due to the rapid development of chemical industry technology in China in recent years, the construction of dangerous goods sites in ports has been greatly encouraged. However, there are always potential leakage, fire and explosion hazards in dangerous goods sites. While these events are relatively unlikely to occur, they can have serious consequences. In view of the lack of rich experience and mature construction experience of dangerous goods sites in China, it is necessary to analyze and study the identification and evaluation of dangerous sources in the sites. In this paper, the DG dangerous goods site, the first port dangerous goods yard in Dalian, is regarded as the major hazard source identification and evaluation object. Based on the review of the existing research results of the major hazard source identification and evaluation at home and abroad, The major hazard sources are identified and evaluated. Firstly, the basic situation of DG dangerous goods site is briefly introduced, and the importance of major hazard source identification and evaluation is expounded. Secondly, after the preliminary identification and analysis of dangerous and harmful factors in DG dangerous goods sites, on the basis of the existing research on the identification and evaluation of major hazard sources, combined with the risk characteristics of chemical industry, the method of combining qualitative and quantitative analysis is used. The maximum storage capacity of LPG tank tank and its major risk source level in DG dangerous goods site are determined by using the LPG tank tank of DG dangerous goods site as the quantitative risk assessment object, and the maximum storage capacity of LPG tank tank in DG dangerous goods site is determined. And the risk assessment of DG dangerous goods site is carried out through various evaluation methods whether the DG dangerous goods site meets the controlled standard. Finally, through the empirical study on DG dangerous goods site safety management of major hazards put forward relevant safety measures. The major hazard source identification and risk evaluation of DG dangerous goods site made in this paper can identify the hazard source in many aspects, objectively evaluate the hazard source, and determine the maximum storage capacity of LPG tank tank in DG dangerous goods site. The corresponding safety countermeasures are put forward, which provide a reference for the safe operation of DG dangerous goods site in the future, and also provide references for more dangerous goods sites to control dangerous sources and prevent accidents.
