【摘要】：當(dāng)前基層組織的突發(fā)環(huán)境事件應(yīng)急演練重點不明確,多數(shù)裹挾著厚重的生產(chǎn)事故救援內(nèi)容,甚至偏離了環(huán)境應(yīng)急演練主題,這對真實突發(fā)環(huán)境事件應(yīng)對是不利的�；谧顗那榫把菥毸枷�,剖析生產(chǎn)事故與環(huán)境事件的演練重點,厘清生產(chǎn)事故引發(fā)環(huán)境事件的處置流程和演練模式,并借助化工企業(yè)甲醇泄漏事故引發(fā)環(huán)境事件的桌面推演實例,廓清復(fù)雜環(huán)境事件應(yīng)急演練的構(gòu)設(shè)方法與實施步驟。結(jié)果表明:生產(chǎn)事故引發(fā)環(huán)境事件應(yīng)急演練策劃設(shè)計中,生產(chǎn)事故應(yīng)急部分可有效集成為向環(huán)境應(yīng)急提供信息的通道,提供關(guān)鍵處置結(jié)果作為環(huán)境應(yīng)急主題演練的響應(yīng)信息即可;生產(chǎn)事故引發(fā)環(huán)境事件應(yīng)急演練組織實施中,重點凸顯環(huán)境應(yīng)急決策和部署情況,可根據(jù)演練場景需要,重點設(shè)置應(yīng)急監(jiān)測、污染控制、事故調(diào)查等應(yīng)急功能(組),以考查或展示環(huán)境綜合應(yīng)急能力。
[Abstract]:At present, the focus of emergency drills for environmental emergencies in grass-roots organizations is not clear. Most of them are carrying heavy production accident rescue contents, and even deviate from the theme of environmental emergency drills. Based on the idea of worst case exercise, this paper analyzes the key points of production accident and environmental event, and clarifies the disposal process and exercise mode of environmental event caused by production accident. With the example of desktop deduction of environmental events caused by methanol leakage accident in chemical enterprises, the construction method and implementation steps of emergency drills for complex environmental events are clarified. The results show that: in the planning and design of emergency drills of environmental events caused by production accidents, The emergency part of production accident can effectively integrate the channel of providing information to the environmental emergency, and provide the key disposal result as the response information of the environmental emergency thematic exercise, and the organization and implementation of the environmental emergency drill caused by the production accident, Emphasis is placed on environmental emergency decision making and deployment, and emergency functions such as emergency monitoring, pollution control, accident investigation and so on can be set up according to the needs of the drill scene.
