北斗導(dǎo)航通訊技術(shù)在海事安全管理中的應(yīng)用研究

【摘要】:隨著航運(yùn)業(yè)的發(fā)展,海上交通安全形勢(shì)日趨嚴(yán)峻。目前,船舶交通管理系統(tǒng)(VTS)通過(guò)AIS系統(tǒng)提供的船舶動(dòng)靜態(tài)數(shù)據(jù),對(duì)船舶進(jìn)行動(dòng)態(tài)監(jiān)控,己經(jīng)很大程度解決了海事安全管理的監(jiān)控需求,但在實(shí)際操作過(guò)程中依然存在監(jiān)控范圍受AIS基站覆蓋范圍限制、基站設(shè)備維護(hù)成本較高、無(wú)法進(jìn)行直接雙向溝通、港內(nèi)船舶AIS終端安裝不規(guī)范等問(wèn)題。因此,借助現(xiàn)代科技,特別是通信、電子、空間等技術(shù),建立一套功能完善的船舶監(jiān)管系統(tǒng),保障船舶航行安全,具有重要意義。根據(jù)以上背景,考慮到我國(guó)北斗衛(wèi)星的發(fā)展戰(zhàn)略,本文結(jié)合海事安全管理現(xiàn)狀和船載北斗衛(wèi)星導(dǎo)航系統(tǒng)實(shí)際應(yīng)用情況,通過(guò)對(duì)北斗衛(wèi)星導(dǎo)航系統(tǒng)組成和原理的學(xué)習(xí)和研究,對(duì)目前海事安全管理體系存在的優(yōu)缺點(diǎn)進(jìn)行比較,分析了架設(shè)基于北斗導(dǎo)航通訊和GPRS通信網(wǎng)絡(luò)下的船舶監(jiān)管系統(tǒng)的可行性,以彌補(bǔ)目前船舶常用AIS系統(tǒng)的缺陷。通過(guò)研究,為了控制船舶營(yíng)運(yùn)成本、海事監(jiān)管成本和提高船舶安全監(jiān)管效率,本文創(chuàng)新性根據(jù)船舶的航區(qū)設(shè)計(jì)相應(yīng)的船載機(jī):遠(yuǎn)洋船舶采用基于有源北斗定位和通信的船載機(jī),近;騼(nèi)河船舶采用基于北斗+GPRS+GIS的船載機(jī),提出了一種雙向通信、基于北斗系統(tǒng)和GRPS通信網(wǎng)絡(luò)的船舶綜合監(jiān)管系統(tǒng)設(shè)計(jì)方案,主要設(shè)計(jì)分為硬件和軟件兩部分內(nèi)容。硬件部分,分別對(duì)有源和無(wú)源北斗定位船載機(jī)硬件展開(kāi)設(shè)計(jì),具有微型化、低耗能、接口豐富和可靠性高等特點(diǎn);軟件部分,針對(duì)船舶綜合監(jiān)管系統(tǒng)的整體架構(gòu)、位置信息與電子海圖接口軟件進(jìn)行了設(shè)計(jì),實(shí)現(xiàn)了船位采集與存儲(chǔ)、船位自動(dòng)發(fā)送、一鍵報(bào)警、軌跡回放以及信息交互等功能。通過(guò)船舶地面監(jiān)控中心,對(duì)運(yùn)行船舶實(shí)現(xiàn)實(shí)時(shí)監(jiān)控,此系統(tǒng)成本低、通信質(zhì)量穩(wěn)定、安全性適中、監(jiān)控?zé)o盲區(qū)、運(yùn)行平穩(wěn),因而對(duì)海事管理部門(mén)和船公司具有重要意義。
[Abstract]:With the development of shipping industry, the situation of maritime traffic safety is becoming more and more serious. At present, the ship traffic management system (VTS) provides dynamic and static data of ship through AIS system to monitor the ship dynamically. The monitoring requirement of maritime safety management has been solved to a great extent, but in the actual operation process, the monitoring scope is still limited by the coverage of AIS base station, and the maintenance cost of base station equipment is high, so it is impossible to communicate directly in both directions. Therefore, with the help of modern science and technology, especially communications, electronics, space and other technologies, a fully functional ship supervision system is established to ensure the safety of ship navigation. It is of great significance. According to the above background, considering the development strategy of Beidou satellite in China, this paper combines the present situation of maritime safety management and the actual application of shipborne Beidou satellite navigation system. Through the study and research on the composition and principle of Beidou satellite navigation system, the advantages and disadvantages of the current maritime safety management system are compared, and the feasibility of building a ship supervision system based on Beidou navigation communication and GPRS communication network is analyzed. Through the research, in order to control the cost of ship operation, the cost of maritime supervision and improve the efficiency of ship safety supervision, In this paper, according to the ship's navigation area, the corresponding ship carrying machine is designed: the ocean-going ship adopts the carrier based on active Beidou location and communication, the offshore or inland ship adopts the boat-carrying machine based on Beidou GPRS GIS, and a kind of two-way communication is put forward. The design scheme of integrated ship supervision system based on Beidou system and GRPS communication network is mainly divided into two parts: hardware and software. Low energy consumption, rich interface and high reliability. In the software part, the overall structure of ship integrated supervision system, position information and electronic chart interface software are designed, which realizes the acquisition and storage of ship position, the automatic sending of ship position, and so on. Through the ground monitoring center of the ship, the real-time monitoring of the running ship is realized. The system has low cost, stable communication quality, moderate security, no blind area monitoring, stable operation, and so on. Therefore, it is of great significance to the maritime administration department and the shipping company.
