【摘要】：基于天津港爆炸事故分析,提出單一政府監(jiān)管失效引發(fā)嚴(yán)重事故的問(wèn)題,并通過(guò)包含企業(yè)、政府、公眾三方的博弈建模與演化仿真分析,論證了社會(huì)監(jiān)管的有效性及其影響因素和機(jī)制。結(jié)合安全損失無(wú)法事后彌補(bǔ)的特點(diǎn),通過(guò)規(guī)范信息公開(kāi)方式、內(nèi)容和要求,明確專業(yè)人員參與的必要性和可能性,構(gòu)建出能將事后社會(huì)監(jiān)管前置、從而滿足事前預(yù)防要求的雙鏈機(jī)制,在一定程度上解決了單一政府監(jiān)管失效和社會(huì)監(jiān)管滯后的問(wèn)題。
[Abstract]:Based on the analysis of the explosion accident in Tianjin Port, this paper puts forward the problem of serious accidents caused by the failure of single government supervision, and through the game modeling and evolution simulation analysis including enterprise, government and public. This paper demonstrates the effectiveness of social supervision and its influencing factors and mechanism. Combining with the characteristics that the safety loss can not be remedied afterwards, it clarifies the necessity and possibility of professional participation by standardizing the ways, contents and requirements of information disclosure. The double chain mechanism, which can lead the social supervision after the event and satisfy the requirement of prevention in advance, can solve the problems of the failure of the single government supervision and the lag of the social supervision to a certain extent.
