【摘要】:世界航空運(yùn)輸業(yè)的快速發(fā)展是有目共睹的,機(jī)場(chǎng)交通密度也隨之逐漸增大,航空安全問題也越來越多,其中跑道安全問題嚴(yán)重影響航空安全,跑道侵入屬于跑道安全問題之一。近幾年來,由于旅客量大增,為了擴(kuò)大容量,很多機(jī)場(chǎng)新修跑道以滿足日益增多的旅客量。同時(shí)跑道與滑行道系統(tǒng)越來越復(fù)雜,導(dǎo)致跑道侵入發(fā)生的次數(shù)越來越多。面對(duì)嚴(yán)峻的局面,對(duì)當(dāng)局及從業(yè)人員提出更高的要求,如何在滿足當(dāng)前消費(fèi)者的出行需求的前提下,保障民航系統(tǒng)跑道安全運(yùn)行,盡可能預(yù)防和減少跑道侵入的次數(shù),是國(guó)內(nèi)外民航從業(yè)人員關(guān)注的重點(diǎn)。本文以跑道侵入為主要研究對(duì)象,通過對(duì)相關(guān)法規(guī)和國(guó)內(nèi)外學(xué)者對(duì)跑道侵入研究的學(xué)習(xí),綜合分析了跑道侵入的研究現(xiàn)狀,及亟待解決的關(guān)鍵性問題。首先,簡(jiǎn)單論述了跑道侵入的含義和維數(shù),以R-S-TER模型為基礎(chǔ),識(shí)別出導(dǎo)致跑道侵入的誘因,進(jìn)行了歸類劃分。其次,采用層次分析法建立跑道侵入誘因的指標(biāo)體系,用EXCEL計(jì)算軟件分層分類的確定每個(gè)指標(biāo)的權(quán)重,以此為基礎(chǔ)確定人為因素在整個(gè)事件中的主體地位。然后,運(yùn)用多重屬性風(fēng)險(xiǎn)評(píng)估法對(duì)不同嚴(yán)重等級(jí)的跑道侵入進(jìn)行量化,并建立模型進(jìn)行了具體計(jì)算和實(shí)例分析,并通過改進(jìn),規(guī)避了傳統(tǒng)多重屬性風(fēng)險(xiǎn)評(píng)估法的一些弊端。最后,用因果分析法、事故樹多因素分析法對(duì)導(dǎo)致跑道侵入的各因素及他們之間的關(guān)系展開分析論述,提出了相關(guān)的整改意見。
[Abstract]:The rapid development of the world's air transport industry is obvious to all, the airport traffic density is also gradually increasing, aviation safety problems are also increasing, among which runway safety problems seriously affect aviation safety. Runway intrusion is one of the runway safety problems. In recent years, due to the large increase in the number of passengers, in order to expand the capacity of many airports, many new runways have been repaired to meet the increasing number of passengers. At the same time, the runway and taxiway systems are becoming more and more complex. This has led to more and more runway intrusions. In the face of the severe situation, the authorities and employees are required to make higher demands. How to ensure the safe operation of the runway of the civil aviation system under the premise of meeting the current travel needs of consumers, To prevent and reduce the number of runway intrusions as far as possible is the focus of civil aviation practitioners at home and abroad. This paper takes runway intrusion as the main research object, through the relevant laws and regulations and the study of domestic and foreign scholars on runway intrusion research, This paper comprehensively analyzes the research status of runway intrusion and the key problems to be solved. Firstly, the meaning and dimension of runway intrusion are briefly discussed. Based on R-S-TER model, the inducement of runway intrusion is identified. Secondly, the index system of the inducement of runway invasion is established by AHP, and the weight of each index is determined by EXCEL software. Based on this, the main position of human factors in the whole event is determined. Then, the multi-attribute risk assessment method is used to quantify the runway intrusions of different serious grades, and the concrete calculation and case analysis are carried out. Through the improvement, some disadvantages of the traditional multi-attribute risk assessment method are avoided. Finally, the causality analysis method and the accident tree multi-factor analysis method are used to analyze the factors leading to the runway invasion and the relationship between them. The paper puts forward some relevant suggestions for rectification.
