【摘要】：特種設(shè)備是現(xiàn)代工業(yè)生產(chǎn)的核心工具，其區(qū)別于一般設(shè)備，危險(xiǎn)性較大且容易發(fā)生事故；一旦發(fā)生事故，極易造成群死群傷，對(duì)社會(huì)和人民群眾造成極大的生命和財(cái)產(chǎn)損失。隨著我國(guó)經(jīng)濟(jì)的發(fā)展，特種設(shè)備在現(xiàn)代企業(yè)中越來(lái)越普遍的使用，數(shù)量不斷增加，它們?cè)诂F(xiàn)代生產(chǎn)中發(fā)揮出不可替代的巨大作用。與此同時(shí)，數(shù)量龐大的特種設(shè)備在生產(chǎn)和使用等環(huán)節(jié)中的隱患大量存在，事故時(shí)有發(fā)生，這對(duì)特種設(shè)備安全監(jiān)管部門提出了越來(lái)越嚴(yán)峻的挑戰(zhàn)。 本文以M市為例，運(yùn)用政府監(jiān)管質(zhì)量安全理論和特種設(shè)備事故致因理論，通過(guò)文獻(xiàn)研究法、比較分析法、實(shí)證研究法、歸納分析法，，對(duì)比國(guó)內(nèi)外特種設(shè)備的監(jiān)管方式，闡述了目前M市特種設(shè)備安全監(jiān)管部門傳統(tǒng)的五種監(jiān)管途徑，即：“廣東省特種設(shè)備電子監(jiān)管系統(tǒng)”監(jiān)管、特種設(shè)備許可監(jiān)管、技術(shù)機(jī)構(gòu)定期檢驗(yàn)、日常巡查監(jiān)管、投訴舉報(bào)監(jiān)管。上述五種傳統(tǒng)的監(jiān)管方式使特種設(shè)備安全監(jiān)察人員疲于奔走在各個(gè)企業(yè)的特種設(shè)備安全隱患當(dāng)中，加上地方保護(hù)主義和熟人說(shuō)情的中國(guó)特色人情社會(huì)背景下，特種設(shè)備安全隱患的治理效果不佳、效率低下。本文對(duì)傳統(tǒng)監(jiān)管方式的優(yōu)缺點(diǎn)進(jìn)行分析，并就M市本土實(shí)際如何提高特種設(shè)備安全監(jiān)管效率、實(shí)現(xiàn)特種設(shè)備安全閉環(huán)監(jiān)管提出了解決辦法，即：強(qiáng)化生產(chǎn)、使用單位安全主體責(zé)任，建立特種設(shè)備風(fēng)險(xiǎn)評(píng)估分級(jí)監(jiān)管機(jī)制，加強(qiáng)部門聯(lián)動(dòng)，引入保險(xiǎn)救助。為保障M市特種設(shè)備安全提出有效監(jiān)管方法，并為特種設(shè)備安全監(jiān)管模式的改革和完善提供有益借鑒。
[Abstract]:Special equipment is the core tool of modern industrial production, which is different from the general equipment, dangerous and prone to accidents; once the accident, easy Qunsiqunshang, causing great loss of life and property to the society and the masses of the people. With the development of China's economy, special equipment is more and more widely used in modern enterprises, the number increased, they play a irreplaceable role in modern production. At the same time, a large number of problems of special equipment in the production and use of links in the existence of a large number of accidents have occurred, the more and more serious challenges to the special equipment safety supervision department.
This paper takes M as an example, the use of government regulation theory and the quality and safety of special equipment accident causing theory, through literature research, comparative analysis, empirical research method, inductive analysis, comparing the domestic and international special equipment supervision, the special equipment safety supervision department M, five kinds of traditional regulatory pathways namely: "special equipment supervision system of Guangdong province" regulation, special equipment licensing supervision, regular inspection technical institutions, daily inspection and supervision, supervision of the five complaints. The traditional regulatory approach to safety supervision of special equipment inspection personnel struggling to run in the special equipment safety of various enterprises, coupled with local protectionism and the characteristics of human social acquaintances to intercede Chinese background, special equipment safety management effect is poor, low efficiency. In this paper, the advantages and disadvantages of the traditional regulatory approach in the analysis, and M How to improve the local real special equipment safety supervision efficiency, implementation of special equipment safety supervision of the closed-loop solutions were proposed, namely: strengthen the production, use the unit safety responsibility, the establishment of special equipment risk assessment and classification of supervision mechanism, strengthen departmental interaction, the introduction of insurance relief. Put forward the effective supervision method for the protection of special equipment safety and M. Provide the beneficial reference for the reform of special equipment safety supervision mode and perfect.
