        隨著航空運輸業(yè)、旅游、培訓、農(nóng)林作業(yè)、特種救援等民航產(chǎn)業(yè)及機群的大發(fā)展，航線維護及飛機維修安全管理問題也日漸突出。安全管理系統(tǒng)作為一種控制風險的管理工具，近年來在民航系統(tǒng)得到了廣泛的推廣與應(yīng)用。根據(jù)以往國內(nèi)外一些發(fā)達國家在民航安全管理方面已取得的卓越成果，將風險管理納入安全管理體系的重要核心內(nèi)容，去其糟粕取其精華，結(jié)合我國民航的實際情況建立相應(yīng)的安全管理體系，對打破我國目前管理模式所具有的局限性，實現(xiàn)預防為主的安全管理理念，對安全進行持續(xù)改進的先進管理方法，采用責任制的安全管理方式，倡導全員參與的安全文化，意義深遠。本文以在吉航公司民用飛機維修安全管理項目方案設(shè)計為出發(fā)點，結(jié)合公司實際情況，分析安全管理現(xiàn)狀及存在的問題，從而指出公司實施安全管理項目的必然性。從安全管理項目的策劃、建立、實施、改進為切入點，應(yīng)用理論研究、實踐調(diào)查、系統(tǒng)研究等方法，，期望找出一套適用于吉航公司全面業(yè)務(wù)的安全管理方法，使安全管理體系成為公司推廣運用的切實有效的手段。首先，在國內(nèi)外民航應(yīng)用安全管理體系取得卓越成果，吉航公司采用傳統(tǒng)安全管理模式的現(xiàn)狀存在不足的背景下，指出公司實施安全管理項目的目的及意義，并對論文的整體框架及內(nèi)容進行了說明介紹。其次，通過更深層次的對公司民用飛機維修安全管理體系的發(fā)展歷史及公司民用飛機維修所采用的傳統(tǒng)安全管理存在問題的分析，提出公司傳統(tǒng)安全管理只從安全生產(chǎn)、人身安全的角度進行安全管理，缺乏對飛機維修過程中危險源的識別、風險分析、風險評價及風險控制的安全管理，從而指出公司實施安全管理體系(SMS)的必然性。第三，通過對公司安全管理體系（SMS）的理論基礎(chǔ)及公司安全管理存在問題的分析，按照“航空行業(yè)的安全與質(zhì)量要求”提出的對維修單位實施安全管理體系的總體部署及具體要求。結(jié)合本公司特點確立安全管理項目的設(shè)計原則及總體方案，并建立了公司安全管理體系（SMS），制訂了安全管理手冊1本及程序文件9份，并下發(fā)實施。第四，公司安全管理項目的實施過程中，對各類安全風險進行了識別、評價及控制，核心強調(diào)對理修過程中的安全管理管理進行實時動態(tài)的管理，做到有法可依，依法執(zhí)行。公司以遵循“PDCA”原則為保障措施，通過公司安全管理體系（SMS）的日常工作中的持續(xù)監(jiān)控、員工報告和反饋系統(tǒng)，內(nèi)部審核工作、外部審核、管理評審等工作實現(xiàn)體系的持續(xù)改進，達到不斷提高安全管理水平的目的。最后，通過公司民用飛機修理安全管理項目方案設(shè)計的研究得出安全管理項目在中航工業(yè)吉林航空維修有限責任公司民用飛機修理領(lǐng)域應(yīng)用的項目通過實行管理控制，推行SMS管理，加強全面質(zhì)量管理、建立安全管理體系以來，增強了全體員工的安全質(zhì)量意識，提高了安全管理水平，對公司安全問題的發(fā)生起到了有效預防作用的結(jié)論。
