【摘要】：目前外商直接投資成為各國(guó)經(jīng)濟(jì)發(fā)展的主要趨勢(shì),特別是在全球化背景之下,很多發(fā)展中國(guó)家主動(dòng)引進(jìn)外商直接投資刺激國(guó)內(nèi)經(jīng)濟(jì)發(fā)展。對(duì)俄羅斯聯(lián)邦而言,這一趨勢(shì)也不是例外,通過(guò)完善法律體系,用來(lái)鼓勵(lì)性政策來(lái)吸引外商直接投資,稅收優(yōu)惠等措施來(lái)擴(kuò)大外商直接投資的規(guī)模。雖然目前俄羅斯外商直接投資還在外國(guó)投資總額與GDP中比例不大、行業(yè)和地區(qū)分布不盡合理、投資和政治環(huán)境還需要進(jìn)一步改善問(wèn)題,但是俄羅斯聯(lián)邦將成為外商直接投資熱點(diǎn)之一已是不爭(zhēng)的事實(shí)。本論文分析了外商直接投資在俄羅斯聯(lián)的現(xiàn)狀以及其特點(diǎn),且對(duì)外商直接投資在俄羅斯區(qū)域分布特性及影響經(jīng)濟(jì)增長(zhǎng)進(jìn)行計(jì)量實(shí)證分析,得出來(lái)的結(jié)果——俄羅斯外商直接投資不能完全視為純粹的外商直接投資,其原因在于上個(gè)世紀(jì)90年代俄羅斯在經(jīng)濟(jì)轉(zhuǎn)軌時(shí)期出現(xiàn)了資本大量外逃現(xiàn)象,原本俄羅斯的資金又以冒充“外商直接投資”的形式回歸本國(guó)。目前阻礙俄羅斯聯(lián)邦外商直接投資的因素主要有:不穩(wěn)定政治環(huán)境,市場(chǎng)制度不成熟以及國(guó)內(nèi)壟斷集團(tuán)勢(shì)力過(guò)于強(qiáng)大。
