【摘要】：2007年，世界銀行在《東亞經(jīng)濟(jì)發(fā)展報(bào)告（2006）》中提出“中等收入陷阱”的概念，當(dāng)一個(gè)國家人均GDP突破中等收入后，在向高收入階段邁進(jìn)的過程中，由于經(jīng)濟(jì)發(fā)展仍然過分依賴外在因素，經(jīng)濟(jì)增長內(nèi)生動(dòng)力不足，不能順利實(shí)現(xiàn)經(jīng)濟(jì)轉(zhuǎn)型升級(jí)，貧富分化嚴(yán)重，社會(huì)矛盾多發(fā)，經(jīng)濟(jì)長期徘徊或者陷入停滯，始終難以跨越中等收入階段的狀態(tài)。本文選擇從創(chuàng)新研發(fā)能力角度出發(fā)，對遼寧省企業(yè)在“中等收入陷阱”背景下升級(jí)轉(zhuǎn)型問題進(jìn)行分析和討論，為跨越“陷阱”提供一定的理論依據(jù)。 本文分析回顧了國內(nèi)外學(xué)者對于“中等收入陷阱”和企業(yè)升級(jí)理論的相關(guān)研究成果。說明了企業(yè)升級(jí)與跨越“中等收入陷阱”之間的相互關(guān)系。從創(chuàng)新能力角度出發(fā)，沿著“經(jīng)濟(jì)持續(xù)增長—企業(yè)轉(zhuǎn)型升級(jí)—跨越陷阱”這一思路，總結(jié)了了遼寧省企業(yè)在“中等收入陷阱”背景下面臨的轉(zhuǎn)型升級(jí)挑戰(zhàn)；通過對遼寧省2000-2011年經(jīng)濟(jì)發(fā)展情況的實(shí)證研究，構(gòu)建了理論模型，并通過SPSS進(jìn)行數(shù)據(jù)分析，說明了創(chuàng)新研發(fā)能力與基尼系數(shù)，居民消費(fèi)指數(shù)，人均GDP，，出口產(chǎn)值GDP占比，國有企業(yè)產(chǎn)值GDP占比等因素的內(nèi)在聯(lián)系。最后對全文進(jìn)行總結(jié)，并提出了對于遼寧省企業(yè)轉(zhuǎn)型升級(jí)的政策建議。 通過以上研究，本文得出以下結(jié)論：作為老工業(yè)基地，遼寧省企業(yè)轉(zhuǎn)型和升級(jí)的任務(wù)非常迫切。企業(yè)轉(zhuǎn)型升級(jí)是實(shí)現(xiàn)經(jīng)濟(jì)持續(xù)增長的新動(dòng)力，也將成為遼寧經(jīng)濟(jì)跨越“中等收入陷阱”的出發(fā)點(diǎn)。解決企業(yè)轉(zhuǎn)型升級(jí)的關(guān)鍵就是企業(yè)創(chuàng)新研發(fā)能力，在企業(yè)轉(zhuǎn)型升級(jí)和提高企業(yè)創(chuàng)新研發(fā)能力過程中，我們還需要解決歷史發(fā)展問題和遼寧省企業(yè)自身發(fā)展瓶頸，同時(shí)也要接受國際環(huán)境因素的制約與挑戰(zhàn)。因此，遼寧省企業(yè)必須以創(chuàng)新為出發(fā)點(diǎn)，尋求技術(shù)創(chuàng)新、結(jié)構(gòu)創(chuàng)新的轉(zhuǎn)型之路，同時(shí)依靠政策助力，集中優(yōu)勢資源，為企業(yè)成功轉(zhuǎn)型升級(jí)提供支持，解決“中等收入陷阱”所帶來的問題，完成經(jīng)濟(jì)長期持續(xù)發(fā)展的目的。
[Abstract]:In 2006, the World Bank put forward the concept of "middle-income trap" in the East Asia Economic Development report (2007). When a country's per capita GDP breaks through the middle-income stage, in the process of moving towards the high-income stage, due to the fact that economic development is still overly dependent on external factors, the internal motive force of economic growth is insufficient, and the economic transformation and upgrading can not be successfully realized, the division between the rich and the poor is serious, and social contradictions occur frequently. The economy hovers or stagnates for a long time, and it is always difficult to cross the middle income stage. From the point of view of innovative R & D ability, this paper analyzes and discusses the upgrading and transformation of Liaoning enterprises under the background of "middle income trap", so as to provide a certain theoretical basis for crossing the "trap". This paper analyzes and reviews the relevant research results of domestic and foreign scholars on "middle income trap" and enterprise upgrading theory. This paper explains the relationship between enterprise upgrading and crossing the middle income trap. From the point of view of innovation ability, along the train of thought of "sustained economic growth, enterprise transformation and upgrading-leapfrogging trap", this paper summarizes the challenges of transformation and upgrading faced by Liaoning enterprises under the background of "middle income trap". Through the empirical study on the economic development of Liaoning Province from 2000 to 2011, this paper constructs a theoretical model, and through the data analysis of SPSS, explains the internal relationship between innovation R & D ability and Gini coefficient, resident consumption index, GDP proportion of per capita GDP, export output value, GDP proportion of output value of state-owned enterprises and so on. Finally, the full text is summarized, and the policy recommendations for the transformation and upgrading of enterprises in Liaoning Province are put forward. Through the above research, this paper draws the following conclusions: as an old industrial base, the task of enterprise transformation and upgrading in Liaoning Province is very urgent. The transformation and upgrading of enterprises is a new driving force to realize sustained economic growth, and it will also become the starting point for Liaoning's economy to span the "middle income trap". The key to solve the problem of enterprise transformation and upgrading is the enterprise innovation R & D ability. In the process of enterprise transformation and upgrading and improving the enterprise innovation R & D ability, we also need to solve the historical development problems and the bottleneck of Liaoning enterprises' own development, and at the same time accept the constraints and challenges of international environmental factors. Therefore, Liaoning enterprises must take innovation as the starting point, seek the transformation road of technological innovation and structural innovation, at the same time rely on policy help, concentrate advantage resources, provide support for the successful transformation and upgrading of enterprises, solve the problems caused by "middle income trap", and complete the purpose of long-term sustainable economic development.
