資源型縣域主導(dǎo)產(chǎn)業(yè)選擇及其優(yōu)化效應(yīng)研究
[Abstract]:China's resource-based cities and regions rely on natural resources and national preferential policies have achieved rapid development in a short period of time, which has played a great role in promoting and pulling China's economic development and socialist modernization. However, many resource-based cities and regions rely too much on resource exploitation, ignore the construction of long-term sustainable development capacity, and fail to plan and cultivate sustainable industrial clusters in time. With the continuous consumption of resources, the foundation of economic development in these cities and regions has been greatly threatened, the difficulty of resource exploitation is gradually increasing, the production cost is rising, the resource reserve tends to dry up, the ecological environment is seriously damaged, the employment pressure increases, and the competitiveness of the city continues to decline, and many other restrictive factors have become prominent, and the economic and social development has encountered great difficulties. Therefore, resource-based cities and regions must seek the transformation and development, through the adjustment and upgrading of industrial structure to achieve long-term sustainable development, and the core issue of industrial structure adjustment and upgrading is the re-selection and renewal of leading industries. Therefore, the correct selection and strengthening of new leading industries is the foundation of the strategic transformation of resource-based cities. Yizhang County is a typical resource-based county city. This paper takes the choice of leading industry in Yizhang County as the research problem, takes the industrial industry in Yizhang County as the research object, and adopts the method of quantitative analysis and qualitative analysis to carry on the research. First of all, on the basis of systematically combing the existing research at home and abroad, this paper sums up three main modes of resource-based county leading industry selection: current situation screening, active cultivation, passive complete substitution, and focuses on the main steps of resource-based county leading industry selection under the current situation screening mode, and further constructs the market demand, industrial correlation, technological innovation, comparative advantage, The index system of quantitative analysis based on economic and social benefits and sustainable development. Secondly, according to the constructed index system, the existing 17 industrial industries in Yizhang County are empirically analyzed, and the leading industries under the status quo screening model are obtained. Thirdly, in order to make up for the shortcomings of the current screening model, further from the perspective of active cultivation model, qualitative analysis of the leading industry under the active cultivation model. Thirdly, based on the quantitative analysis results under the present situation screening model and the qualitative analysis results under the active cultivation model, the leading industry system in Yizhang County is obtained: the first level of leading industries is the chemical raw materials and chemical products manufacturing industry in the quantitative analysis results under the present situation screening model (0.898); The leading industries at the second level are the general equipment manufacturing industry (0.299), the ferrous metal smelting and calender processing industry (0.225), the new material industry and the new energy industry in the qualitative analysis results under the active cultivation mode, and the leading industries at the third level are the equipment manufacturing industry, biopharmacy industry and electronic information industry in the qualitative analysis results under the active cultivation mode. Finally, according to the selected leading industry system, the chemical raw material and chemical products manufacturing industry (0.898) is selected as the representative, and the driving effect of the selected leading industry on the three industries is analyzed by VAR impulse response function and variance decomposition, in order to verify the correctness and rationality of the choice of the leading industry, and further combined with the situation of Yizhang County, the countermeasures and suggestions for the development of the leading industrial system are given.
