【摘要】：國家級經(jīng)濟技術(shù)開發(fā)區(qū)是由產(chǎn)業(yè)、企業(yè)和開發(fā)區(qū)的管理體制、區(qū)域環(huán)境、政策供給等要素組成的區(qū)域系統(tǒng),經(jīng)開區(qū)的建設(shè)在區(qū)域經(jīng)濟建設(shè)和社會發(fā)展中有著重要作用,經(jīng)開區(qū)發(fā)展離不開投資環(huán)境的建設(shè)和持續(xù)改善。投資環(huán)境是影響企業(yè)投資和產(chǎn)業(yè)聚集的重要因素,如何對投資環(huán)境進行建設(shè)評價和改善是經(jīng)開區(qū)建設(shè)中的重要問題之一,而投資環(huán)境受到經(jīng)濟發(fā)展現(xiàn)狀、區(qū)域發(fā)展差異等諸多因素的影響,其評價體系也會發(fā)生新的變化。 本文在對投資環(huán)境理論及投資環(huán)境評價方法進行分析總結(jié)的基礎(chǔ)上,首先通過對經(jīng)開區(qū)系統(tǒng)中各要素之間關(guān)系分析,運用層次分析法建立陜西省國家級經(jīng)開區(qū)投資環(huán)境評價指標(biāo)。陜西省經(jīng)開區(qū)投資環(huán)境評價指標(biāo)體系分為三層三級指標(biāo)：第一層目標(biāo)層為投資環(huán)境綜合評價。第二層準(zhǔn)則層有5個因素,分別為發(fā)展與效率、基礎(chǔ)設(shè)施與配套能力、人力資源與社會責(zé)任、環(huán)境保護與節(jié)能減排、技術(shù)創(chuàng)新。第三層指標(biāo)層由22個指標(biāo)構(gòu)成。其次通過層次分析法、主成份分析法、因子分析法確定指標(biāo)的權(quán)重,建立陜西省經(jīng)開區(qū)投資環(huán)境評價模型。最后利用所建立的評價模型對陜西省三家國家級經(jīng)開區(qū)2011年投資環(huán)境相關(guān)數(shù)據(jù)進行分析評價,驗證評價結(jié)果與各經(jīng)開區(qū)的發(fā)展現(xiàn)狀一致,并通過對各經(jīng)開區(qū)投資環(huán)境評價結(jié)果的分析,尋求改善投資環(huán)境的突破點,從優(yōu)化管理模式、提升發(fā)展效率、完善創(chuàng)新體系三方面提出投資環(huán)境改善建議,從而為經(jīng)開區(qū)管理層決策提供幫助。
[Abstract]:The national economic and technological development zone is a regional system composed of the management system, the regional environment and the policy supply of the industry, the enterprise and the development zone. The construction of the economic and technological development zone has an important role in the regional economic construction and the social development. The development of the open area can not be separated from the construction and the continuous improvement of the investment environment. The investment environment is an important factor that affects the enterprise's investment and the accumulation of the industry, and how to evaluate and improve the investment environment is one of the important problems in the construction of the economy, and the investment environment is affected by many factors such as the current situation of the economic development and the difference of the regional development. New changes will also take place in the evaluation system. Based on the analysis of the investment environment theory and the evaluation method of the investment environment, this paper first, through the analysis of the relationship among the elements in the open area system, uses the analytic hierarchy process to set up the evaluation of the investment environment of the national economy in Shaanxi province. The evaluation index system of the investment environment in the open area of Shaanxi Province is divided into three-level three-level indicators: the first-level target layer is the comprehensive investment environment The second layer has five factors, namely, development and efficiency, infrastructure and supporting capacity, human resources and social responsibility, environmental protection and energy conservation and emission reduction, and technology. The paper analyzes and seeks to improve the investment environment, and puts forward some suggestions to improve the investment environment from the optimization management mode, the improvement of the development efficiency and the improvement of the innovation system, so as to provide the decision-making of the management in the open area.
