制度環(huán)境與區(qū)域科技創(chuàng)新能力的關(guān)系研究

【摘要】:在人類(lèi)發(fā)展和社會(huì)進(jìn)步的演化中,科技創(chuàng)新始終擔(dān)負(fù)著重要角色?萍紕(chuàng)新在加速產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和產(chǎn)品技術(shù)升級(jí)的同時(shí),還推進(jìn)著地方經(jīng)濟(jì)規(guī)模的擴(kuò)張和區(qū)域競(jìng)爭(zhēng)優(yōu)勢(shì)的轉(zhuǎn)化,其能力和水平正日益成為區(qū)域獲取競(jìng)爭(zhēng)優(yōu)勢(shì)的決定性因素,是社會(huì)經(jīng)濟(jì)實(shí)現(xiàn)可持續(xù)發(fā)展的核心與根本性所在。區(qū)域科技創(chuàng)新能力不僅來(lái)源于區(qū)域內(nèi)高等院校、研發(fā)機(jī)構(gòu)及企業(yè)等創(chuàng)新主體的內(nèi)部活躍程度,也來(lái)源于良好的制度環(huán)境。我國(guó)各地區(qū)間社會(huì)經(jīng)濟(jì)發(fā)展程度并不平衡,區(qū)域間在資源稟賦、政府行為、創(chuàng)新主體等方面存在較大差距,且多數(shù)差距并未出現(xiàn)明顯的縮減趨勢(shì)。對(duì)于不同區(qū)域的創(chuàng)新主體而言,其所在區(qū)域的市場(chǎng)化進(jìn)程、政府干預(yù)程度、金融發(fā)展水平和法治水平等制度環(huán)境因素也相差甚遠(yuǎn),而此類(lèi)差異必然對(duì)我國(guó)不同區(qū)域的科技創(chuàng)新能力產(chǎn)生關(guān)鍵性影響。 本文以我國(guó)特殊的轉(zhuǎn)軌時(shí)期為研究背景,以制度環(huán)境與區(qū)域科技創(chuàng)新能力關(guān)系為研究主線,通過(guò)理論分析和實(shí)證研究,探討了制度環(huán)境對(duì)區(qū)域科技創(chuàng)新能力的影響機(jī)制。全文共分為六個(gè)部分:第一章為緒論,主要闡述了選題背景、選題意義、研究框架和技術(shù)路線;第二章為理論基礎(chǔ)和文獻(xiàn)綜述,論述了熊彼特創(chuàng)新理論、區(qū)域創(chuàng)新體系理論、區(qū)域創(chuàng)新網(wǎng)絡(luò)理論、現(xiàn)代區(qū)域發(fā)展理論、進(jìn)化經(jīng)濟(jì)學(xué)理論和制度經(jīng)濟(jì)學(xué)理論等理論基礎(chǔ),并對(duì)國(guó)內(nèi)外相關(guān)文獻(xiàn)進(jìn)行了歸納和梳理;第三章為我國(guó)省級(jí)行政區(qū)域科技創(chuàng)新能力評(píng)價(jià)研究,從科學(xué)研究能力、技術(shù)創(chuàng)新能力、知識(shí)及技術(shù)流動(dòng)和科技創(chuàng)新環(huán)境等四大層級(jí)出發(fā),構(gòu)建了較為系統(tǒng)的區(qū)域科技創(chuàng)新指標(biāo)評(píng)價(jià)體系,采用因子分析法對(duì)我國(guó)省級(jí)行政區(qū)域科技創(chuàng)新能力進(jìn)行評(píng)價(jià);第四章為我國(guó)各省級(jí)行政區(qū)域科技創(chuàng)新能力分布特征研究,采用聚類(lèi)分析對(duì)各省級(jí)行政區(qū)域科技創(chuàng)新能力進(jìn)行歸類(lèi),繪制了我國(guó)科技創(chuàng)新能力區(qū)域分布特征圖,并對(duì)各區(qū)域科技創(chuàng)新能力發(fā)展趨勢(shì)進(jìn)行了分析;第五章:區(qū)域制度環(huán)境與科技創(chuàng)新能力的關(guān)系研究,分別檢驗(yàn)了政府干預(yù)、法治水平、金融發(fā)展水平、科技成果市場(chǎng)化程度和制度環(huán)境與區(qū)域科技創(chuàng)新能力之間的關(guān)系,發(fā)現(xiàn)制度環(huán)境的改善有利于科技創(chuàng)新能力的提高;第六章為研究結(jié)論與展望,對(duì)本文研究結(jié)果進(jìn)行了詳細(xì)的總結(jié)和歸納,針對(duì)存在的研究不足,提出了日后研究的建議和思路,最后給出了提升科技創(chuàng)新能力的政策建議。 本文主要取得以下三個(gè)方面的研究成果: 首先,科學(xué)評(píng)價(jià)了我國(guó)省級(jí)行政區(qū)域的科技創(chuàng)新能力。從科學(xué)研究能力、技術(shù)創(chuàng)新能力、知識(shí)及技術(shù)流動(dòng)和科技創(chuàng)新環(huán)境等四大層級(jí)出發(fā),構(gòu)建了涵蓋25項(xiàng)指標(biāo)的區(qū)域科技創(chuàng)新能力評(píng)價(jià)指標(biāo)體系,通過(guò)因子分析提取企業(yè)技術(shù)因子、技術(shù)創(chuàng)新環(huán)境因子、科研和服務(wù)因子、校企綜合創(chuàng)新因子以及技術(shù)和知識(shí)吸收因子等5大主因子,科學(xué)評(píng)價(jià)了我國(guó)30個(gè)省級(jí)行政區(qū)域的科技創(chuàng)新能力。 其次,從經(jīng)濟(jì)地理學(xué)的角度分析了我國(guó)科技創(chuàng)新能力的分布特征。本文采用聚類(lèi)分析法對(duì)我國(guó)省級(jí)行政區(qū)域科技創(chuàng)新能力進(jìn)行分析,劃分了科技創(chuàng)新能力領(lǐng)先地區(qū)、科技創(chuàng)新能力較強(qiáng)地區(qū)、科技創(chuàng)新能力中游地區(qū)和科技創(chuàng)新能力待提高地區(qū)等四大區(qū)域,繪制了我國(guó)科技創(chuàng)新區(qū)域分布特征圖,從地理特征角度直觀反映了我國(guó)各地區(qū)的科技創(chuàng)新水平和發(fā)展程度并不平衡這一現(xiàn)狀——科技創(chuàng)新能力相對(duì)較高的地區(qū)大多分布于東部,而區(qū)域間存在顯著差異。 最后,實(shí)證研究發(fā)現(xiàn)制度環(huán)境因素與科技創(chuàng)新能力呈正相關(guān)關(guān)系,制度環(huán)境的改善有利于提升科技創(chuàng)新能力。本文以我國(guó)30個(gè)省級(jí)行政區(qū)域面板數(shù)據(jù)為研究對(duì)象,從政府干預(yù)程度、法治水平、金融發(fā)展水平和科技成果市場(chǎng)化程度四個(gè)方面出發(fā),深入研究了制度環(huán)境與科技創(chuàng)新能力之間的關(guān)系。實(shí)證結(jié)果發(fā)現(xiàn),制度環(huán)境因素顯著影響科技創(chuàng)新能力,政府干預(yù)程度與科技創(chuàng)新能力呈顯著負(fù)相關(guān)關(guān)系,法治水平、金融發(fā)展水平、科技成果市場(chǎng)化程度與科技創(chuàng)新能力呈顯著正相關(guān)關(guān)系,即政府干預(yù)程度越低、法治水平越高、金融發(fā)展水平越高、科技成果市場(chǎng)化程度越高,區(qū)域的科技創(chuàng)新能力越強(qiáng)。整體而言,制度環(huán)境與科技創(chuàng)新能力呈顯著正相關(guān)關(guān)系,即制度環(huán)境的改善有利于區(qū)域科技創(chuàng)新能力的提升。
[Abstract]:In the evolution of human development and social progress, science and technology innovation always plays an important role. At the same time of accelerating the structural adjustment of the industry and upgrading the product technology, the innovation of science and technology has also promoted the transformation of the expansion of the local economic scale and the regional competitive advantage, and the ability and the level are becoming the decisive factor of the regional acquisition of the competitive advantage. It is the core and fundamental of the sustainable development of the social economy. The innovation ability of the regional science and technology not only comes from the internal activity of the innovative subjects such as institutions of higher learning, research and development institutions and enterprises in the region, but also from a good system environment. The degree of social and economic development in various parts of China is not balanced, and there is a big gap between the regions in resource endowment, government behavior and innovation main body, and most of the gap does not show a significant reduction trend. The market-oriented process, the degree of government intervention, the level of financial development and the level of the rule of law are far from different for the innovative subjects of different regions, and such differences will inevitably have a critical impact on the scientific and technological innovation ability of different regions in our country. In this paper, based on the special transition period of our country, the paper discusses the influence of the system environment on the innovation ability of the regional science and technology by means of the theoretical analysis and the empirical study on the basis of the relationship between the system environment and the regional science and technology innovation ability. The full text is divided into six parts: the first chapter is the introduction, the background of the topic, the meaning of the topic, the research framework and the technical course, the second chapter is the theoretical foundation and the literature review, the Schumpeter's innovation theory, the regional innovation system theory, the regional innovation network theory are discussed. On the basis of the theory of modern regional development, the theory of evolution economics and the theory of institutional economics, the paper sums up the relevant literature at home and abroad, and the third chapter is the research on the evaluation of the scientific and technological innovation ability of the provincial administrative region of our country, from the capability of scientific research and the technological innovation. Based on four levels, such as force, knowledge and technology flow and the environment of science and technology innovation, a systematic regional scientific and technological innovation index evaluation system is constructed, and a factor analysis method is used to evaluate the scientific and technological innovation ability of the provincial administrative region in China. The fourth chapter is to study the distribution of the scientific and technological innovation ability of the provincial administrative regions of our country, and classify the scientific and technological innovation ability of the provincial administrative regions by cluster analysis, and draw the regional distribution characteristics of the scientific and technological innovation ability of our country. In chapter five, the relationship between the environment of regional system and the innovation ability of science and technology is studied, and the government's intervention, the level of the rule of law and the development of finance are examined. The relationship between the market degree of the scientific and technological achievements and the system environment and the innovation ability of the regional science and technology is found, and the improvement of the system environment is in favor of the improvement of the innovation ability of the science and technology. Five major factors, such as new environmental factors, scientific research and service factors, comprehensive innovation factors of school and enterprise, and absorption factors of technology and knowledge, have been evaluated scientifically. Secondly, the innovation of science and technology in China is analyzed from the angle of economic geography. The distribution of the ability is characterized by the analysis of the scientific and technological innovation ability of the province's provincial administrative region by cluster analysis, which has divided the regions of the leading region of scientific and technological innovation ability, the region with high technology innovation ability, the region of the middle reaches of the scientific and technological innovation ability and the improvement of the scientific and technological innovation ability.
